देहरादून: मुख्यमंत्री पुष्कर सिंह धामी ने आज मुख्य सेवक सदन में शहरी विकास से जुड़ी कई महत्वाकांक्षी योजनाओं का लोकार्पण किया। मुख्यमंत्री द्वारा प्रदेश के 52 नगर निकायों में 115 अर्बन आयुष्मान आरोग्य मंदिर (Urban Health & Wellness Centre) की शुरुआत की गई।
इसके साथ ही फेरी व्यवसायियों (Street Vendors) के पंजीकरण का वृहत अभियान एवं अंगीकार 2.0 को भी लॉन्च किया गया। इस अवसर पर मुख्यमंत्री द्वारा प्रधानमंत्री आवास योजना (शहरी) के अंतर्गत बी.एल.सी. घटक से नवनिर्मित 15 हजार 6 सौ आवासों का लोकार्पण भी किया गया।
सीएम द्वारा स्वच्छता सर्वेक्षण 2024-25 में उत्कृष्ट कार्य करने वाले नगर निकायों को अटल निर्मल नगर पुरस्कार प्रदान किए गए। मुख्यमंत्री ने रुद्रपुर नगर निगम को प्रथम, पिथौरागढ़ नगर निगम को द्वितीय तथा कोटद्वार नगर निगम को तृतीय अटल निर्मल नगर पुरस्कार 2025 से सम्मानित किया। इसके साथ ही मसूरी नगर पालिका परिषद को प्रथम, डोईवाला नगर पालिका परिषद को द्वितीय तथा भीमताल को तृतीय अटल निर्मल नगर पुरस्कार 2025 से सम्मानित किया गया।
मुख्यमंत्री ने लालकुआं नगर पंचायत को प्रथम, गुलरभोज नगर पंचायत को द्वितीय तथा भिकियासैंण नगर पंचायत को तृतीय अटल निर्मल नगर पुरस्कार 2025 से सम्मानित किया। उन्होंने छावनी परिषद लैंसडौन को प्रथम, रानीखेत को द्वितीय तथा रुड़की छावनी परिषद को तृतीय अटल निर्मल नगर पुरस्कार 2025 से सम्मानित किया।
मुख्यमंत्री ने इस अवसर पर ठोस अपशिष्ट प्रबंधन से संबंधित वाहनों को हरी झंडी दिखाकर रवाना किया। शहरी निकायों को ठोस अपशिष्ट प्रबंधन हेतु 244 नए वाहनों को राज्य को समर्पित किया गया।
मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि इन योजनाओं से शहरी क्षेत्रों में स्वास्थ्य, स्वच्छता और आवास की दिशा में ठोस सुधार होंगे और आम नागरिकों को सीधा लाभ मिलेगा।
मुख्यमंत्री ने कहा कि इन योजनाओं से प्रदेश के नगर निकायों में स्वास्थ्य सेवाओं का विस्तार, शहरी गरीबों को आवास उपलब्ध कराने, फेरी व्यवसायियों को संगठित कर उन्हें आजीविका से जोड़ने तथा स्वच्छता एवं ठोस अपशिष्ट प्रबन्धन के क्षेत्र में बड़ा परिवर्तन देखने को मिलेगा। उन्होंने आशा व्यक्त की कि इन पहलों से उत्तराखण्ड के नगर निकाय देश के लिए आदर्श प्रस्तुत करेंगे और स्वच्छता सर्वेक्षण में उत्कृष्ट प्रदर्शन करेंगे। मुख्यमंत्री ने कहा कि हमारी ये सभी नवीन पहलें न केवल राज्य के नगरीय क्षेत्रों को और अधिक स्वच्छ, सुंदर एवं स्वस्थ बनाने में सहायक सिद्ध होंगी, बल्कि नागरिकों के जीवन स्तर को बेहतर बनाने की दिशा में भी अपनी महत्वपूर्ण भूमिका निभाएँगी।
मुख्यमंत्री ने कहा कि स्वच्छ भारत मिशन के माध्यम से आज देश के लाखों शहरों, कस्बों और नगरों में साफ-सफाई की एक नई संस्कृति विकसित हुई है। अमृत योजना के द्वारा शहरी बुनियादी ढांचे जैसे जल आपूर्ति, सीवरेज और हरित स्थानों को सशक्त किया गया है। स्मार्ट सिटी मिशन द्वारा शहरी विकास को तकनीक और नागरिक सुविधा के साथ जोड़ते हुए एक आदर्श नगर विकास का मॉडल प्रस्तुत करने का प्रयास किया जा रहा है। प्रधानमंत्री आवास योजना के अंतर्गत लाखों गरीब परिवारों को अपने स्वयं के पक्के घर प्राप्त हुए हैं।
