देहरादून: देहरादून शहर में विद्युत लाइन की भूमिगत एवं सीवर लाईन आदि के कार्य में संबंधित संस्थान द्वारा संपादित कार्य में लापरवाही बरतने, जिससे लोगों के आवागमन में हो रही असुविधा को लेकर आ रही शिकायत पर, जिलाधिकारी सविन बंसल ने कड़ी नाराजगी जाहिर करते हुए उपजिलाधिकारी सदर को संयुक्त निरीक्षण कर कार्रवाई करते हुए सड़क को सुगम बनाने के निर्देश दिए।
शहर में ए०डी०बी० द्वारा वित्त पोषित योजना Uttarakhand Climate Resilient Power Sysytem Development Project (UCRPSDP) के अन्तर्गत देहरादून शहर के मुख्य मार्गों के उपरगामी विद्युत लाईनों को भूमिगत करने हेतु परियोजना समन्वय समिति, जनपद-देहरादून द्वारा अधीक्षण अभियन्ता (ए०डी०बी०) (लॉट2), उत्तराखण्ड पावर कारपोरेशन लिमिटेड को जी०एम०एस० रोड़ पर ट्रान्सपोर्ट नगर से कमला पैलेस चौक तक निर्माण कार्यों हेतु 03 किमी सड़क कटिंग की अनुमति 17 दिसम्बर से 15 जनवरी 2025 तक (रात्रि 10 बजे से प्रातः 05 बजे) दी गई थी।
निर्माण कार्यों में शर्तों का पालन न किये जाने की शिकायतों तथा समाचार पत्रों में प्रकाशित खबरों का संज्ञान लेते हुए डीएम ने उप जिलाधिकारी, अधि अभि लोनिवि, सहायक निदेशक/जिला सूचना अधिकारी एवं सम्बंधित अधिकारी को निरीक्षण करते हुए सड़क सुधारीकारण अधिकारी कराते हुए आख्या प्रस्तुत करने के निर्देश दिए। निरीक्षण के दौरान जीएमएस रोड पर यूपीसीएल द्वारा सड़क किनारे विद्युत लाइन बिछाने का कार्य में मानकों को उल्लंघन करना, तथा सुरक्षा मानकों का अभाव पाया गया।
जिस पर उप जिलाधिकारी कुमकुम जोशी ने कड़ी नाराजगी जाहिर करते हुए सड़क किनारे पड़े मालवे को तत्काल हटाने, एवं सड़क को ठीक करने के निर्देश दिए। निरीक्षण के दौरान मौके पर पाया गया कि कार्यदायी ऐजेन्सी द्वारा पूर्व में किये गये कार्य को पूर्ण किये जाने के पश्चात् मार्ग सतह का रेस्टोरेशन उचित प्रकार से नहीं किया गया है।
बैकफिलिंग के पश्चात् अवशेष मलवे के ढेर जगह-जगह पर पाये गये, जिससे मार्ग यातायात विशेषकर छोटे वाहनों के लिये असुरक्षित हो गया है। कार्यस्थल पर Barricading, Reflactive Tape, Traffic Cones, Hazard Markers, Cordon off site, Work in Progress से सम्बन्धित Signages आदि सुरक्षा मानकों व यातायात की सुगमता हेतु प्राविधानों / शर्तों का पालन नहीं किया गया है,जो कि आपको निर्गत की गई अनुमति की शर्तों एवं प्रतिबन्धों का उल्लंघन है।
परियोजना समन्वय समिति, जनपद-देहरादून द्वारा दी गई अनुमति में निहित शर्तों एवं प्रतिबन्धों का यू०पी०सी०एल० द्वारा उल्लंघन किये जाने के फलस्वरूप ₹1.00 लाख (रूपये एक लाख मात्र) की धनराशि जुर्माना अधिरोपण के साथ समिति द्वारा निर्देशित किया जाता है कि प्राथमिकता से समस्त कार्यों में अनुमति पत्र में दी गई शर्तों का पूर्ण पालन किया जाय अन्यथा दी गई अनुमति निरस्त की जा सकती है।
निरीक्षण के दौरान उप जिलाधिकारी कुमकुम जोशी, अधीक्षण अभियंता लोनिवि/सदस्य सचिव परियोजना समिति डॉ मुकेश परमान, यूपीसीलए अधीक्षण अभियंता शिखा अग्रवाल, सहायक निदेशक/जिला सूचना अधिकारी बी.सी नेगी, जल संस्थान, यूपीसीएल, एमडीडीए के अधिकारी मौजूदर रहे।
