मुख्यमंत्री पुष्कर सिंह धामी आज नई दिल्ली में PHD चैम्बर ऑफ़ कॉमर्स एंड इंडस्ट्री के 120वें वार्षिक सत्र में सम्मिलित हुए | मुख्यमंत्री पुष्कर सिंह धामी ने कार्यक्रम में उपस्थित उद्यमियों व विभिन्न औद्योगिक संस्थानों के प्रतिनिधिगणों का स्वागत करते हुए कहा कि PHD चैंबर ने बीते 120 वर्षों में देश की आर्थिक प्रगति, औद्योगिक विकास और उद्यमशीलता की भावना को सशक्त करने में जो भूमिका निभाई है वो अतुलनीय है।
मुख्यमंत्री ने कहा कि आज हम इस महत्वपूर्ण सत्र में “भारत की एक विश्वसनीय वैश्विक साझेदार के रूप में उभरती भूमिका” और उसमें उत्तराखंड राज्य के योगदान जैसे विषय पर सार्थक विचार-विमर्श के लिए एकत्रित हुए हैं।
हम सभी जानते हैं कि किसी भी देश की आर्थिक प्रगति में उद्योगों की अत्यंत महत्वपूर्ण भूमिका होती है। उद्योग न केवल रोजगार के अवसर उत्पन्न करते हैं, बल्कि समाज के प्रत्येक वर्ग के जीवन स्तर को सुधारने में भी अपनी महत्वपूर्ण भूमिका निभाते हैं।
मुख्यमंत्री ने कहा कि जब देश के उद्योगपति, उद्यमी और नीति-निर्माता एक साथ राष्ट्र उत्थान पर चिंतन और मंथन के लिए जुटते हैं, तो उसका प्रभाव केवल उद्योग जगत तक ही सीमित नहीं रहता, बल्कि समाज के प्रत्येक वर्ग के कल्याण और राष्ट्र के समग्र विकास का मार्ग भी प्रशस्त करता है। यह कॉन्क्लेव केवल उद्योग जगत का सम्मेलन भर नहीं, बल्कि भारत की आर्थिक शक्ति, सांस्कृतिक चेतना और वैश्विक नेतृत्व की नई संभावनाओं के द्वार खोलने वाला एक सशक्त मंच है।
प्रधानमंत्री नरेन्द्र मोदी जी के दूरदर्शी नेतृत्व में “रिफॉर्म, परफॉर्म और ट्रांसफॉर्म” की नीति ने भारत को एक नई दिशा प्रदान की है। आज भारत में न केवल निवेश के लिए अनुकूल वातावरण तैयार हुआ है, बल्कि इंफ्रास्ट्रक्चर, शिक्षा, स्वास्थ्य, महिला सशक्तिकरण और सामाजिक न्याय जैसे क्षेत्रों में भी व्यापक परिवर्तन आया है| आदरणीय मोदी जी देश के पहले प्रधानमंत्री हैं जिन्होंने भारत को विकसित राष्ट्र बनाने का संकल्प लिया और इस संकल्प को साकार करने के लिए योजनाबद्ध तरीके से कार्य भी किया जा रहा है।
मुख्यमंत्री ने कहा कि आज ‘स्टार्टअप इंडिया’, ‘वोकल फॉर लोकल’, ‘मेक इन इंडिया’, ‘स्किल इंडिया’ और ‘डिजिटल इंडिया’ जैसी पहलों के माध्यम से देश आत्मनिर्भर बनने की दिशा में तीव्र गति से आगे बढ़ रहा है। यही नहीं, आज भारत दुनिया का तीसरा सबसे बड़ा स्टार्टअप इकोसिस्टम खड़ा करने वाला देश बन चुका है। आज हमारे स्टार्टअप्स ग्लोबल इनोवेशन में अपनी पहचान बना रहे हैं, डिजिटल इंडिया ने आम नागरिक तक तकनीक को पहुँचाया है और आत्मनिर्भर भारत अभियान ने देश को उत्पादन और विनिर्माण का हब बनाने का मार्ग प्रशस्त किया है।
आज विश्व के बड़े बड़े देश ये देखकर अचंभित हैं कि भारत में सब्जी की एक छोटी सी दुकान लगाने वाली महिला भी UPI के के माध्यम से मोबाइल से पेमेंट का लेनदेन कर रही है।आज देश के 55 करोड़ से अधिक लोग बैंकिंग व्यवस्था से जुड़ चुके हैं।चाहे कृषि उत्पादन हो, रक्षा का क्षेत्र हो, चिकित्सा, ऊर्जा, या विज्ञान एवं प्रौद्योगिकी हो या फिर अंतरिक्ष अनुसंधान का क्षेत्र हो, भारत प्रत्येक क्षेत्र में आत्मनिर्भर बनकर विकास और समृद्धि के नए-नए आयाम स्थापित कर रहा है।
