तीन दिनों के लिए रेड एवं ऑरेंज एलर्ट सीएम ने कहा-एलर्ट रहें अधिकारी, 11 जिलों में अवकाश घोषित

देहरादून: मुख्यमंत्री पुष्कर सिंह धामी ने मौसम विभाग द्वारा अगले कुछ दिनों के लिए प्रदेश के अधिकांश जनपदों के लिए जारी रेड तथा ऑरेंज अलर्ट को देखते हुए शासन तथा जनपद स्तरीय अधिकारियों को अतिरिक्त सावधानी बरतने तथा 24×7 अलर्ट पर रहने के निर्देश दिए।

इस दौरान उन्होंने कहा कि अत्यधिक वर्षा के कारण राज्य के सामने लगातार चुनौतियां बनी हुई हैं और मौसम विभाग के पूर्वानुमान के अनुसार आने वाले कुछ दिन चुनौतीपूर्ण रहने वाले हैं। उन्होंने सभी अधिकारियों को निर्देश दिए कि आम नागरिकों की सुरक्षा के लिए समुचित कदम उठाए जाएं। भूस्खलन के दृष्टिगत मार्गों में विशेष सतर्कता बरती जाए तथा मैदानी क्षेत्रों में जल भराव की आशंका को देखते हुए सभी एहतियाती कदम उठाए जाएं। उन्होंने सचिव आपदा प्रबंधन एवं पुनर्वास श्री विनोद कुमार सुमन को निर्देश दिए कि राज्य आपातकालीन परिचालन केंद्र से हर स्थिति पर नजर रखी जाए।

अब तक 11 जिलों में स्कूल की छुट्टी घोषित-
मौसम विभाग की चेतावनी को देखते हुए अब तक 11 जिलों में सोमवार को कक्षा 1 से 12 तक के सभी सरकारी, गैर-सरकारी/निजी स्कूलों और आंगनबाड़ी केंद्रों में अवकाश घोषित किया गया है। पौड़ी, टिहरी, नैनीताल, बागेश्वर, पिथौरागढ़, चम्पावत, अल्मोड़ा, चमोली, हरिद्वार, उधमसिंह नगर और उत्तरकाशी जिले में अब तक छुट्टी घोषित की गई है।

रविवार को मुख्यमंत्री ने शासन तथा जिले के अधिकारियों के साथ बैठक कर राहत बचाव कार्यों का जायजा लिया तथा आवश्यक दिशा-निर्देश दिए। मुख्यमंत्री ने कहा कि जो लोग आपदाओं में बेघर हो गए हैं, सरकार उनके साथ पूरी मजबूती से खड़ी है और उनके बेहतर से बेहतर पुनर्वास के लिए हर स्तर पर कार्य किए जा रहे हैं। उन्होंने दोनों मंडलायुक्तों को निर्देश दिए कि आपदा प्रभावितों के पुनर्वास के लिए शीघ्रता से कार्य करते हुए मैदानी जनपदों में पुनर्वास किए जाने के विकल्पों पर भी कार्य करें।

मुख्यमंत्री ने कहा कि आपदा की इस कठिन घड़ी में हम सभी प्रभावित भाइयों-बहनों की पीड़ा को गहराई से समझते हैं। राज्य सरकार केवल आर्थिक सहायता तक सीमित नहीं है, बल्कि हम उनकी भावनाओं और संवेदनाओं से भी जुड़े हुए हैं। उन्होंने अधिकारियों से भी अपेक्षा की कि उनके दुख को अपना दुख मानकर, उनके पुनर्वास और जीवन को सामान्य बनाने के लिए पूर्ण मनोयोग से कार्य करें।

इस दौरान मुख्यमंत्री ने निर्देश दिए कि जनपदों में अधिकारी फील्ड में रहें और राहत और बचाव कार्यों को युद्ध स्तर पर संचालित करें। राज्य आपातकालीन परिचालन केंद्र में सचिव गृह श्री शैलेश बगौली, सचिव आपदा प्रबंधन एवं पुनर्वास श्री विनोद कुमार सुमन, अपर सचिव श्री आनंद स्वरूप, एससीईओ क्रियान्वयन डीआईजी श्री राजकुमार नेगी, जेसीईओ मो0 ओबैदुल्लाह अंसारी, श्री हेमंत बिष्ट, रोहित कुमार आदि मौजूद रहे। वहीं प्रमुख सचिव श्री आरके सुधांशु, सचिव लोनिवि पंकज कुमार पाण्डेय, सचिव स्वास्थ्य डॉ. आर राजेश कुमार, मंडलायुक्त श्री विनय शंकर पाण्डेय, श्री दीपक रावत बैठक में वर्चुअल शामिल हुए।

