मुख्यमंत्री ने स्व. हरबंस कपूर को नमन करते हुए कहा कि उनका संपूर्ण जीवन राज्य और देहरादून की सेवा, विकास एवं जनकल्याण के लिए समर्पित रहा। उन्होंने जीवन भर, जनसेवा को प्राथमिकता दी। अपने व्यवहार से उन्होंने प्रत्येक नागरिक के दिल में विशेष जगह बनाई।
मुख्यमंत्री ने कहा एमडीडीए द्वारा 12 करोड़ रुपए से अधिक की लागत से निर्मित ये सामुदायिक भवन अत्याधुनिक सुविधाओं से सुसज्जित है। कम्युनिटी हॉल के बनने से क्षेत्र के लोगों की आवश्यकताओं की पूर्ति करेगा एवं आसपास के क्षेत्रों के लोगों के लिए भी सामाजिक आयोजनों का एक प्रमुख केंद्र बनेगा। मुख्यमंत्री ने एम.डी.डी.ए. को सामुदायिक भवन के संचालन के लिए एस.ओ.पी बनाने के निर्देश दिए। उन्होंने कहा ऐसी व्यवस्था बनायी जाए कि यह सामुदायिक भवन उचित दर पर आमजन को आसानी से उपलब्ध हो सके।
भारत की सेना ने दुश्मन की नापाक हरकतों का दिया करारा जवाब
मुख्यमंत्री ने देश की सेना के शौर्य का जिक्र करते हुए कहा कि सेना ने अदम्य साहस, पराक्रम और रणनीति से पाकिस्तान को घुटने टेकने पर मजबूर कर दिया है। हमारे सशस्त्र बलों ने पहलगाम में हुए आतंकी हमले का मुंहतोड़ जवाब देते हुए पाकिस्तान में स्थित आतंकियों के ठिकानों को पूरी तरह ध्वस्त कर दिया है। भारत की सेना ने दुश्मन की नापाक हरकतों का करारा जवाब दिया है।
उन्होंने कहा प्रधानमंत्री श्री नरेंद्र मोदी के मजबूत नेतृत्व और स्पष्ट नीति के कारण आतंकवाद के खिलाफ सशक्त कार्रवाई हुई है। प्रधानमंत्री ने हमेशा मानवता पर विशेष ध्यान दिया है। उन्होंने कहा केंद्र और राज्य सरकार राष्ट्र प्रथम की नीति पर चलती है। हमारे लिए राष्ट्र सबसे प्रथम है। उन्होंने कहा देश के जवान सरहदों पर मां भारती की सुरक्षा के लिए खड़े हैं। सेना का साहस अद्भुत है।
राज्य में सरकारी नौकरियां देने का सिलसिला रहेगा जारी
मुख्यमंत्री ने कहा कि प्रधानमंत्री श्री नरेंद्र मोदी के मार्गदर्शन में राज्य सरकार, उत्तराखंड के समग्र विकास हेतु निरंतर कार्य कर रही है। राज्य में बुनियादी ढांचे, शिक्षा और स्वास्थ्य हर क्षेत्र में काम हो रहा है। राज्य में युवाओं को रोजगार देने में सारे रिकॉर्ड तोड़े गए हैं। बीते 3 सालों में 23 हजार से अधिक सरकारी नौकरियों में नियुक्तियां युवाओं को दी गई हैं, आगे भी अनवरत रूप से नौकरी देने का सिलसिला जारी रहेगा।
उन्होंने कहा देश में सबसे पहले समान नागरिक संहिता लागू करने का ऐतिहासिक कार्य किया गया है। पूर्व की सरकारों की विफलताओं के कारण देवभूमि की डेमोग्राफी में गंभीर बदलाव देखने को मिल रहे थे। जिसके लिए राज्य सरकार ने देवभूमि की सांस्कृतिक पहचान और डेमोग्राफी को संरक्षित रखने के लिए कठोर कदम उठाए हैं।
रिस्पना और बिंदाल के ऊपर एलिवेटेड रोड के निर्माण की योजना है तैयार
मुख्यमंत्री ने कहा कि राज्य सरकार देहरादून को आधुनिक और विकसित शहर बनाने के लिए कार्य कर रही है। देहरादून में लगभग 14 सौ करोड़ रुपये की लागत की विभिन्न विकास परियोजनाओं पर कार्य किया जा रहा है। देहरादून में ट्रैफिक और पार्किंग की समस्या के स्थायी समाधान के लिए योजनाबद्ध तरीके से कार्य जारी है। रिस्पना और बिंदाल नदियों के ऊपर एलिवेटेड रोड के निर्माण की योजना भी तैयार की जा रही है। उन्होंने कहा देहरादून को ऐसा शहर बनाया जा रहा है जो विकास, पर्यावरण संरक्षण और जन सुविधाओं के क्षेत्र में देशभर में एक आदर्श उदाहरण बने। इसके साथ ही देहरादून दिल्ली एलिवेटेड रोड, सोंग बांध परियोजना, जैसी अनेकों योजनाओं पर कार्य जारी है।
श्रद्धालुओं के स्वागत और सुरक्षा के लिए तैयार देवभूमि
मुख्यमंत्री ने कहा कि राज्य में चार धाम यात्रा गतिमान है। राज्य सरकार चार धाम यात्रा पर निगरानी बनाए हुए हैं। हजारों की संख्या में श्रद्धालु उत्तराखंड आ रहे हैं। मुख्यमंत्री ने कहा राज्य सरकार उत्तराखंड आने वाले श्रद्धालुओं के स्वागत एवं उनकी सुरक्षा के लिए संकल्पित है।
कैबिनेट मंत्री गणेश जोशी ने कहा कि जनता के आशीर्वाद से वो सैनिक से मंत्री बने हैं, उन्होंने कहा मुख्यमंत्री जी का संकल्प है कि जिन योजनाओं का वो शिलान्यास करते हैं, उनका लोकार्पण भी उन्हीं के हाथों से हो। मुख्यमंत्री जी प्रदेश के विकास को लेकर पूर्ण रूप से समर्पित हैं, उनके नेतृत्व में प्रदेश में समान नागरिक संहिता, नकल विरोधी कानून, धर्मांतरण कानून जैसे ऐतिहासिक निर्णय लिए गए हैं।
उन्होंने कहा मुख्यमंत्री जी के नेतृत्व में जवानों का मनोबल बढ़ाने का कार्य भी जारी है। शहीद जवानों के परिजनों को मिलने वाली राशि एवं मेडल से सम्मानित जवानों को मिलने वाली प्रोत्साहन राशि को भी बढ़ाया गया है।
वी.सी (एम डी डी ए) श्री बंशीधर तिवारी ने बताया कि हरबंश कपूर मेमोरियल कम्युनिटी हॉल डेढ़ साल में बनकर तैयार हो गया है। उन्होंने बताया मुख्यमंत्री जी ने इस भवन की नींव रखी थी। मुख्यमंत्री जी के निर्देशों पर एमडीडीए ने तय समय के अंदर भवन निर्माण कार्य पूरा किया है। जिसमें इसकी गुणवत्ता का भी विशेष ध्यान रखा गया है। उन्होंने बताया अन्य स्थानों पर भी ऐसे भवनों का निर्माण कराया जा रहा है। उन्होंने कहा मुख्यमंत्री जी का ध्येय आमजन को सहूलियत एवं उनके जीवन को सरल बनाना है जिसके अनुरूप विकास कार्य किए जा रहे हैं।
