देहरादून 03 अप्रैल ।मुख्यमंत्री पुष्कर सिंह धामी ने शुक्रवार को नगर निगम देहरादून में आयोजित कार्यक्रम में 2 करोड़ 32 लाख 50 हजार रुपये की लागत से जुगमन्दर हॉल के जीर्णोद्धार एवं नवीनीकरण कार्य का लोकार्पण किया। इस अवसर पर उन्होंने केदारपुरम स्थित ए.बी.सी. सेंटर में कैनाल निर्माण तथा नगर निगम क्षेत्र के छह स्थानों पर पार्कों के विकास और सौंदर्यीकरण कार्यों का शिलान्यास भी किया।

कार्यक्रम को संबोधित करते हुए मुख्यमंत्री ने कहा कि राज्य सरकार “विकास भी, विरासत भी” के संकल्प के साथ आगे बढ़ रही है। उन्होंने कहा कि तेजी से हो रहे विकास के साथ-साथ प्रदेश की सांस्कृतिक धरोहर और पहचान को संरक्षित रखना भी सरकार की प्राथमिकता है। उन्होंने कहा कि देहरादून अपनी समृद्ध विरासत को संजोते हुए आधुनिकता की ओर आगे बढ़ रहा है और सरकार इसके संतुलित विकास के लिए लगातार प्रयास कर रही है।

मुख्यमंत्री ने कहा कि प्रधानमंत्री नरेंद्र मोदी के नेतृत्व में देश के शहरों को सुव्यवस्थित और आधुनिक बनाने के लिए कई महत्वपूर्ण योजनाएं संचालित की जा रही हैं। स्वच्छ भारत मिशन के माध्यम से शहरों और कस्बों में स्वच्छता की नई संस्कृति विकसित हुई है। वहीं अमृत योजना के जरिए जल आपूर्ति, सीवरेज और हरित क्षेत्रों के विकास को बढ़ावा मिला है। इसके अलावा स्मार्ट सिटी मिशन के तहत शहरों को आधुनिक सुविधाओं से सुसज्जित किया जा रहा है तथा प्रधानमंत्री आवास योजना के माध्यम से लाखों गरीब परिवारों को अपने घर का सपना पूरा करने का अवसर मिला है।

उन्होंने कहा कि राज्य सरकार उत्तराखंड के समग्र विकास के लिए निरंतर कार्य कर रही है। इंफ्रास्ट्रक्चर को मजबूत करने, शिक्षा और स्वास्थ्य सेवाओं को सुदृढ़ बनाने तथा युवाओं के लिए रोजगार के अवसर सृजित करने की दिशा में तेजी से काम किया जा रहा है। देहरादून को स्वच्छ, सुंदर और विकसित शहर बनाने के लिए भी लगातार प्रयास किए जा रहे हैं। ठोस कचरा प्रबंधन व्यवस्था को बेहतर बनाने के साथ ही नागरिकों को बेहतर स्वास्थ्य सुविधाएं देने के लिए अर्बन हेल्थ एंड वेलनेस सेंटर भी स्थापित किए गए हैं।

मुख्यमंत्री ने बताया कि देहरादून के विकास के लिए 1400 करोड़ रुपये से अधिक की विभिन्न परियोजनाओं पर काम चल रहा है। शहर में कचरा प्रबंधन के लिए आधुनिक मैकेनाइज्ड ट्रांसफर स्टेशन बनाया गया है और कूड़ा वाहनों की रियल-टाइम मॉनिटरिंग के लिए इंटीग्रेटेड कमांड एंड कंट्रोल सेंटर स्थापित किया गया है। हरित देहरादून के लक्ष्य के साथ शहर में 35 पार्क विकसित किए गए हैं, जबकि केदारपुरम में योगा थीम पर आधारित शहर का सबसे बड़ा पार्क बनाया गया है। वीर बलिदानियों की स्मृति में स्मृति पार्कों के माध्यम से 50 हजार वर्ग मीटर से अधिक हरित क्षेत्र विकसित किया गया है।

उन्होंने कहा कि पर्यावरण संरक्षण को ध्यान में रखते हुए शहर में 30 इलेक्ट्रिक बसों का संचालन किया जा रहा है और निजी इलेक्ट्रिक वाहनों के लिए 11 स्थानों पर चार्जिंग स्टेशन भी स्थापित किए गए हैं। जल संरक्षण को बढ़ावा देने के लिए जलभराव वाले स्थानों पर रिचार्ज पिट भी बनाए जा रहे हैं। नेशनल क्लीन एयर प्रोग्राम के अंतर्गत स्वच्छ वायु सर्वेक्षण में देहरादून ने देशभर में 19वां स्थान प्राप्त किया है।

मुख्यमंत्री ने कहा कि जल्द ही प्रधानमंत्री नरेंद्र मोदी दिल्ली-देहरादून एक्सप्रेसवे का शुभारंभ करेंगे, जिससे आवागमन और अधिक सुगम होगा। भविष्य की जरूरतों को ध्यान में रखते हुए शहर में पार्किंग, पेयजल और अन्य मूलभूत सुविधाओं के विकास पर भी विशेष ध्यान दिया जा रहा है। इसके साथ ही ट्रैफिक दबाव को कम करने के लिए रिस्पना और बिंदाल नदियों के ऊपर एलिवेटेड रोड निर्माण की योजना भी तैयार की जा रही है।

उन्होंने नगर निगम देहरादून के कार्यों की सराहना करते हुए कहा कि पिछले एक वर्ष में निगम का राजस्व संग्रहण 52 करोड़ रुपये से बढ़कर 73 करोड़ रुपये हो गया है, जो लगभग 40 प्रतिशत की उल्लेखनीय वृद्धि है। डोर-टू-डोर कचरा संग्रहण में लगे वाहनों की संख्या भी 200 से बढ़कर लगभग 300 हो गई है।

मुख्यमंत्री ने कहा कि सरकारी भूमि पर अतिक्रमण न होने देना सरकार का स्पष्ट संकल्प है और नगर निगम की यह महत्वपूर्ण जिम्मेदारी है कि वह सरकारी और निगम की भूमि को अतिक्रमण से मुक्त रखे। उन्होंने जनप्रतिनिधियों और अधिकारियों से इस दिशा में सक्रिय कार्रवाई करने की अपेक्षा की और जनता से देहरादून को स्वच्छ, सुंदर और आधुनिक शहर बनाने में सहयोग करने का आह्वान किया।
