देहरादून, 22 जुलाई। मुख्यमंत्री पुष्कर सिंह धामी ने बुधवार को मुख्यमंत्री आवास में पूर्व अपर सचिव आर.सी. लोहनी द्वारा लिखित पुस्तक ‘सेवा विधि’ का विमोचन किया। मुख्यमंत्री ने पुस्तक को सरकारी अधिकारियों और कर्मचारियों के लिए अत्यंत उपयोगी बताते हुए कहा कि यह सेवा नियमों, संवैधानिक प्रावधानों, शासनादेशों और न्यायालयों के महत्वपूर्ण निर्णयों की सरल एवं व्यवस्थित जानकारी उपलब्ध कराने वाली व्यवहारिक मार्गदर्शिका है।
मुख्यमंत्री ने कहा कि किसी भी लोकसेवक के लिए ईमानदारी के साथ-साथ नियमों, कानूनों और प्रशासनिक प्रक्रियाओं की गहरी समझ भी आवश्यक है। यह पुस्तक अधिकारियों और कर्मचारियों को उनके अधिकारों, कर्तव्यों और सेवा नियमों की स्पष्ट जानकारी देकर उन्हें अधिक दक्षता और आत्मविश्वास के साथ कार्य करने में मदद करेगी।
उन्होंने कहा कि सरकारी सेवा का उद्देश्य केवल नियमों का पालन करना नहीं, बल्कि जनहित को सर्वोच्च प्राथमिकता देना है। अधिकारी-कर्मचारी नियमों की भावना को समझते हुए जनता की समस्याओं का त्वरित, पारदर्शी और संवेदनशील समाधान करें। उन्होंने सरकार के मूल मंत्र “सरलीकरण, समाधान, निस्तारण और संतुष्टि” को दोहराते हुए कहा कि शासन व्यवस्था का लक्ष्य जनता के जीवन को सरल बनाना है।
मुख्यमंत्री ने कहा कि प्रधानमंत्री नरेंद्र मोदी के नेतृत्व में उत्तराखंड सुशासन, पारदर्शिता और जवाबदेही के नए मानक स्थापित कर रहा है। तकनीक के व्यापक उपयोग और प्रक्रियाओं के सरलीकरण से शासन व्यवस्था अधिक प्रभावी बनी है।
पुस्तक के लेखक आर.सी. लोहनी ने बताया कि ‘सेवा विधि’ में सरकारी सेवाओं से जुड़े संवैधानिक प्रावधान, नियुक्ति, आरक्षण, पदोन्नति, स्थानांतरण, अनुशासनात्मक कार्रवाई, सेवा निवृत्ति, अवकाश, राजभाषा अधिनियम सहित विभिन्न सेवा नियमों और उच्चतम एवं उच्च न्यायालयों के महत्वपूर्ण निर्णयों का सार संकलित किया गया है, जो अधिकारियों और कर्मचारियों के लिए उपयोगी सिद्ध होगा।
इस अवसर पर कैबिनेट मंत्री सुबोध उनियाल सहित अनेक सेवानिवृत्त प्रशासनिक अधिकारी, वरिष्ठ अधिकारी एवं गणमान्य नागरिक उपस्थित रहे।
