समान नागरिक संहिता, उत्तराखण्ड 2024 अधिनियम के राज्य में क्रियान्वयन के लिए सेवानिवृत्त आई.ए.एस.श्री शत्रुघ्न सिंह की अध्यक्षता में बनाई गई ‘नियमावली और क्रियान्वयन समिति’ ने शुक्रवार को सचिवालय में मुख्यमंत्री श्री पुष्कर सिंह धामी को नियमावली का ड्राफ्ट सौंपा। इस अवसर पर समिति के अध्यक्ष सेवानिवृत्त आई.ए.एस.श्री शत्रुघ्न सिंह, सदस्य सामाजिक कार्यकर्ता श्री मनु गौड़, दून विश्वविद्यालय की कुलपति प्रो. सुरेखा डंगवाल, अपर पुलिस महानिदेशक श्री अमित सिन्हा और स्थानिक आयुक्त श्री अजय मिश्रा मौजूद थे।
समिति द्वारा समान नागरिक संहिता, उत्तराखण्ड 2024 अधिनियम की नियमावली का ड्राफ्ट सौंपे जाने के बाद मुख्यमंत्री श्री पुष्कर सिंह धामी ने कहा कि 2022 में प्रदेश में नई सरकार बनने के बाद हमने मंत्रिमंडल की पहली बैठक में निर्णय लिया कि प्रदेश में समान नागरिक संहिता को लागू करने के लिए एक विशेषज्ञ समिति का गठन करेंगे। सेवानिवृत्त न्यायाधीश रंजना प्रकाश देसाई की अध्यक्षता में विशेषज्ञ समिति बनाई गई। कमेटी के रिपोर्ट सौंपने के बाद 07 फरवरी, 2024 को राज्य विधान सभा में पारित किया गया। उत्तराखण्ड समान नागरिक संहिता विधेयक 2024 पर महामहिम राष्ट्रपति की सहमति के बाद 12 मार्च, 2024 को समान नागरिक संहिता उत्तराखण्ड, 2024 अधिनियम पारित हुआ।
मुख्यमंत्री ने कहा कि राज्य सरकार द्वारा समान नागरिक संहिता अधिनियम की नियमावली आज सौंपी गई है। इस नियमावली में मुख्य रूप से चार भाग है। जिसमें विवाह एवं विवाह-विच्छेद लिव-इन रिलेशनशिप, जन्म एवं मृत्यु पंजीकरण तथा उत्तराधिकार सम्बन्धी नियमों के पंजीकरण संबंधी प्रक्रियाएं उल्लिखित है। उन्होंने कहा कि जल्द ही मंत्रिमंडल की बैठक में इस अधिनियम को राज्य में प्रभावी रूप से लागू करने के लिए तिथि तय की जायेगी। इसके लिए अधिकारियों और कर्मचारियों को प्रशिक्षण भी दिया जायेगा। जन सामान्य की सुलभता के दृष्टिगत इस समान नागरिक संहिता के लिए एक पोर्टल तथा मोबाइल एप भी तैयार किया गया है, जिससे कि पंजीकरण, अपील आदि की समस्त सुविधाएं जनसामान्य को ऑनलाइन माध्यम से सुलभ हो सके। उन्होंने कहा कि देवभूमि उत्तराखण्ड में सबको समान रूप से न्याय मिले। महिलाओं के सशक्तिकरण और सुरक्षा को ध्यान में रखते हुए विधेयक बना है। जल्द इस अधिनियम को धरातल पर उतारा जायेगा। आजादी के बाद उत्तराखण्ड देश का पहला राज्य बन जायेगा जिसे समान नागरिक संहिता लागू करने का गौरव प्राप्त होगा।
इस अवसर पर उपाध्यक्ष अवस्थापना अनुश्रवण परिषद श्री विश्वास डाबर, अपर मुख्य सचिव श्री आनंद बर्द्धन, प्रमुख सचिव श्री आर.के सुधांशु, सचिव श्री शैलेश बगोली, श्री विनय शंकर पांडेय, विशेष सचिव श्रीमती रिद्धम अग्रवाल, महानिदेशक सूचना श्री बंशीधर तिवारी उपस्थित थे।
