मुख्य सचिव आनन्द बर्द्धन की अध्यक्षता में राज्य कार्यकारिणी समिति की बैठक संपन्न

मुख्य सचिव आनन्द बर्द्धन की अध्यक्षता में बुधवार को सचिवालय में राज्य आपदा मोचन निधि एवं राज्य आपदा न्यूनीकरण निधि मद के अंतर्गत राज्य कार्यकारिणी समिति की बैठक संपन्न हुई। बैठक के दौरान समिति द्वारा पुलिस महानिदेशक को एसडीआरफ दल को प्रशिक्षण हेतु इस मद हेतु वित्तीय वर्ष 2024 – 25 की अवशेष धनराशि वर्तमान वित्तीय वर्ष 2025 – 26में व्यय किए जाने, जनपद चंपावत एवं पौड़ी को क्रमशः पुनर्प्राप्ति एवं पुनर्निर्माण एवं राहत एवं बचाव कार्यों को दूसरी किश्त आबंटित किए जाने पर सहमति प्रदान की गई।

मुख्य सचिव ने अधिकारियों को निर्देश दिए कि मानव वन्यजीव संघर्ष सहित आपदा प्रभावितों को अनुमन्य अनुग्रह अनुदान सहायता तत्काल वितरित की जाए। इसमें लंबित मामलों को तत्काल निस्तारित किया जाए।

मुख्य सचिव ने आपदा विभाग को आपदा जैसी आपातकालीन परिस्थितियों के दौरान हेली सेवाओं के प्रयोग के लिए एसओपी तैयार किए जाने के निर्देश भी दिए हैं। उन्होंने देहरादून में रिस्पना नदी के चैनलाइजेशन और ड्रेजिंग आदि कार्यों के लिए सिंचाई विभाग और लोक निर्माण विभाग को आपसी सामंजस्य के साथ प्रस्ताव तैयार कर कार्य किए जाने के निर्देश दिए हैं। उन्होंने प्रदेश की सभी बड़ी नदियों का अध्ययन कर सम्पूर्ण कार्ययोजना तैयार किए जाने की बात कही। कार्यों को उनकी प्राथमिकता के आधार पर किया जा सकता है। उन्होंने खतरे की जद वाली सभी बड़ी बस्तियों के बाढ़ सुरक्षा कार्यों के प्रस्ताव तैयार किए जाने के भी निर्देश दिए हैं।

मुख्य सचिव ने कहा कि राज्य आपदा न्यूनीकरण निधि के अंतर्गत किए जा रहे कार्यों में बायो इंजीनियरिंग और बायो फेंसिंग का प्रयोग पर विशेष बल दिया जाए। उन्होंने इस सम्बन्ध में वन विभाग द्वारा जाइका के अंतर्गत किए जा रहे कार्यों की जानकारी के लिए सम्बन्धित विभागों के साथ वर्कशॉप आयोजित किए जाने की बात भी कही।

इस अवसर पर सचिव श्री शैलेश बगौली, श्री विनोद कुमार सुमन, श्री युगल किशोर पंत, अपर सचिव श्री विनीत कुमार, श्री आनन्द स्वरूप सहित सम्बन्धित विभागों के उच्चाधिकारी उपस्थित थे।