मुख्यमंत्री ने कहा कि आज भारत दुनिया की चौथी सबसे बड़ी अर्थव्यवस्था बन चुका है और आने वाले समय में तीसरे स्थान पर पहुँचने का लक्ष्य लेकर आगे बढ़ रहा है। जो देश पहले भारत को केवल एक बड़े उपभोक्ता बाजार के रूप में देखा करते थे, आज वही देश भारत की प्रौद्योगिकी और नवाचार की क्षमता को चुनौती के रूप में देखने लगे हैं |क्योंकि भारत अब केवल सामान आयात करने वाला देश नहीं रहा, बल्कि निर्यात, विनिर्माण और तकनीकी विकास में विश्व का अग्रणी साझेदार बन रहा है।
हमारी बढ़ती शक्ति से घबराकर कुछ देश हमारे बढ़ते कदमों को रोकने के असफल प्रयास भी कर रहे हैं। परन्तु भारत के उद्योग जगत के संकल्प, सामर्थ्य और नवाचार ने ये सिद्ध कर दिया है कि कोई भी शक्ति हमारे विकास के मार्ग में बाधा नहीं बन सकती। भारत के दो दिवसीय दौरे पर आए ब्रिटेन के प्रधानमंत्री श्री कीर स्टार्मर ने भी इस तथ्य को स्वीकार किया है कि “भारत 2028 तक विश्व की तीसरी सबसे बड़ी अर्थव्यवस्था के रूप में उभरेगा और आज के दौर में भारत वैश्विक निवेश के लिए सबसे भरोसेमंद और सुरक्षित गंतव्य बन चुका है।”
मुख्यमंत्री ने कहा कि आज प्रधानमंत्री जी जहाँ एक ओर ‘स्वदेशी अपनाओ’ के मंत्र के साथ आत्मनिर्भर भारत के संकल्प को सशक्त बना रहे हैं। वहीं नेक्स्ट जनरेशन जीएसटी सुधारों के माध्यम से नागरिकों को राहत प्रदान करने के साथ-साथ हमारे स्थानीय उद्योगों और व्यापारियों को भी एक नई ऊर्जा प्रदान कर रहे हैं। प्रधानमंत्री जी के दूरदर्शी नेतृत्व में हमारी सरकार भी उत्तराखंड में औद्योगिक विकास की दिशा में निरंतर कार्य कर रही है। हमारी सरकार ने राज्य में निवेश को बढ़ावा देने के लिए वर्ष 2023 में ग्लोबल इनवेस्टर्स समिट का आयोजन किया। हमारे लिए अत्यंत गर्व का विषय है कि हमें इस समिट के अंतर्गत प्राप्त हुए 3.56 लाख करोड़ रुपए से अधिक के निवेश समझौतों में से लगभग 1 लाख करोड़ रुपए के निवेश प्रस्तावों को धरातल पर उतारने में सफलता मिली है। हमने राज्य में निवेशक केंद्रित नीतियों, बुनियादी ढांचे, कुशल जनशक्ति और सुशासन के द्वारा स्वस्थ निवेश वातावरण की उपलब्धता सुनिश्चित की है।
पहले राज्य में मैन्युफैक्चरिंग यूनिट लगाने के लिए अलग-अलग विभागों से विभिन्न प्रकार की स्वीकृतियां लेनी पड़ती थी जिसमें बहुत समय लगता था। इस समस्या के समाधान के लिए हमने जहां एक ओर उद्योगों की लाइसेंसिंग प्रोसेस को आसान बनाते हुए सिंगल विंडो सिस्टम की व्यवस्था में सुधार किया,वहीं औद्योगिक नीति, लॉजिस्टिक नीति, स्टार्टअप नीति और MSME नीति सहित 30 से अधिक नीतियां लाकर राज्य में उद्योगों को बेहतर माहौल उपलब्ध कराने का प्रयास भी किया।इसके साथ ही, विनिर्माण क्षेत्र में बड़े उद्यमों को प्रोत्साहित करने के लिए हमारी सरकार ने राज्य में मेगा इंडस्ट्रियल पॉलिसी भी लागू की है। इसके अलावा जहां हम स्टार्टअप को इनक्यूबेशन सुविधा उपलब्ध कराने के उद्देश्य से 60 करोड़ रुपए की लागत से विश्वस्तरीय यू-हब की स्थापना कर रहे हैं, वहीं, उन्हें आसानी से फंड उपलब्ध कराने हेतु 200 करोड़ रुपए के वेंचर फंड की स्थापना भी की गई है। यही नहीं, राज्य में निवेश प्रोत्साहन के लिये यूके-स्पाईस नाम से निवेश प्रोत्साहन एजेंसी स्थापित कर निवेशकों को समर्पित “निवेश मित्र” की सुविधा उपलब्ध कराई जा रही है।
