लोगों तक स्वच्छ, सस्ती, सुलभ और विश्वसनीय ऊर्जा पहुंच सुनिश्चित करें ऊर्जा विभागः मुख्य सचिव

मुख्य सचिव आनंद बर्धन की अध्यक्षता में जीएमएस रोड स्थित उत्तराखंड जल विद्युत निगम के सभागार में ऊर्जा विभाग की समीक्षा बैठक आयोजित की गई।

बैठक में यूजेवीएनएल, पिटकुल और यूपीसीएल के तीनों कारपोरेशन के गतिमान कार्यों, उनकी वर्तमान स्थिति, उनकी प्रगति, भविष्य की रणनीतियों तथा लोगों को स्वच्छ, सुलभ और विश्वसनीय ऊर्जा उपलब्धता सुनिश्चित करने के संबंध में व्यापक विचार-विमर्श किया गया।

प्रोजेक्ट के तकनीकी, आर्थिकी और व्यवसायिक व्यवहारिकता का ध्यान रखा जाए।
महत्वपूर्ण अप्रूवल प्राप्त होने के पश्चात ही निविदा प्रक्रिया प्रारंभ करें।

मुख्य सचिव ने निर्देश दिए कि किसी भी प्रोजेक्ट को बनाते समय उसके तकनीकी, आर्थिकी और व्यावसायिक सभी पहलुओं को ध्यान में रखें। साथ ही प्रशासनिक, पर्यावरणीय, वित्तीय और तकनीकी सभी तरह की महत्वपूर्ण स्वीकृतियां प्राप्त होने के पश्चात ही निविदा प्रक्रिया प्रारंभ करें। ताकि बाद में परियोजनाओं को पूरा करने में किसी भी अवरोध का सामना न करना पड़े।

सभी प्रोजेक्ट को निर्धारित समयावधि में पूरा करें। केंद्र और राज्य के संबंधित मंत्रालयों तथा विभागों और एजेंसियों से समन्वय स्थापित करते हुए बाधक बिंदुओं का समाधान तलाशें।

मुख्य सचिव ने निर्देश दिए कि प्रोजेक्ट को पूरा करने की जो अवधि निर्धारित की जाती है उसी अवधि में प्रोजेक्ट पूरा करें।

प्रोजेक्ट को तेजी से पूरा करने के मार्ग में जो भी अवरोध सामने आते हैं चाहे केंद्र सरकार के किसी मंत्रालय से संबंधित हो अथवा राज्य सरकार के किसी विभाग अथवा एजेंसी से संबंधित उन संबंधित पक्षों से बेहतर समन्वय स्थापित करते हुए उन मुद्दों का समाधान तलाशें जिससे प्रोजेक्ट समय से पूरे हो सकें।

तीनों कॉरपोरेशन अपने-अपने महत्वपूर्ण प्रोजेक्ट की शुरुआती लागत, प्रोजेक्ट के विलंब की दशा में उसकी बढ़ी हुई लागत तथा ऊर्जा दक्षता में होने वाली हानि को रोकने के लिए व्यावहारिक उपायों का विस्तृत विवरण प्रस्तुत करें।

मुख्य सचिव ने निर्देशित किया कि ऊर्जा विभाग के तीनों कॉरपोरेशन अपने-अपने प्रोजेक्ट का इस संदर्भ में विस्तृत विवरण प्रस्तुत करें कि प्रोजेक्ट की शुरुआती लागत क्या थी और किसी तरह के विलंब के चलते उसकी अंतिम लागत कितनी बढ़ी तथा उसके पीछे क्या कारण रहे। साथ ही ऊर्जा दक्षता में होने वाली हानि का क्या कारण है और उसको कैसे रोका जा सकता है।

ऊर्जा विभाग से जुड़े हुए तीनों कॉरपोरेशन आगामी मध्यकालिक और दीर्घकालिक अवधि का दूरगामी एजेंडा भी प्रस्तुत करें।

मुख्य सचिव ने निर्देशित किया कि तीनों कॉरपोरेशन आगामी 5 वर्ष, 10 वर्ष, 15 वर्ष और 25- 30 वर्षों का विस्तृत एजेंडा आगामी बैठक में प्रस्तुत करें। इस एजेंडा में भविष्य में ऊर्जा जरूरत को ध्यान में रखते हुए कारपोरेशन के क्या-क्या प्लान हैं, क्या टारगेट रहेंगे और उनको कैसे अचीव किया जा सकता है इनका विस्तृत विवरण प्रस्तुत करना सुनिश्चित करें।