मुख्यमंत्री ने कहा कि प्रधानमंत्री जी के मार्गदर्शन और सहयोग से हमारी राज्य सरकार भी उत्तराखंड के विकास को एक नई दिशा देने के लिए निरंतर प्रयास कर रही है। स्वच्छ भारत मिशन के अंतर्गत प्रत्येक नगर में ठोस कचरा प्रबंधन और सफाई व्यवस्था को सुदृढ़ किया जा रहा है। आज राज्य में स्मार्ट सिटी मिशन, पीएम स्वनिधि योजना, प्रधानमंत्री आवास योजना, अमृत मिशन जैसी विभिन्न जनकल्याणकारी योजनाओं का लाभ उत्तराखंड के प्रत्येक नागरिक को देने का प्रयास किया गया है।
युवाओं के प्रकरण पर बोले सीएम
सीएम धामी – “युवाओं के हित में मैं सर झुका भी सकता हूं और खुद को मिटा भी सकता हूं”
सीएम धामी ने स्पष्ट किया कि हाल ही में एक नकल का मामले की जानकारी मिलते ही सरकार ने तुरंत कार्रवाई करते हुए आरोपियों को गिरफ्तार किया और पूरी परीक्षा की जांच के लिए SIT का गठन किया। परंतु विपक्ष इस मामले की आड़ में हमारे युवाओं को ढाल बनाकर अपनी राजनीतिक रोटियाँ सेकने की कोशिश करने लगी और प्रदेश में अराजकता फैलाने के प्रयास किए जाने लगे। जो लोग अपने राजनीतिक स्वार्थ के चलते सीबीआई और ईडी की जांच पर सवाल उठाते रहे हैं वो लोग इस मामले में युवाओं को आगे कर सीबीआई जांच की मांग कर इस प्रकरण का राजनीतिक लाभ उठाने का प्रयास कर रहे थे।
मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि हमारे बच्चों की परेशानियों को देखकर और अराजक तत्वों के षडयंत्र को विफल करने के लिए, मैंने स्वयं युवाओं से मुलाकात कर उन्हें आश्वस्त किया कि सीबीआई जांच कराने के साथ ही उनकी सभी न्यायोचित माँगों को पूरा किया जाएगा।
मुख्यमंत्री ने कहा कि हमारी सरकार ने भर्ती प्रक्रियाओं को पारदर्शी बनाने और नकल माफियाओं पर अंकुश लगाने के लिए देश का सबसे सख्त नकल विरोधी कानून लागू किया है। इसी का परिणाम है कि पिछले 4 वर्षों में राज्य के 25 हजार से अधिक युवाओं को सरकारी नौकरी प्राप्त हुई है जो अपने आप में एक रिकॉर्ड है। इस कानून के लागू होने के पश्चात हमने बीते 4 वर्षों में 100 से अधिक नकल माफियाओं को सलाखों के पीछे पहुंचाया है जिन्होंने पूर्व की सरकारों के समय उत्तराखंड में नकल को एक उद्योग बना दिया था। ये सभी कदम हमारी सरकार ने युवाओं का भविष्य और हित सुनिश्चित करने के लिए ही उठाए हैं।
मुख्यमंत्री श्री पुष्कर सिंह धामी ने कहा कि कुछ लोग तो ये भी कह रहे हैं कि हम युवाओं के आगे या CBI जांच की मांग करने वालों के आगे झुक गए। ऐसे सभी लोगों को ये स्पष्ट कर देना चाहता हूं कि मैं, युवाओं के हितों की रक्षा के लिए सर झुका भी सकता हूं और स्वयं को मिटा भी सकता हूं।
इस अवसर पर कैबिनेट मंत्री श्री गणेश जोशी, राज्यसभा सांसद श्री नरेश बंसल, विधायक श्री उमेश शर्मा, श्रीमती सविता कपूर, मेयर देहरादून श्री सौरभ थपलियाल सहित विभिन्न नगर निकायों के मेयर, सचिव श्री नितेश कुमार झा सहित शहरी विकास विभाग व नगर निगम के अधिकारी उपस्थित थे।
