बागेश्वर: जिलाधिकारी आशीष भटगांई ने गुरुवार को कलेक्ट्रेट सभागार में जिला योजना की बैठक की। बैठक में जिला योजना, राज्य एवं केंद्र पोषित योजनाओं तथा बीस सूत्रीय कार्यक्रम की प्रगति की समीक्षा की गई।
जिलाधिकारी ने अधिकारियों को निर्देश दिए कि जिला योजना में आवंटित बजट का समय पर व्यय सुनिश्चित करें। जिन विभागों द्वारा कार्य पूर्ण किए जा रहे हैं, वे बिल भुगतान करते हुए इसकी रिपोर्ट अर्थ एवं संख्या विभाग को उपलब्ध कराएं।
उन्होंने सभी विभागों को निर्माण कार्यों की नियमित समीक्षा करने और निर्माणदायी संस्थाओं से कार्य तेजी से पूर्ण कराते हुए फोटोग्राफ सहित रिपोर्ट प्रस्तुत करने के निर्देश दिए। साथ ही उन्होंने जनहित में सही और पारदर्शी रिपोर्टिंग करने पर बल दिया।
माध्यमिक शिक्षा विभाग को निर्देशित किया गया कि साइंस और गणित विषयों की ऑनलाइन कक्षाओं की व्यवस्था सुनिश्चित की जाए, ताकि दूरस्थ क्षेत्रों के विद्यालयों के छात्र-छात्राओं को लाभ मिल सके। निर्माणदायी संस्था आरडब्ल्यूडी को टेंडरिंग प्रक्रिया शीघ्र पूर्ण कर कार्यों में तेजी लाने के निर्देश दिए गए।
बीस सूत्रीय कार्यक्रम की समीक्षा में जिलाधिकारी ने डी श्रेणी में लघु सिंचाई, बाल विकास, उद्योग और लघु धातु उद्योग विभाग तथा सी श्रेणी में नगर निकाय और वन विभाग को लक्ष्य हासिल करते हुए प्रगति सुनिश्चित करने के निर्देश दिए।
उन्होंने बाल विकास विभाग को कुपोषित बच्चों की प्रत्येक 15 दिन में मॉनिटरिंग करने और उद्योग विभाग को मुख्यमंत्री स्वरोजगार योजना में निर्धारित लक्ष्य समय पर पूर्ण करने के निर्देश दिए। जिलाधिकारी ने स्पष्ट चेतावनी दी कि सी और डी श्रेणी वाले विभागों ने यदि अगले माह तक संतोषजनक प्रगति नहीं दिखाई तो विभागाध्यक्षों के विरुद्ध कार्यवाही की जाएगी।
जिला अर्थ एवं संख्या अधिकारी दिनेश रावत ने जानकारी दी कि जिला स्तर से अवमुक्त धनराशि के सापेक्ष व्यय की स्थिति इस प्रकार है—जिला योजना में 36.51 प्रतिशत तथा राज्य योजना में 53.00 प्रतिशत व्यय किया गया है।
इसके उपरांत जिलाधिकारी ने सीएम हेल्पलाइन संबंधी समीक्षा बैठक की। उन्होंने निर्देश दिए कि सभी विभागीय अधिकारी सीएम हेल्पलाइन पोर्टल पर लंबित शिकायतों की नियमित समीक्षा करें, शिकायतों का समयबद्ध एवं सकारात्मक निस्तारण सुनिश्चित करें और शिकायतकर्ताओं से सीधे संपर्क स्थापित कर उनकी संतुष्टि सुनिश्चित करें।
बैठक में मुख्य विकास अधिकारी आर.सी. तिवारी, अपर जिलाधिकारी एन.एस. नबियाल सहित सभी जिला स्तरीय अधिकारी उपस्थित रहे।
