त्रिस्तरीय पंचायत चुनाव को लेकर जिला प्रशासन तैयारियों में जुटा

देहरादून: त्रिस्तरीय पंचायत चुनाव को स्वतंत्र, निष्पक्ष एवं शांतिपूर्ण संपन्न कराने हेतु जिलाधिकारी/जिला निर्वाचन अधिकारी सविन बंसल ने समस्त नोडल अधिकारियों के साथ बैठक की। उन्होंने नोडल अधिकारियों को चुनाव तैयारियों को समय से पूर्ण करते हुए पूरी मुस्तैदी के साथ निर्वाचन दायित्वों का निवर्हन करने के निर्देश दिए।

जिला निर्वाचन अधिकारी ने सभी एसडीएम को निर्देशित किया कि मतदाता सूची का भली भांति निरीक्षण किया जाए। ताकि कोई भी पात्र व्यक्ति अपने मतदान के अधिकार से वंचित न रहे। चुनाव के दौरान कानून व्यवस्था बनाए रखने के लिए नामांकन स्थल, मतदान केंद्रों, पोलिंग पार्टियों की रवानगी और वापसी स्थलों पर बैरिकेडिंग के साथ सुरक्षा की समुचित व्यवस्थाएं सुनिश्चित की जाए। राज्य निर्वाचन आयोग द्वारा आदर्श आचार संहिता के संबंध में जारी दिशा निर्देशों का कड़ाई से अनुपालन किया जाए। एसडीएम अपने क्षेत्र में खंड विकास अधिकारियों से समन्वय स्थापित करते हुए चुनाव की सभी तैयारियां जल्द से जल्द पूरी करें।

जिला निर्वाचन अधिकारी ने चुनाव की विभिन्न व्यवस्थाओं से जुड़े नोडल अधिकारियों को निर्देश दिए कि कार्मिकों का डाटा अपडेशन कार्याे को शीघ्र पूरा किया जाए। आरओ, एआरओ, मतदान एवं मतगणना कार्मिकों को निर्वाचन प्रक्रिया का अच्छी तरह से प्रशिक्षण दिया जाए। यातायात के लिए रूट चार्ट निर्धारित करते हुए पर्याप्त संख्या में वाहनों की व्यवस्था सुनिश्चित की जाए। चिकित्सा विभाग को बूथ लेवल हेल्थ प्लान तैयार करने के साथ ही मतदान सामग्री के साथ फस्ट एड किट की व्यवस्था रखने के निर्देश दिए। मतदान के लिए आवश्यक लेखन सामग्री को वाटर प्रोटेक्शन के साथ पोलिंग पार्टियों को उपलब्ध कराई जाए। रिटर्निंग ऑफिसर को समय से मतपत्र उपलब्ध कराए जाए।

जिला निर्वाचन अधिकारी ने निर्देशित किया कि पोलिंग पार्टियों को बूथ तक पहुंचाने एवं वापस लाने हेतु रूट चार्ट के साथ कंटीजेंसी प्लान तैयार किया जाए। रूट चार्ट में चिन्हित संवेदनशील स्थलों पर सक्षम अधिकारियों की तैनाती की जाए। ताकि मार्ग अवरुद्ध होने पर पोलिंग पार्टियों का सकुशल आवागमन हो सके। उन्होंने सभी एसडीएम को तीन दिनों के भीतर रूट चार्ट और कंटीजेंसी प्लान तैयार करने के निर्देश दिए और सभी पोलिंग बूथों पर आवश्यक मूलभूत सुविधाएं भी सुनिश्चित करने को कहा।

जिला निर्वाचन अधिकारी ने निर्देशित किया कि नामांकन प्रक्रिया, स्ट्रांग रूम, मतदान एवं मतगणना कार्याे की फोटो, वीडियोग्राफी की व्यवस्था की जाए। मतगणना के लिए पर्याप्त संख्या में टेबल लगाने के साथ निर्धारित मानकों के अनुसार सीसीटीवी स्थापित किए जाए। दूरस्थ गांव क्षेत्र जहां नेटवर्क की समस्या रहती है वहां पर संचार की वैकल्पिक व्यवस्था की जाए। विद्युत विभाग को चुनाव के दौरान बिजली की निर्बाध आपूर्ति सुनिश्चित करने के निर्देश दिए। इस दौरान राज्य निर्वाचन आयोग को दैनिक सूचना प्रेषण, निर्वाचन व्यय, निर्वाचन नियंत्रण कंक्ष सहित चुनाव की सभी व्यवस्थाओं से जुड़े नोडल अधिकारियों को आवश्यक दिशा निर्देश दिए गए।

बैठक में मुख्य विकास अधिकारी अभिनव शाह, परियोजना निदेशक डीआरडीए विक्रम सिंह, जिला विकास अधिकारी सुनील कुमार, वर्चुअल माध्यम से सभी एसडीएम, खंड विकास अधिकारी सहित निर्वाचन की विभिन्न व्यवस्थाओं से जुड़े नोडल अधिकारी उपस्थित थे।
