देहरादून: मसूरी में कानून एवं शान्ति व्यवस्था के साथ यातायात व्यवस्था सुचारू रूप से बनाये रखना एवं आम जनता, आगन्तुकों एवं पर्यटकों की सुविधा को सुदृढ़ बनाने के लिए तत्काल उपाय किये जाने के दृष्टिग्त भारतीय नागरिक सुरक्षा संहिता की धारा 163(1) में प्रदत्त शक्तियों का प्रयोग करते हुए तत्काल प्रभाव से आदेश जारी किये गए हैं।
हाथी पांव (जार्ज एवरेस्ट रोड), बस्साघाट एवं कुठालगेट पर अस्थायी तथा किंक्रेग पर स्थायी रूप से सेटेलाइट पार्किंग विकसित करने तथा निर्मित पार्किंग स्थल को वाहनवार विभक्त करते हुए प्रदर्शित किया करने एवं वाहन व्यवस्थित रूप से पार्क किये जाने का दायित्व अधि०अभि० प्रा०ख० लो०नि०वि०, आर०टी०ओ० (इ), अधि०अधि० न०पा०प० मसूरी, जिला पर्यटन विकास अधिकारी, देहरादून, पुलिस अधीक्षक यातायात, पुलिस अधीक्षक नगर, देहरादून का होगा।
सम्भागीय परिवहन अधिकारी (प्रवर्तन), देहरादून द्वारा शटल सेवा के माध्यम से आने वाले यात्रियों की संख्या एवं शटल सेवा प्रदाता द्वारा बनाये गये फेरे के दौरान परिवहन किये गये यात्रियों की संख्या का ब्यौरा भी रखा जायेगा। साथ ही, शटल सेवा हेतु बूथ का संचालन, पर्याप्त मात्रा में शटल्स उपलब्ध करवाना तथा पार्किंग स्थल पर शटल सेवा प्रदान करने वाले सेवा प्रदाता को नियंत्रित करना भी उनका दायित्व होगा।
पुलिस अधीक्षक (यातायात) एवं क्षेत्राधिकारी, मसूरी का पार्किंग स्थल पर व्यवस्था बनाये रखना, वाहनों को पदजमतबमचज कर पार्किंग स्थलों पर डायवर्ट करवाना तथा क्रमवार यात्रियों के वाहनों को बिना असुविधा संचालन का दायित्व होगा।
पार्किंग हेतु समुचित मूलभूत सुविधायें एंव आवश्यक व्यवस्थायें यथा पार्किंग स्थलों का संचालन, प्रकाश व्यवस्था, मोबाईल टायलेट्स, पेयजल सुनिश्चित की जाए, जिससे कि किसी भी दशा में कानून एवं शान्ति व्यवस्था बाधित न हो। शटल सेवा के माध्यम से लाईब्रेरी एवं पिक्चरपैलेस तक आने वाले यात्रियों हेतु पर्याप्त मात्रा में रिक्शा एवं गोल्फ कार्ट की व्यवस्था करने का दायित्व अधिशासी अधिकारी नगर पालिका मसूरी एवं अपर नगर आयुक्त नगर निगम देहरादून का होगा।
पुलिस अधीक्षक (नगर) देहरादून पर्यटकों की सुरक्षा एवं यातायात व्यवस्था के निर्बाध रूप से संचालन के लिए अपने स्तर से कार्यवाही सुनिश्चित करेंगे। आदेश का उल्लंघन करने पर भारतीय न्याय संहिता की धारा 223 के अन्तर्गत कार्यवाही की जा सकेगी। यह आदेश जारी होने के दिनांक से 20.01.2025 तक प्रभावी होगा।
