देहरादून : मुख्यमंत्री पुष्कर सिंह धामी ने प्रदेशवासियों को उत्तराखण्ड राज्य निर्माण के 24 वर्ष पूर्ण होने और रजत जयंती वर्ष के शुभारम्भ अवसर पर हार्दिक बधाई एवं शुभकामनाएँ दी हैं।
मुख्यमंत्री ने राज्य निर्माण के सभी अमर शहीदों एवं देश के लिये सर्वोच्च बलिदान देने वाले वीर जवानों को श्रद्धांजलि अर्पित करते हुए उत्तराखण्ड की मजबूत नींव रखने वाले पूर्व प्रधानमंत्री भारत रत्न श्री अटल बिहारी बाजपेई को भी राज्य की जनता की ओर से नमन किया है।
मुख्यमंत्री ने राज्य स्थापना की पूर्व संध्या पर जारी अपने संदेश में कहा कि प्रदेश की महान जनता के आशीर्वाद, सरकार की मजबूत इच्छाशक्ति, प्रधानमंत्री श्री नरेंद्र मोदी के उत्तराखण्ड के प्रति विशेष लगाव और केंद्र सरकार के सहयोग से उत्तराखण्ड तेजी से विकास की दिशा में आगे बढ़ रहा है।
उन्होंने कहा राज्य आंदोलन के मूल में उत्तराखण्ड के समग्र एवं संतुलित विकास की अवधारणा रही थी। इस भावना को मूर्त रूप प्रदान करने के लिए राज्य सरकार द्वारा पारदर्शिता, जन सहभागिता और नई कार्य संस्कृति के साथ विकास की नई गाथा लिखने की उल्लेखनीय पहल की गई है। प्रदेश की मातृशक्ति, युवा शक्ति और पूर्व सैनिकों की अहम भागीदारी से सशक्त उत्तराखण्ड के लक्ष्य को प्राप्त करने की दिशा में हम अग्रसर हैं
मुख्यमंत्री ने कहा कि प्रधानमंत्री श्री नरेन्द्र मोदी ने कहा था कि 21 वीं सदी का तीसरा दशक उत्तराखण्ड का दशक होगा। उनकी अपेक्षाओं के अनुरूप राज्य, तेजी से विकास पथ पर अग्रसर है।वर्ष 2023-24 के एस.डी.जी. इंडेक्स में उत्तराखण्ड को देश में प्रथम स्थान प्राप्त हुआ है।
ईज ऑफ डूइंग बिजनेस में राज्य को एचीवर्स तथा स्टार्टअप रैंकिंग में लीडर्स की श्रेणी प्राप्त हुई है।उन्होंने कहा कि गत वर्ष जी-20 की तीन बैठकों के आयोजन का अवसर मिलना एक उपलब्धि है, जो प्रधानमंत्री जी का देवभूमि उत्तराखण्ड के लोगों की क्षमता और प्रतिभा पर अटूट विश्वास का प्रतीक है।
मुख्यमंत्री ने कहा कि हमारे लिए गौरव की बात है कि उत्तराखंड के रजत जयंती वर्ष में 38वें नेशनल गेम्स हमारे राज्य में होने जा रहे हैं। राष्ट्रीय खेल महाकुम्भ के लिये उत्तराखण्ड तैयार है। उन्होंने कहा कि हमने पिछले विधानसभा चुनाव में राज्य में समान नागरिक संहिता लागू करने का वादा किया था।
जल्द ही हम इसे प्रदेश में लागू करने जा रहे हैं। ऊधमसिंहनगर के किच्छा में एम्स का सैटेलाईट सेंटर बनने से एक बड़ी आबादी को उच्च स्तरीय चिकित्सा सुविधा मिलेगी।
मुख्यमंत्री ने कहा कि प्रधानमंत्री श्री नरेन्द्र मोदी का उत्तराखण्ड से विशेष लगाव किसी से छुपा नहीं है। प्रधानमंत्री जी के मार्गदर्शन में केदारनाथ धाम का भव्य और दिव्य पुनर्निर्माण कार्य तेजी से हुआ है। बद्रीनाथ धाम के मास्टर प्लान के तहत विकास कार्य गतिमान हैं।
इसी प्रकार मानसखण्ड मंदिर माला मिशन के तहत प्रथम चरण में 16 पौराणिक मंदिर क्षेत्रो को विकसित किया जा रहा हैं। ऑल वेदर रोड़ से चार धाम यात्रा को सुगम किया गया है।
दिल्ली- देहरादून एक्सप्रेसवे के पूरा होने के बाद दिल्ली से देहरादून का सफर केवल दो से ढ़ाई घंटे में पूरा किया जा सकेगा। ऋषिकेश-कर्णप्रयाग रेल परियोजना पर तेजी से काम चल रहा है। जल्द ही पहाड़ में रेल का सपना साकार होने जा रहा है। जौलीग्रान्ट और पंतनगर एयरपोर्ट को अंतर्राष्ट्रीय एयरपोर्ट के रूप में विकसित करने के लिए कार्य गतिमान है।
मुख्यमंत्री ने कहा कि प्रदेश में रोपवे कनेक्टिविटी का भी विस्तार किया जा रहा है। पर्वतमाला परियोजना के तहत राज्य के धार्मिक और पर्यटन स्थलों को रोपवे से जोड़ा जा रहा है। गौरीकुण्ड-केदारनाथ और गोविंदघाट-हेमकुण्ट साहिब रोपवे का शिलान्यास प्रधानमंत्री जी द्वारा किया गया है।
सुरकंडा देवी मंदिर में रोपवे का शुभारम्भ किया जा चुका है। मुख्यमंत्री ने कहा कि राज्य में अधिक से अधिक निवेश आकर्षित करने के लिये हमारी सरकार ने निवेश अनुकूल वातावरण बनाया है।
