देहरादून: जिलाधिकारी सविन बंसल ने शुक्रवार को मानसून में आपदा के दृष्टिगत विकासनगर से चकराता तक सडकों की स्थिति एवं व्यवस्थाओं का स्थलीय निरीक्षण किया।
जजरेट स्लोब स्टेबलाइजेशन कार्य हेतु वन भूमि हस्तांतरण, क्षतिपूर्ति का था पेंच; डीएम ने आपदा एक्ट में विशेष शक्ति का प्रयोग कर मौके पर ही जारी की अनुमति; लोनिवि को डीपीआर तैयार करने के निर्देश दिए। कालसी चकराता मोटर मार्ग पर जजरेट में खतरनाक बने स्लाइड जोन का निरीक्षण किया। यहां पर करीब 180 मीटर दायरे में पहाडी से लगातार भूस्खलन का मलबा सडक पर आ रहा है। जिससे बार बार सडक बाधित होती है।
डीएम ने आपदा एक्ट के तहत वन भूमि अधिग्रहण की मौके पर स्पेशल स्वीकृति प्रदान करते हुए लोनिवि को जजरेट स्लाइड जोन पर स्लोप प्रोटेक्शन वर्क शीघ्र शुरू करने के निर्देश दिए। पंचायत चुनाव के दृष्टिगत डीएम ने कंटिजेंसी प्लान के तहत स्लाइड जोन के दोनों तरफ अतिरिक्त वाहनों की तैनाती रखने के निर्देश भी दिए। साथ ही लोनिवि को जजरेट स्पाट पर मैन पावर और मशीनरी तैनात रखते हुए सडक पर आने वाले मलबे का तत्काल निस्तारण करने को कहा।
साहिया के पास सडक का पुस्ता क्षतिग्रस्त होने से घाटी क्षेत्र के गांवों को जोडने वाली विद्युत लाइन के खम्भे को बने खतरे को देखते हुए डीएम ने लोनिवि को सडक का पुस्ता रिपेयर और विद्युत पोल को सुरक्षित करने के लिए शीघ्र आंगणन तैयार करते हुए प्रोटेक्शन वर्क शुरू करने के निर्देश दिए।
डामटा पानुआ मोटर मार्ग पर पाट-बमराड के पास सडक के निचली साइड में हो रहे भूस्खलन से सडक और गांव के कुछ आवासीय मकानों को बने खतरे को देखते हुए जिलाधिकारी ने लोनिवि को जियोलॉजिकल सर्वे कराते हुए टीएचडीसी के माध्यम से डिजाइन तैयार कराते हुए इसकी रिपोर्ट उपलब्ध कराने के निर्देश दिए। कहा कि यहां पर स्लाइड जोन के ट्रीटमेंट का प्रस्ताव स्वीकृति के लिए शासन को भेजा जाएगा। वहीं कालसी सहिया मोटर मार्ग में ध्वेरा बैंग पर बनी खतरनाक बना हैगिंग राक को हटाने के लिए भी प्लान तैयार करने को कहा।
जिलाधिकारी सविन बंसल ने सामुदायिक स्वास्थ्य केंद्र चकराता का निरीक्षण भी किया। इस दौरान उन्होंने सीएचसी में ओपीडी, प्रसूति कक्ष, आपातकालीन कक्ष, शल्य कक्ष, औषधि भण्डार, एक्स-रे का में व्यवस्थाओं का जायजा लेते हुए अस्पताल की आवश्यकताओं के बारे में जानकारी ली। अस्पताल में लाइट की समस्या पर डीएम ने विभागीय इंजीनियर से लाइट रिपेयरिंग का प्रस्ताव जिला योजना में उपलब्ध कराने के निर्देश दिए। सीएचसी में आरवीजी एक्सरे मशीन रिपेयर कराने, प्रसूति कक्ष में फोकस एलईडी लाइट, ओपीडी व पंजीकरण काउंटर को प्रीफेबरीकेटेड करके स्पेस बडाने के निर्देश दिए।
जिलाधिकारी ने सीएचसी में स्थानीय लोग की समस्याएं भी सुनी। इस दौरान स्थानीय लोगों ने चकराता को सभी गांवों का एक केंद्र बिन्दु बताते हुए चकराता से सीएचसी को शिफ्ट ना करने की बात प्रमुखता से रखी। जिलाधिकारी ने कहा कि जनहित के दृष्टिगत जो भी बेहतर होगा वो किया जाएगा। उन्होंने लोक निर्माण विभाग को सीएचसी चकराता के नाम दर्ज भूमि का सीमांकन करने और भवन निर्माण हेतु आंगणन शीघ्र उपलब्ध कराने के निर्देश दिए। जनता मिलन के बाद डीएम ने सीएचसी के लिए डाकरा में चयनित भूमि का स्थलीय निरीक्षण भी किया और स्वास्थ्य विभाग को चयनित भूमि का जियोलाजिकल सर्वे एवं भूमि की मृदा परीक्षण कराने के निर्देश दिए।
निरीक्षण के दौरान मुख्य विकासअधिकारी अभिनव शाह, उप जिलाधिकारी विकासनगर विनोद कुमार, चकराता प्रेम लाल, मुख्य चिकित्सा अधिकारी डॉ मनोज कुमार, मुख्य शिक्षा अधिकारी विनोद कुमार, अपर मुख्य चिकित्सा अधिकारी डॉ दिनेश चौहान, अधीक्षण अभियंता लोनिवि ओमपाल सिंह, समाज कल्याण अधिकारी दीपांकर घिल्डियाल, सहित संबंधित अधिकारी उपस्थित रहे।