तमक में बैली ब्रिज जल्द बनाने के निर्देश

मुख्यमंत्री ने ज्योतिर्मठ-मलारी नेशनल हाईवे में तमक नाले में बहे पुल को लेकर बीआरओ के अधिकारियों से जानकारी ली। उन्होंने कहा कि यह पुल राज्य के साथ ही देश के लिए भी सामरिक दृष्टि से भी अत्यंत महत्वपूर्ण है, इसलिए यहां जल्द से जल्द बैली ब्रिज बनाकर यातायात को सुचारू किया जाए। उन्होंने कहा बीआरओ को यदि राज्य के स्तर से किसी भी प्रकार की मदद की दरकार है तो वह तुरंत उपलब्ध कराई जाएगी। उन्होंने सचिव लोक निर्माण विभाग श्री पंकज कुमार पांडेय को बीआरओ के अधिकारियों के संपर्क में रहने के निर्देश दिए।

गंगोत्री हाईवे को यातायात के लिए सुरक्षित बनाया जाए

मुख्यमंत्री ने यात्रा प्रारंभ होने से पहले गंगोत्री हाइवे को सुरक्षित बनाने तथा बेहतर स्थिति में लाने के निर्देश दिए। उन्होंने कहा कि देश-विदेश से यात्री एक भरोसे के साथ चार धाम यात्रा के लिए आते हैं, उनकी यात्रा को सुरक्षित बनाना हमारा कर्तव्य है, इसमें ढिलाई की कोई गुंजाइश नहीं है। इस दौरान मुख्यमंत्री ने पुनः दोहराया कि बरसात समाप्त होने के बाद सभी सड़कों में पेचवर्क तथा नई सड़क बनाने का कार्य हर हाल में प्रारंभ हो जाए। इसमें किसी भी प्रकार की देरी नहीं होनी चाहिए। उन्होंने स्पष्ट निर्देश दिए कि टेंडर तथा अन्य जो भी औपचारिकताएं पूरी की जानी हैं, उन्हें इसी बीच पूरा कर लिया जाए।

हर्षिल तथा स्यानाचट्टी में रिवर चैनेलाइजेशन जरूरी

मुख्यमंत्री श्री पुष्कर सिंह धामी ने उत्तरकाशी के हर्षिल तथा स्यानाचट्टी में बनी झीलों की स्थिति तथा जल निकासी के बारे में जानकारी ली। उन्होंने कहा कि स्यानाचट्टी में झील के जलस्तर में पुनः वृद्धि की सूचना मिली है, वहां 24×7 नजर रखी जाए तथा राहत एवं बचाव दल हर वक्त वहां तैनात रहें। यह भी सुनिश्चित किया जाए कि पुल को किसी प्रकार का खतरा न हो। उन्होंने जिलाधिकारी उत्तरकाशी को निर्देश दिए कि झील के जलस्तर को कम करने तथा अधिक मात्रा में झील से जल निकासी के लिए समुचित प्रयास किए जाएं। उन्होंने स्यानाचट्टी के लोगों की सभी आवश्यकताओं का ख्याल रखने तथा बिजली पानी की उपलब्धता हर समय सुनिश्चित करने के निर्देश दिए। माननीय मुख्यमंत्री ने एक बार फिर दोहराया कि हर्षिल तथा स्यानाचट्टी में काफी मात्रा में मलबा जमा हो गया है, जिसे नदी से हटाया जाना बहुत जरूरी है। उन्होंने सुरक्षित स्थानों पर मड डिस्पोजेबल साइट्स बनाने तथा वहां मलबे को डंप करने के निर्देश दिए। उन्होंने इस संबंध में शासन को प्रस्ताव भेजने को भी कहा है।

नदियों के जलस्तर पर रात्रि में भी रखी जाए नजर

मुख्यमंत्री श्री पुष्कर सिंह धामी ने अगले कुछ दिनों में नदियों के जलस्तर पर गहन निगरानी रखने के निर्देश दिए। उन्होंने कहा कि रात्रि के समय भी पहाड़ी तथा मैदानी इलाकों में नदियों के जलस्तर पर निगरानी रखी जाए। लोगों को सचेत किया जाए और कोई भी खतरा महसूस होने पर तुरंत सुरक्षात्मक कदम उठाए जाएं।

दिनांक 01.09.2025 को राज्य के देहरादून, टिहरी, पौड़ी, तथा हरिद्वार जनपदों में कहीं-कहीं अत्यंत भारी वर्षा होने के साथ कुछ स्थानों में भारी से बहुत भारी वर्षा/गर्जन के साथ आकाशीय बिजली चमकने/वर्षा के अति तीव्र से अत्यंत तीव्र दौर होने की संभावना है (रेड अलर्ट)। साथ ही राज्य के शेष जनपदों में कहीं-कहीं भारी से बहुत भारी वर्षा / गर्जन के साथ आकाशीय बिजली चमकने /वर्षा के अति तीव्र से अत्यंत तीव्र दौर होने की संभावना है (ऑरेंज अलर्ट)। वहीं दिनांक 02.09.2025 को राज्य के देहरादून, उत्तरकाशी, रूद्रप्रयाग, चमोली एवं बागेश्वर जनपदों में कहीं-कहीं भारी से बहुत भारी वर्षा/गर्जन के साथ आकाशीय बिजली चमकने/ वर्षा के अति तीव्र से अत्यंत तीव्र दौर होने की संभावना है (ऑरेंज अलर्ट)।