मुख्यमंत्री ने कहा कि पर्वतीय क्षेत्रों में निवेश के लिये पर्यटन, आयुष, वेलनेस, आईटी और सौर ऊर्जा सहित सर्विस सेक्टर पर विशेष फोकस किया गया है। सीमांत क्षेत्रों के लिये मुख्यमंत्री सीमांत क्षेत्र विकास योजना शुरू की गई है। वाईब्रेंट विलेज योजना से उत्तराखण्ड के सीमावर्ती गांवों का विकास हो रहा है।
वोकल फॉर लोकल पर आधारित एक जनपद दो उत्पाद योजना से स्थानीय आजीविका के अवसर बढ़ाये जा रहे हैं। सौर ऊर्जा को बढ़ावा देने के लिए नई सौर ऊर्जा की नीति लाई गई है। प्रधानमंत्री सूर्य घर योजना में आवेदनों के डिस्पोजल में उत्तराखण्ड देश में सबसे आगे है। मुख्यमंत्री सौर स्वरोजगार योजना के प्रति भी लोगों की रूचि बढ़ी है।
मुख्यमंत्री ने कहा कि उत्तराखंड में देश का सबसे कठोर नकल विरोधी कानून लागू कर प्रदेश के लाखों युवाओं का भविष्य सुरक्षित किया गया है। पिछले 03 वर्षों में सरकारी सेवाओं में लगभग 18 हजार 500 भर्तियां की जा चुकी हैं।
प्रदेश में भ्रष्टाचार पर प्रभावी नियंत्रण के लिये कई महत्वपूर्ण कदम उठाए गए हैं। टोल-फ्री नम्बर 1064 भ्रष्टाचार से मुक्ति के लिए उपयोगी साबित हो रहा है। अपणि सरकार पोर्टल, सीएम हेल्पलाईन 1905, सेवा का अधिकार, ट्रांसफर एक्ट की पारदर्शी व्यवस्था से सुशासन की परिकल्पना साकार हो रही है। जनता से जुड़ी योजनाओं के सरलीकरण पर विशेष ध्यान दिया गया है।
मुख्यमंत्री ने कहा कि उत्तराखण्ड को बहुआयामी पर्यटन के वैश्विक केंद्र के रूप में विकसित करने पर काम किया जा रहा है। आध्यात्मिक, धार्मिक और सामान्य पर्यटन के साथ ही एडवेंचर टूरिज्म, इको टूरिज्म और रूरल टूरिज्म पर विशेष ध्यान दिया जा रहा है।
प्रधानमंत्री जी की वेड इन उत्तराखण्ड की अपील के बाद, उत्तराखण्ड की वेडिंग डेस्टिनेशन के रूप में पहचान बन रही है। हमारी सरकार के प्रयासों से उत्तराखंड की पहचान फिल्म शूटिंग के डेस्टिनेशन के रूप में बनी है। उन्होंने कहा कि स्कूली शिक्षा और उच्च शिक्षा में नई राष्ट्रीय शिक्षा नीति की शुरुआत करने में उत्तराखण्ड देश के अग्रणी राज्यों में है।
मुख्यमंत्री ने कहा कि मातृशक्ति का सम्मान हमारी परम्परा रही है। प्रदेश सरकार ने सरकारी नौकरियों में महिलाओं को 30 प्रतिशत आरक्षण के साथ ही सहकारी समितियों में भी राज्य की महिलाओं के 33 प्रतिशत पद आरक्षित रखे जाने का निर्णय लिया है।
मुख्यमंत्री नारी सशक्तिकरण योजना, लखपति दीदी योजना और मुख्यमंत्री आँचल अमृत योजना सहित अनेक योजनाएं महिलाओं को सशक्त एवं आत्मनिर्भर बना रही हैं। हमारी सरकार ने उत्तराखण्ड राज्य आंदोलनकारियों को पेंशन में वृद्धि के साथ ही राज्य आंदोलनकारियों और पात्र आश्रितों को 10 प्रतिशत क्षैतिज आरक्षण का निर्णय लिया है। आंगनबाड़ी और आशा बहनों के मानदेय में बढ़ोत्तरी के साथ ही प्रदेश के लोक कलाकारों का मानदेय भी दोगुना किया गया है।
मुख्यमंत्री ने कहा कि देवभूमि उत्तराखण्ड के मूल स्वरूप को बनाये रखने के लिये राज्य में जबरन धर्मांतरण के विरूद्ध कठोर कानून बनाया गया है। प्रदेश में अब दंगा करने वाले दंगाइयों से ही सारे नुकसान की भरपाई का कानून लागू किया गया है।
राज्य की भूमि को अतिक्रमण से मुक्त कराने के लिये निरंतर अभियान चलाया जा रहा है। प्रदेश में लगभग 5 हजार एकड़ सरकारी भूमि को अवैध कब्जे से मुक्त कराया गया है। प्रधानमंत्री जी के सबका साथ, सबका विकास, सबका विश्वास और सबका प्रयास के मूलमंत्र को ध्येय वाक्य मानकर हम आगे बढ़ रहे हैं।
मुख्यमंत्री ने कहा कि प्रदेश के सर्वांगीण विकास में देवभूमि की देवतुल्य जनता का आशीर्वाद हमें प्राप्त होता रहे, इसके लिये हम निरन्तर प्रयासरत हैं। रजत जयंती वर्ष 2025 तक उत्तराखण्ड देश के अग्रणी राज्य के रूप में अपनी पहचान बनाने में सफल हो यह हमारा संकल्प है।