उत्तराखंड पावर कॉरपोरेशन लिमिटेड को महत्वपूर्ण निर्देश

तराई वाले जनपदों के खंडवार विद्युत लॉस का विवरण उपलब्ध कराएं।

स्मार्ट मीटर के प्रोजेक्ट के कार्यों में तेजी लाएं और उसको समय से पूरा करें। उद्योग और व्यावसायिक प्रतिष्ठानों में प्राथमिकता से विद्युत मीटर के कार्यों को पहले पूरा करें।
भूमिगत लाइनों के प्रोजेक्ट को पूरा करने के लिए जिला प्रशासन तथा संबंधित विभागों से नियमित समन्वय कर डे बाय डे प्रगति बढ़ाएं।

पावर ट्रांसमिशन कारपोरेशन ऑफ़ उत्तराखंड लिमिटेड को महत्वपूर्ण निर्देश

भारत सरकार के केंद्रीय विद्युत प्राधिकरण से राज्य के पारेषण तंत्र का विस्तृत अध्ययन कराया जाए ताकि पारेषण तंत्र में सुधार लाया जा सके।

विद्युत लॉस को रोकने तथा सुरक्षा की दृष्टि से हाइटेंशन लाइन का नियमित निरीक्षण करें तथा इसके लिए नई तकनीक को भी आत्मसात करें। इसमें किसी भी तरह की लापरवाही बर्दाश्त नहीं की जाएगी।

ट्रांसमिशन के विस्तारीकरण के लिए भूमि अधिग्रहण के मुआवजे की धनराशि को बढ़ाने पर भी विचार करने के निर्देश दिए।

उत्तराखंड जल विद्युत निगम को महत्वपूर्ण निर्देश

राज्य में न्यूक्लियर पावर प्लांट की संभावना की स्टडी करें।
निर्माणाधीन लखवाड बहुउद्देशीय परियोजना के कार्यों में तेजी लाएं।
सभी विकासशील परियोजनाएं कब से शुरू हुई, वर्तमान में किस स्तर पर हैं तथा कब तक पूर्ण होंगी इसका विस्तृत विवरण प्रस्तुत करें।

उत्तराखंड जल विद्युत निगम और उत्तराखंड पावर कॉरपोरेशन द्वारा सरकार को दी जाने वाली देनदारी का आपसी समन्वय से भुगतान करना सुनिश्चित करें।

मुख्य सचिव ने निर्देश दिए कि एशियाई विकास बैंक, राज्य को विशेष सहायतित अनुदान प्राप्त प्रोजेक्ट और मुख्यमंत्री की घोषणाओं से संबंधित प्रोजेक्ट सभी की प्रगति बेहतर करने के लिए नियमित रूप से मॉनिटरिंग करें।
सभी प्रोजेक्ट में अनिवार्य रूप से बोर्ड की संस्तुति प्राप्त करें।

इस दौरान उत्तराखंड जल विद्युत निगम द्वारा अवगत कराया गया कि राज्य गठन के समय राज्य की स्थापित विद्युत क्षमता 1101 मेगावाट थी जो वर्तमान में बढ़कर 4264 मेगावाट हो गई है। कॉरपोरेशन द्वारा 2024- 25 में 1136 करोड़ का राजस्व जनरेट किया गया जबकि 95 करोड़ का प्रॉफिट भी किया गया।

इस दौरान ऊर्जा विभाग की समीक्षा बैठक में प्रमुख सचिव ऊर्जा आर मीनाक्षी सुंदरम, अपर सचिव ऊर्जा रंजना राजगुरु, प्रबंध निदेशक उत्तराखंड जल विद्युत निगम संदीप सिंहल, उत्तराखंड पावर कॉरपोरेशन लिमिटेड अनिल कुमार व पावर ट्रांसमिशन कारपोरेशन ऑफ़ उत्तराखंड लिमिटेड पीसी ध्यानी सहित ऊर्जा विभाग के अन्य अधिकारी उपस्थित थे।
