देहरादून: मुख्यमंत्री पुष्कर सिंह धामी ने शुक्रवार को मुख्यमंत्री आवास स्थित मुख्य सेवक सदन में जल संरक्षण अभियान 2025 के अंतर्गत आयोजित एक दिवसीय कार्यशाला में प्रतिभाग किया। इस अवसर पर उन्होंने जल संरक्षण अभियान 2025 की थीम ‘‘धारा मेरा, नौला मेरा, गांव मेरा, प्रयास मेरा’’ पर आधारित भागीरथ मोबाइल एप का शुभारंभ और ब्रोशर का विमोचन किया।

इस एप के माध्यम से लोग अपने क्षेत्र के क्रिटिकल और संकटग्रस्त जल स्रोतों की जानकारी साझा कर सकेंगे। एप के माध्यम से चिन्हित स्रोतों का सरकार द्वारा पुनर्जीवीकरण की दिशा में कार्य किये जायेंगे।

मुख्यमंत्री ने कहा कि प्रदेश के जल स्त्रोतों, नौलों, धारों तथा वर्षा आधारित नदियों का संरक्षण करने के उद्देश्य से स्प्रिंग एंड रिवर रिजुविनेशन अथॉरिटी (सारा) का गठन किया है। सारा ने विगत वर्ष विभिन्न विभागों के मध्य सहयोग एवं समन्वय स्थापित कर प्रदेश के लगभग 6500 से अधिक जल स्रोतों के संरक्षण हेतु उपचार कार्य करने के साथ ही लगभग 3.12 मिलियन घन मीटर वर्षा जल का संचयन करने में भी सफलता प्राप्त की है।

उन्होंने कहा कि सारा द्वारा, जहां एक ओर, मैदानी क्षेत्रों में केन्द्रीय भू-जल बोर्ड के सहयोग से भू-जल रिचार्ज हेतु विभिन्न प्रयास किये जा रहे हैं। वहीं, प्रदेश की नदियों को पुनर्जीवित करने के अपने प्रथम चरण में तकनीकी एवं वैज्ञानिक दृष्टिकोण के आधार पर नयार, सौंग, उत्तरवाहिनी शिप्रा एवं गौड़ी नदी के उपचार के लिए आई०आई०टी०, रूड़की एवं एन०आई०एच० रूड़की के सहयोग से विस्तृत परियोजना रिपोर्ट भी तैयार की जा रही है।

मुख्यमंत्री ने कहा कि जल उन्नति, प्रगति जीवन और विकास का मुख्य आधार है। प्रधानमंत्री श्री नरेन्द्र मोदी के मार्गदर्शन में प्रदेश में जल संरक्षण की दिशा में निरंतर कार्य किये जा रहे हैं। इसमें जन सहयोग भी लिया जा रहा है। उन्होंने कहा कि प्रधानमंत्री के मार्गदर्शन में राज्य हर क्षेत्र में तेजी से प्रगति कर रहा है। उन्होंने कहा कि 10 सालों में उत्तराखण्ड के विकास को बुलंदियों पर ले जाने का यही समय है, जो सही समय है। उन्होंने कहा कि जल संरक्षण के अभियान को ग्राम स्तर से राज्य स्तर तक व्यापक रूप से चलाया जायेगा।

इस अवसर पर कृषि मंत्री श्री गणेश जोशी ने कहा कि राज्य के जल स्रोतों के सुधारीकरण और पुनर्जीवित करने के लिए सारा का गठन किया गया है। जल संरक्षण अभियान 2025 में आमजन की भागीदारी सुनिश्चित करने के लिए भागीरथ मोबाइल एप का शुभारंभ भी हो गया है। इस एप के माध्यम से आम जन अपने क्षेत्रों के क्रिटिकल और सूख चुके जल स्त्रोतों की जानकारी साझा कर सकेंगे जिससे समय रहते उनका उपचार भी संभव होगा।

इस अवसर पर अपर मुख्य सचिव श्री आनन्द बर्द्धन ने कहा कि जल संरक्षण अभियान 2025 एक अभियान मात्र नहीं है। राज्य की जल संपदाओं का संचयन, संरक्षण राज्यवासियों की सहभागिता से किया जा रहा। इस अभियान के तहत ग्राम स्तर पर धारा नौला संरक्षण समिति गठित है, जिससे प्रत्येक स्तर पर ग्राम वासियों की भागीदारी सुनिश्चित हो। इसके साथ ही ग्राम पंचायतों की क्षमता विकास के लिए चरणवार कार्यशाला का आयोजन किया जाएगा।

इस मौके पर विधायक श्री खजान दास, प्रमुख वन संरक्षक डॉ. धनंजय मोहन, जलागम प्रबंधन से श्रीमती नीना ग्रेवाल, पर्यावरणविद श्री चंदन सिंह नयाल, श्री कुंदन सिंह पंवार और पर्यावरण और जल संरक्षण की दिशा में कार्य कर रहे लोग मौजूद थे।
