सबको आवास उपलब्ध कराने की केंद्र सरकार की मंशा के अनुरूप उत्तराखंड में भी धामी सरकार ने महत्वपूर्ण पहल की है। इसी कड़ी में बुधवार को हुई कैबिनेट की बैठक में राज्य की नई आवास नीति को मंजूरी दे दी गई।
सरकार ने इसके तहत कमजोर आय वर्ग को आवास उपलब्ध कराने के दृष्टिगत लाभार्थी की वार्षिक आय सीमा को तीन से बढ़ाकर पांच लाख रुपये कर दिया है। पहली बार निम्न और निम्न मध्यम वर्ग के साथ ही सामान्य वर्ग के लिए भी वार्षिक आय सीमा निर्धारित की गई है। आवास नीति में पहली बार पर्वतीय क्षेत्र बाखली शैली की आवासीय परियोजनाओं को प्राथमिकता दी गई है।
बाखली शैली की आवासीय परियोजना में लाभार्थियों को 5.25 लाख रुपये तक का अनुदान मिलेगा, जबकि अन्य आवासीय परियोजनाओं में केंद्र व राज्य का यह अनुदान मिलाकर चार लाख रुपये होगा। यही नहीं, सरकार ने आवासीय परियोजनाओं के विकासकर्ताओं को भी भू उपयोग परिवर्तन समेत अन्य शुल्क में छूट दी है।
साथ ही शहरों के कोर जोन में दबाव कम करने के दृष्टिगत बाहरी क्षेत्रों में आवासीय परियोजनाओं पर जोर दिया है। पर्वतीय क्षेत्र में न्यूनतम दो और मैदानी क्षेत्र में 10 हेक्टेयर में भी आवासीय परियोजनाएं आकार ले सकेंगी।
