मुख्यमंत्री ने की जल जीवन मिशन की समीक्षा बैठक

मुख्यमंत्री पुष्कर सिंह धामी ने शुक्रवार को सचिवालय में जल जीवन मिशन की समीक्षा बैठक की।

बैठक में मुख्यमंत्री ने जल जीवन मिशन की प्रगति की समीक्षा करते हुए घरों में नलों के साथ पानी की आपूर्ति सुनिश्चित करने के निर्देश दिए। उन्होंने कहा अगले एक महीने के अंदर ऐसे स्थान जहां पानी न पहुंच रहा हो, वहां पानी की व्यवस्था हेतु डी.पी.आर बनाकार योजना पर कार्य करें। मुख्यमंत्री ने एक महीने के अंदर प्रदेश भर में जल जीवन मिशन के अंतर्गत लगाए गए नलों के सत्यापन करने के निर्देश दिए। उन्होंने कहा ऐसे सभी घरों को चन्हित किया जाए जहां किसी भी कारण से नल लगने के बावजूद पानी की आपूर्ति नहीं हो पा रही है। ऐसे स्थानों की जिओ टैगिंग के साथ पानी की आपूर्ति न होने के कारणों को भी स्पष्ट कर शासन को अवगत करवाने के निर्देश दिए।

मुख्यमंत्री ने कहा कि यह सुनिश्चित किया जाए कि जल जीवन मिशन के अंतर्गत लाभार्थियों तक पीने योग्य पानी पहुंचे। उन्होंने विभाग के वरिष्ठ अधिकारियों, जिलाअधिकारियों एवं अधिशासी अभियंताओ को भी योजनाओं का स्थलीय निरीक्षण करने के निर्देश दिए। मुख्यमंत्री ने जल जीवन मिशन के अंतर्गत ग्रामीणों को जल संरक्षण हेतु कराई गई ट्रेनिंग एवं जागरूकता के संबंध में जाँच के आदेश दिए। मुख्यमंत्री ने कहा जांच में ट्रेनिंग करवाने वाली संस्थाओं एवं उन्हें जारी धनराशि की भी जांच की जाए।

बैठक के दौरान मुख्यमंत्री के समक्ष विभिन्न योजनाओं का प्रस्तुतीकरण दिया गया। मुख्यमंत्री ने उक्त प्रस्तुतीकरण के दौरान जल जीवन मिशन के अंतर्गत बनी पौड़ी जिले की चुनखेत योजना के कार्य में खराब गुणवत्ता पर कड़ी नाराजगी व्यक्त की। उन्होंने चुनखेत योजना की खराब गुणवत्ता पर तत्काल प्रभाव से संबंधित गैर जिम्मेदार अधिकारियों को सस्पेंड करने के निर्देश दिए। उन्होंने संबंधित ठेकेदार पर भी कार्यवाही करने के निर्देश दिए हैं। इसके अतिरिक्त मुख्यमंत्री ने पिथौरागढ़ जिले की वासुकीनाग पंपिंग योजना की खराब गुणवत्ता पर उक्त योजना को श्रमदान घोषित कर योजना के पुनरनिर्माण के निर्देश दिए। मुख्यमंत्री ने कहा जल जीवन मिशन के अंतर्गत होने वाले सभी कार्यों का विशेष रूप से सत्यापन करवाया जाए। यदि कहीं भी लापरवाही या खराब गुणवत्ता पाई जाती है, तो उसपर कठोर कार्रवाई की जाए। उन्होंने कहा राज्य में जनहित के कार्यों में किसी भी स्तर पर लापरवाही बर्दाश्त नहीं की जाएगी।

मुख्यमंत्री ने कहा कि प्रदेश में हर घर जल ग्राम प्रमाणीकरण भी तेजी से किया जाए। शासन से जिला समिति एवं शासन से स्वीकृत हो चुकी योजनाओं को तय समय में धरातल पर उतारा जाए। उन्होंने कहा जल जीवन मिशन में तय मानकों के अनुसार ही कार्य हो। मुख्यमंत्री ने वन भूमि के कारण बाधित कार्यों हेतु अलग से बैठक कर उनके निस्तारण के भी निर्देश दिए। मुख्यमंत्री जी ने कहा यह सुनिश्चित हो कि राज्य सरकार प्रदेश के हर नागरिक तक शद्ध पेयजल पहुंचाने की व्यवस्था करें।

बैठक में बताया गया कि जल जीवन मिशन के अतर्गत अबतक कुल 14.05 लाख परिवारों को जल संयोजन से जोड़ा गया है। प्रदेश में हर घर जल ग्राम प्रमाणीकरण के तहत अब तक कुल 6795 ग्रामों को प्रमाणित किया जा चुका है।

जल जीवन मिशन की समीक्षा के दौरान मुख्यमंत्री ने अधिकारियों को फटकार लगाते हुए कहा कि बैठक के पहले अधिकारी पूरा होमवर्क करके आए। विभागाध्यक्ष हर प्रकार के आकड़े अपने पास रखें। मुख्यमंत्री ने कहा विभाग से संबंधित हर प्रकार के आंकड़े, विश्लेषण अधिकारियों के पास होने चाहिए।
