बैठक में मुख्य सचिव ने कहा कि इको सेंसेटिव जोन की परिधि में तत्काल सुरक्षात्मक और उपचारात्मक कार्य किए जा सकते हैं।
उन्होंने सिंचाई विभाग और संबंधित विभागों और एजेंसियों को नदी से सटे क्षेत्र में बाढ़ नियंत्रण और अन्य सुरक्षात्मक कार्यों को करने के निर्देश दिए।
मुख्य सचिव ने गैर कृषि और कमर्शियल गतिविधियों की अनुमतियों के संबंध में जिलाधिकारी उत्तरकाशी और संबंधित अधिकारियों को निर्देशित किया कि इस संबंध में संबंधित जोनल मास्टर प्लान, पर्यावरण और जैव विविधता से जुड़े विभिन्न प्रावधानों का व्यापक अध्ययन कर लें। इस संबंध में यदि आईआईटी रुड़की/ हाइड्रोलॉजी संस्थान / वाडिया जैसे संस्थानों के वैज्ञानिक स्टडी की आवश्यकता अपेक्षित होती है तो उसको भी प्लान में शामिल करें।
उन्होंने निर्देशित किया कि निगरानी समिति की अगली बैठक में क्षेत्र का जोनल मास्टर प्लान के साथ-साथ यदि किसी कमर्शियल एक्टिविटी की परमिशन देने योग्य हो तो संबंधित प्रावधान तथा संबंधित नियामकीय निकाय की एन.ओ.सी. इत्यादि का संपूर्ण विवरण बैठक में प्रस्तुत करें।
उन्होंने जोन में सॉलिड वेस्ट मैनेजमेंट का महत्व बताते हुए कहा कि इस संबंध में विभिन्न विभागों और एजेंसियों से समन्वय स्थापित करते हुए धरातलीय स्थिति के अनुरूप प्लान बनाकर अगली बैठक में प्रस्तुत करना सुनिश्चित करें।
मुख्य सचिव ने निर्देशित किया कि समिति के सदस्य और संबंधित विभागों और एजेंसियों के अधिकारी निर्धारित की गई विभिन्न साइट का स्थलीय निरीक्षण भी कर सकते हैं। उन्होंने इसके लिए निश्चित तिथि निर्धारण के भी निर्देश दिए।
