38 वे राष्ट्रीय खेलों की ऊर्जा और उमंग से देवभूमि को प्रकाशित करने के लिए खेल मशाल “तेजस्विनी” गुरुवार को हल्द्वानी के गौलापार स्टेडियम से 3823 किलोमीटर की यात्रा पर रवाना हुई।*
तेजस्विनी(मशाल) और प्रचार रथ को मुख्यमंत्री पुष्कर सिंह धामी और खेल मंत्री रेखा आर्या ने झंडी दिखाकर रवाना किया। गौलापार के बैडमिंटन काम्प्लेक्स में आयोजित समारोह में मुख्यमंत्री पुष्कर सिंह धामी ने खिलाड़ियों से इन खेलों में बेहतर प्रदर्शन करने का आह्वान किया।
उन्होंने कहा कि यह राज्य के लिए सौभाग्य की बात है कि 38वे खेल की मेजबानी राज्य को मिले है। हम सबका प्रयास रहेगा कि राष्ट्रीय खेल को भव्य और बेहतर तरीके से आयोजित कर मिसाल पेश की जाए। साथ ही संकल्प से शिखर तक की यह यात्रा आम जन के सहयोग से राज्य को शिखर तक ले जाएगी।
सीएम ने कहा कि 13 जिलों के 99 स्थानों पर यह मशाल घूमेगी और आम जन को यात्रा के जोड़कर जागरूक करेगी। उन्होंने कहा कि नैनीताल में मशाल रैली 26 और 27 दिसम्बर जो हल्द्वानी, भीमताल,धारी, ओखलकांडा, बेतालघाट, भवाली, नैनीताल, कालाढूंगी और रामनगर में घूमेगी।
मुख्यमंत्री श्री धामी ने कहा कि प्रधानमंत्री श्री नरेंद्र मोदी के मार्गदर्शन में हमारी सरकार देवभूमि उत्तराखंड को खेल भूमि के रूप में भी स्थापित करने हेतु प्रतिबद्धता के साथ कार्य कर रही है। उन्होंने कहा खिलाड़ियों को कोच मुहैया करवाना हो, खेल का माहौल प्रदान करना हो, या फिर उन्हें आर्थिक सहायता देनी हो, हमारी सरकार प्रत्येक स्तर पर खिलाड़ियों को प्रोत्साहित करने का प्रयास कर रही है।
मुख्यमंत्री ने कहा कि हमारी सरकार द्वारा मुख्यमंत्री उदीयमान खिलाड़ी उन्नयन योजना के अंतर्गत 8 से 14 वर्ष के हमारे खिलाड़ियों को 1500 रूपये की छात्रवृत्ति प्रतिमाह प्रदान की जा रही है।
इसके अलावा, मुख्यमंत्री खिलाड़ी प्रोत्साहन योजना के माध्यम से 14 से 23 वर्ष के खिलाड़ियों को 2000 रुपए प्रतिमाह की छात्रवृत्ति प्रदान करने के साथ ही 10 हजार रूपए प्रति खिलाड़ी खेल उपकरण खरीदने हेतु भी दिए जा रहे हैं। इन दोनों योजनाओं के अंतर्गत अब तक प्रदेश के 17 हजार से अधिक खिलाड़ियों को कुल 33 करोड़ रूपए से अधिक की धनराशि छात्रवृत्ति के रूप में प्रदान की जा चुकी है।
उन्होंने कहा जहां एक ओर प्रदेश में नई खेल नीति लागू कर राष्ट्रीय एवं अंतर्राष्ट्रीय स्तर पर पदक लाने वाले खिलाड़ियों को सरकारी नौकरी दी जाएगी। वहीं दूसरी ओर प्रदेश के आवासीय स्पोर्ट्स कॉलेजों के खिलाड़ियों को निःशुल्क प्रशिक्षण, शिक्षा, आवास, भोजन व किट आदि भी प्रदान किए जा रहे हैं।
उन्होंने कहा खिलाड़ियों के लिए 4 प्रतिशत आरक्षण को पुनः लागू करने एवं प्रदेश के खिलाड़ियों को दी जाने वाली पुरस्कार राशि को दोगुना करने जैसे अनेकों निर्णयों के माध्यम से प्रदेश के खिलाड़ियों को लगातार प्रोत्साहित किया जा रहा है। उन्हांेने कहा कॉन्ट्रैक्ट प्रशिक्षकों के मानदेय में भी 78 प्रतिशत से 140 प्रतिशत तक की वृद्धि की गयी है साथ ही हमारी सरकार ने मुख्यमंत्री खेल विकास निधि का गठन कर उसमें 16 करोड. रूपये़ से अधिक की धनराशि का प्रावधान भी किया है।
