विकास खण्ड भीमताल के आपदा प्रभावित खूपी गांव में खतरे की जद में आए 18 परिवारों को तात्कालिक रूप से 6 मांह का किराए पर विस्थापन कराने के साथ ही उनके स्थाई रूप से विस्थापन हेतु विस्थापन नीति व अन्य विकल्पों के तहत प्रस्ताव शासन को भेजे जाएंगे।
18 परिवार जिनके मकान अत्यधिक खतरे की जद में आ गए हैं उनका विस्थापन नीति के तहत अन्यत्र सुरक्षित स्थान पर भूमि सहित मकान उपलब्ध कराया जाएगा इस हेतु 1 मांह के भीतर जिले से शासन को प्रस्ताव भेजा जाएगा।
तीसरे विकल्प के तहत राजस्व विभाग द्वारा सभी आपदा प्रभावितों की भूमि का कुल हिस्सा,रकबा निकाला जाएगा,उन्हें उतनी ही भूमि मकान सहित अन्यत्र सुरक्षित स्थान पर उपलब्ध कराए जाने का भी प्रस्ताव तैयार कर शासन को भेजा जाएगा।
खूपी गांव में हो रहे भूकटाव व भूस्खलन की रोकथाम हेतु सिंचाई विभाग द्वारा कराए जाएंगे दीर्घकालीन सुरक्षात्मक कार्य
गुरुवार को जिलाधिकारी वंदना ने विकास खण्ड भीमताल के आपदा प्रवाहित ग्राम खूपी का भ्रमण कर गांव का स्थलीय निरीक्षण किया। साथ ही उन्होंने गांव में जनसुनवाई कर ग्रामीणों की समस्याएं सुनी तथा उनके समाधान हेतु आवश्यक निर्देश मौके पर उपस्थित अधिकारियों को दिए।
इस दौरान जिलाधिकारी ने गांव में हो रहे भूधसाव के कारण खतरे की जद में आए कुल परिवारों की जानकारी लेते हुए प्रभावितों से वार्ता की। इस दौरान उप जिलाधिकारी प्रमोद कुमार ने अवगत कराया कि गांव का पूर्व में ही सर्वे कर लिया गया है, 18 मकान ऐसे हैं जो तात्कालिक खतरे की जद में हैं।
उन्होंने कहा कि पूरे गांव का सुरक्षा के दृष्टिगत पुनः सर्वे कर रिपोर्ट उपलब्ध कराएं। उन्होंने कहा राजस्व विभाग गांव के प्रत्येक प्रभावित की कुल भूमि जो उनके नाम राजस्व अभिलेखों में दर्ज हैं उनकी भी रिपोर्ट तैयार करें, ताकि भूमि के बदले भूमि उपलब्ध हो इस प्रकार का भी एक प्रस्ताव तैयार कर शासन को भेजा जाय, इस संबंध में ग्रामीणों को भी आम सहमति बनानी होगी।
निरीक्षण के दौरान जिलाधिकारी ने अधिशासी अभियंता सिंचाई से गांव में हो रहे भूधसाव की रोकथाम हेतु 24 लाख की धनराशि से किए जा रहे सुरक्षात्मक कार्यो की प्रगति की जानकारी लेते हुए शीघ्रता से गुणवत्ता पूर्वक कार्य करने के निर्देश देने के साथ ही गांव के दोनों ओर बह रहे नाले से हो रहे भूकटाव की रोकथाम व गांव में हुए नुकसान की दीर्घकालीन मरम्मत व सुरक्षात्मक कार्यों के अलग अलग प्रस्ताव तैयार कर उपलब्ध कराने के निर्देश भी सिंचाई विभाग को दिए। जिलाधिकारी ने कहा कि गांव की सुरक्षा के लिए जो भी कार्य करने की आवश्यकता है व यथा शीघ्र कराए जाय।
जनसुनवाई के दौरान गांव में क्षतिग्रस्त सिंचाई लाईन की मरम्मत की मांग जिलाधिकारी के सम्मुख रखी गई जिस पर जिलाधिकारी ने 7 दिन के भीतर पानी सुचारू करने हेतु मरम्मत करने के निर्देश ईई सिंचाई को दिए। गांव में पेयजल की समस्या के संबंध में जिलाधिकारी ने जल संस्थान को जल जीवन मिशन की पेयजल लाइन निर्माण कार्य पूर्ण होने तक गांव की क्षतिग्रस्त पुरानी पेयजल लाइन की मरम्मत कर ग्रामीणों को 10 दिन में इस लाइन से पेयजल आपूर्ति के निर्देश दिए। तथा जल जीवन मिशन के अंतर्गत निर्माणाधीन पेयजल टैंक तथा लाइन का निर्माण कार्य 45 दिन में करने के निर्देश दिये।
