बच्चों की सुरक्षा और जनस्वास्थ्य को सर्वोच्च प्राथमिकता देते हुए उत्तराखंड सरकार ने प्रदेशभर में प्रतिबंधित कफ सिरप और औषधियों के खिलाफ सख्त अभियान शुरू कर दिया है।
मुख्यमंत्री पुष्कर सिंह धामी, स्वास्थ्य मंत्री डॉ धन सिंह रावत के निर्देश पर स्वास्थ्य विभाग और खाद्य सुरक्षा एवं औषधि प्रशासन (एफ.डी.ए.) की संयुक्त टीमें प्रदेश के सभी जिलों में मेडिकल स्टोर्स, थोक विक्रेताओं और अस्पतालों की औषधि दुकानों पर ताबड़तोड़ छापेमारी कर रही हैं। यह अभियान हाल ही में राजस्थान और मध्य प्रदेश में खांसी की दवा (कफ सिरप) के सेवन से बच्चों की मौत की घटनाओं के बाद शुरू किया गया है। उत्तराखंड सरकार ने इसे जनस्वास्थ्य से जुड़ा गंभीर मामला मानते हुए तत्परता से कार्रवाई प्रारंभ की है।
केंद्र की एडवाइजरी पर तुरंत कार्रवाई
स्वास्थ्य सचिव एवं आयुक्त, खाद्य सुरक्षा एवं औषधि प्रशासन (एफ.डी.ए.) डॉ. आर. राजेश कुमार ने सभी मुख्य चिकित्साधिकारियों को आदेश जारी करते हुए कहा कि भारत सरकार की एडवाइजरी को प्रदेश में तत्काल प्रभाव से लागू कराया जाए। उन्होंने कहा कि बच्चों की सुरक्षा और जनस्वास्थ्य से बड़ा कोई विषय नहीं हो सकता। उन्होंने स्पष्ट निर्देश दिए कि औषधि निरीक्षक चरणबद्ध तरीके से कफ सिरपों के नमूने एकत्र करें और उनकी गुणवत्ता की प्रयोगशाला जांच कराएं, ताकि किसी भी दोषपूर्ण या हानिकारक दवा को बाजार से तत्काल हटाया जा सके।
बच्चों के लिए प्रतिबंधित सिरप न लिखें डॉक्टर
डॉ. आर. राजेश कुमार ने प्रदेश के सभी चिकित्सकों से आग्रह किया है कि केंद्र सरकार की एडवाइजरी का संज्ञान लेते हुए वे बच्चों के लिए प्रतिबंधित कफ सिरप न लिखें। डॉ. आर. राजेश कुमार ने कहा यदि चिकित्सक इन सिरपों को लिखेंगे तो मेडिकल स्टोर भी उन्हें बेचेंगे। इसलिए ज़रूरी है कि डॉक्टर स्वयं भी जिम्मेदारी दिखाएं और प्रतिबंधित दवाओं से परहेज़ करें।
कौन-सी दवाएं प्रतिबंधित हैं
भारत सरकार की एडवाइजरी के अनुसार —
दो वर्ष से कम आयु के बच्चों को बिना डॉक्टर की सलाह के किसी भी प्रकार की खांसी या जुकाम की दवा नहीं दी जानी चाहिए।
पाँच वर्ष से कम आयु के बच्चों में इन दवाओं का सामान्य उपयोग अनुशंसित नहीं है।
केवल विशेषज्ञ चिकित्सक की सलाह, सही खुराक और न्यूनतम अवधि के लिए ही इनका उपयोग किया जा सकता है।
सरकार ने विशेष रूप से Dextromethorphan युक्त सिरप और Chlorpheniramine Maleate + Phenylephrine Hydrochloride संयोजन वाली दवाओं को चार वर्ष से कम उम्र के बच्चों के लिए प्रतिबंधित किया है।
प्रदेशभर में छापेमारी और सैंपलिंग अभियान
प्रदेश में इस आदेश के बाद अपर आयुक्त, खाद्य सुरक्षा एवं औषधि प्रशासन एवं ड्रग कंट्रोलर ताजबर सिंह जग्गी के नेतृत्व में राज्यभर में युद्धस्तर पर छापेमारी की जा रही है। स्वयं अपर आयुक्त ने देहरादून के जोगीवाला, मोहकमपुर समेत कई क्षेत्रों में औषधि दुकानों का निरीक्षण किया। सभी जिलों में औषधि निरीक्षकों को निर्देश दिए गए हैं कि वे इस माह के भीतर सरकारी अस्पतालों, प्राथमिक स्वास्थ्य केन्द्रों और खुदरा दुकानों से सिरपों के नमूने लेकर प्रयोगशाला परीक्षण करवाएँ। ताजबर सिंह जग्गी ने कहा कि एफ.डी.ए. की टीमें प्रदेशभर में सक्रिय हैं। यदि किसी भी स्तर पर दोष पाया गया तो संबंधित कंपनी या विक्रेता के विरुद्ध सख्त कानूनी कार्रवाई की जाएगी।

मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि बच्चों की सुरक्षा और जनता के स्वास्थ्य से कोई समझौता नहीं किया जाएगा। उन्होंने कहा हम यह सुनिश्चित करने के लिए प्रतिबद्ध हैं कि प्रदेश में बिकने वाली हर दवा सुरक्षित और मानक गुणवत्ता वाली हो। जनस्वास्थ्य हमारी सर्वोच्च प्राथमिकता है, और बच्चों की सुरक्षा पर किसी प्रकार की ढिलाई बर्दाश्त नहीं की जाएगी। उन्होंने आगे कहा कि सरकार प्रदेश में औषधि गुणवत्ता निगरानी प्रणाली को और सुदृढ़ करने की दिशा में भी काम कर रही है।

स्वास्थ्य मंत्री डॉ. धन सिंह रावत ने कहा राज्य सरकार केंद्र की एडवाइजरी का पूरी गंभीरता से पालन कर रही है। बच्चों की दवाओं से जुड़ी किसी भी लापरवाही को बर्दाश्त नहीं किया जाएगा। सभी चिकित्सकों और औषधि विक्रेताओं को निर्देश दिए गए हैं कि वे प्रतिबंधित सिरप को न लिखें और न बेचें। यह कदम बच्चों की सुरक्षा और जनस्वास्थ्य को सुरक्षित रखने के लिए अत्यंत आवश्यक है।
जनता से अपील – डॉक्टर की सलाह के बिना बच्चों को दवा न दें
एफ.डी.ए. ने राज्यभर में कफ सिरप की सैंपलिंग शुरू कर दी है। अपर आयुक्त, खाद्य सुरक्षा एवं औषधि प्रशासन एवं ड्रग कंट्रोलर ताजबर सिंह जग्गी ने जनता से अपील की है कि वे बच्चों को कोई भी दवा देने से पहले डॉक्टर की सलाह अवश्य लें। यदि किसी दवा के सेवन से कोई प्रतिकूल प्रभाव दिखाई दे तो तत्काल नजदीकी स्वास्थ्य केन्द्र या अस्पताल से संपर्क करें।