धामी ने कहा कि खिलाडियों को प्रोत्साहित करने के साथ ही हमारी सरकार प्रदेश में खेल इंफ्रास्ट्रक्चर को भी निरंतर सुदृढ़ करने का प्रयास कर रही है। उन्होंने कहा कि राज्य में कई नए खेल मैदानों का निर्माण करने के साथ ही पहले से बने स्टेडियम और स्विमिंग पूलों का भी पुनर्निर्माण किया गया है। श्री धामी ने कहा वाटर स्पोर्ट्स के लिए इन्फ्रास्ट्रक्चर तैयार करने और साइकिलिंग ट्रैक का निर्माण करने के साथ ही शूटिंग रेंज को अत्याधुनिक उपकरणों से सुसज्जित किया गया है।
उन्होंने कहा कि प्रदेश में रूद्रपुर, हल्द्वानी, हरिद्वार और देहरादून जैसे प्रदेश के कई शहर स्पोर्ट्स सिटी के रूप में उभर रहे हैं इसके साथ ही उत्तरकाशी और चंपावत जैसे क्षेत्रों में भी छोटे-छोटे खेल स्टेडियमों का निर्माण किया है। श्री धामी ने कहा कि शीघ्र ही कुमाऊं के प्रवेश द्वार हल्द्वानी में राज्य का प्रथम खेल विश्वविद्यालय भी बनाने जा रहा हैं। जिससे न केवल हल्द्वानी क्षेत्र के खिलाड़ियों को फायदा मिलेगा बल्कि पूरे प्रदेश के खिलाड़ी भी लाभान्वित होंगे।
उन्होंने कहा कि हमारे राज्य में होने जा रहें 38 वें राष्ट्रीय खेलों का आयोजन न केवल हमारे खिलाड़ियों के लिए राष्ट्रीय स्तर पर चमकने का एक सुनहरा मौका है, बल्कि इस आयोजन के माध्यम से पूरे प्रदेश में खेल इन्फ्रास्ट्रक्चर को भी मजबूती मिलेगी। उन्होंने कहा कि आज से प्रारंभ होने वाली राष्ट्रीय खेलों की ये मशाल यात्रा आगामी राष्ट्रीय खेलों में हमारे प्रदेश के खिलाड़ियों को अधिक से अधिक मेडल लाकर उत्तराखंड का नाम रोशन करने हेतु प्रेरित करेगी।
खेल मंत्री रेखा आर्या ने कहा कि आज से राष्ट्रीय खेलों के औपचारिक आयोजन शुरू हो रहे हैं और खिलाड़ियों को जीत के अपने संकल्प को इतना मजबूत करना होगा कि वह शिखर तक पहुंच सकें। खेल मंत्री रेखा आर्या ने खिलाड़ियों को प्रेरित करते हुए कहा कि आप इन खेलों में इतिहास बदल दीजिए, हमें टाप 5 में आना है । उन्होंने कहा कि अगर आप ऐसा कर सके तो आप आने वाली पीढ़ी के लिए आदर्श बन जाएंगे, आपकी देखादेखी प्रदेश में हजारों खिलाड़ियों की फौज तैयार होगी ।
खेल मंत्री ने कहा कि सरकार ने खेल को कैरियर बनाने के लिए युवाओं के खातिर सारे रास्ते खोल दिए हैं। खेल मंत्री ने कहा कि सरकार की योजनाएं न सिर्फ खिलाड़ियों को तैयार करने में बचपन से उनकी मदद कर रही है बल्कि पदक जीतने पर अब उनका करियर बनाने की गारंटी भी सरकार की है । अगले 33 दिन खेल मशाल तेजस्विनी 3823 किलोमीटर का सफर करते हुए प्रदेश के सभी 13 जिलों से होकर गुजरेगी और खेल उद्घाटन की पूर्व संध्या पर देहरादून पहुंचेगी । इस अवसर पर लालकुआँ विधायक मोहन सिंह बिष्ट, पूर्व मंत्री और कालाढूंगी विधायक बंशीधर भगत, भीमताल विधायक राम सिंह कैड़ा, विशेष खेल सचिव अमित सिन्हा, खेल निदेशक प्रशांत आर्य आदि मौजूद रहे।
खिलाड़ियों का तीर्थ बनेगा गौलापार
खेल मंत्री रेखा आर्या ने कहा कि गौलापार को खेल विश्वविद्यालय के रूप में बहुत बड़ा तोहफा मिलने जा रहा है,और अब गौलापार खिलाड़ियों का नया तीर्थ बनकर उभरेगा । खेल विश्वविद्यालय में सिर्फ खिलाड़ियों का हुनर तराशने में मदद करेगा बल्कि उनके करियर को भी संवारेगा।