मुख्यमंत्री ने कहा कि हमने जहां एक ओर काशीपुर में अरोमा पार्क, सितारगंज में प्लास्टिक पार्क, काशीपुर में इलेक्ट्रॉनिक्स मैन्युफैक्चरिंग क्लस्टर, पंतनगर में मल्टीमॉडल लॉजिस्टिक पार्क की स्थापना की है, वहीं, MSME क्षेत्र के उद्यमियों को प्लग एंड प्ले मॉडल पर उद्यम स्थापना हेतु SIDCUL द्वारा रुद्रपुर, सेलाकुई और हरिद्वार में कम लागत वाली फ्लैटेड फैक्ट्रियाँ भी तैयार की जा रही हैं। इतना ही नहीं, हम किच्छा फार्म में हजार एकड़ से अधिक भूमि पर एक स्मार्ट इंडस्ट्रियल टाउनशिप विकसित करने की दिशा में भी कार्य कर रहे हैं।
इसके अतिरिक्त, हम औद्योगिक क्षेत्र में कार्य करने वाले लोगों को सुविधाजनक आवास सुलभ कराने हेतु “रेंट बेस्ड एकोमोडेशन” सुविधा भी विकसित कर रहे हैं।आज हमारी पहल “हाउस ऑफ हिमालयाज ब्रांड” राज्य के सभी आर्गेनिक उत्पादों को एक अम्ब्रेला के नीचे लाने में कारगर सिद्ध हो रही है। इसके अंतर्गत, राज्य के विभिन्न उत्पादों की जीआई टैगिंग कर विश्व स्तरीय पहचान दिलाने का कार्य किया जा रहा है। राज्य की महिला स्वयं सहायता समूह द्वारा बनाए गए उत्पाद वैश्विक पहचान बना रहे हैं | हमारी सरकार राज्य में मिनिमम गवर्नमेंट, मैक्सिमम गवर्नेंस की अवधारणा को मूर्त रूप देने का प्रयास कर रही है। हमने मुख्यमंत्री स्वरोजगार योजना के माध्यम से राज्य में 10 हजार से अधिक नए उद्यमियों को लाभान्वित किया गया है। आज हम प्रदेश में 260 से अधिक व्यावसायिक सेवाओं को पूर्णतः ऑनलाइन उपलब्ध करा रहे हैं। इससे उद्यमियों को विभिन्न विभागों के चक्कर लगाने की आवश्यकता नहीं रह गई है और व्यवस्था में पारदर्शिता तथा गति दोनों सुनिश्चित हुई है।
मुख्यमंत्री ने कहा कि हमारे इन सभी प्रयासों का परिणाम है कि आज ईज ऑफ डूइंग बिजनेस में उत्तराखंड को एचीवर्स तथा स्टार्टअप रैंकिंग में लीडर्स की श्रेणी प्राप्त हुई है। हमारी सख्ती और पारदर्शिता का सीधा लाभ हमारे उद्यमियों को मिल रहा है और उन्हें योजनाओं की स्वीकृति, जमीन आवंटन, औद्योगिक लाइसेंस या अन्य व्यावसायिक गतिविधियों में अब अनावश्यक बाधा का सामना नहीं करना पड़ता। हम उत्तराखंड को देश के अग्रणी “इन्वेस्टमेंट फ्रेंडली स्टेट” के रूप में स्थापित कर देश का अग्रणी राज्य बनाने के अपने “विकल्प रहित संकल्प” को पूर्ण करने हेतु निरंतर कार्य कर रहे हैं।
मुख्यमंत्री ने कहा कि देहरादून में 28 से 30 नवंबर 2025 तक आपदा प्रबंधन पर विश्व शिखर सम्मेलन (WSDM) आयोजित होने वाला है, जिसमें वैश्विक नेता और विशेषज्ञ जलवायु परिवर्तन के प्रभावों पर चर्चा करेंगे। इस पहले WSDM प्री-समिट का उद्देश्य आपदाओं से निपटने के लिए नवाचार और सहयोग को बढ़ावा देना है।
