राज्य में राजस्व वृद्धि के लिए सभी विभागों द्वारा इनोवेटिव प्रयास किये जाएं। विभागों द्वारा राजस्व बढ़ाने के लिए नये स्रोतों पर विशेष ध्यान दिया जाए तथा जिन योजनाओं पर कार्य किया जा रहा है, उनमें राजस्व प्राप्ति बढ़ाने की दिशा में विभागीय सचिवों द्वारा विशेष ध्यान दिया जाए। विभागों द्वारा राजस्व संग्रहण मे वृद्धि करने के लिए नए तरीके और रणनीति अपनाई जाए। उन्होंने कहा कि कर संग्रहण प्रक्रिया में और सुधार के साथ ही कर चोरी रोकने के लिए नियमित कड़े कदम उठाये जाएं। यह सुनिश्चित किया जाए कि विकास और जनहित से जुड़े विभिन्न कार्यों का आमजन को पूरा लाभ मिले। कार्यों में मितव्ययता के साथ गुणवत्ता का भी विशेष ध्यान रखा जाए। मुख्यमंत्री श्री पुष्कर सिंह धामी ने ये निर्देश सचिवालय में वित्तीय मितव्ययता के संबंध में बैठक के दौरान अधिकारियों को दिये।

मुख्यमंत्री ने कहा कि सुदृढ़ वित्तीय प्रबन्धन राज्य सरकार का मूल मंत्र है। उन्होंने कहा कि हमें स्वयं के राजस्व संसाधनों में वृद्धि के लिए और तेजी से प्रयास करने हैं। खनन क्षेत्र में राजस्व वृद्धि के लिए किये गये प्रयासों की उन्होंने सराहना की। इस वर्ष खान क्षेत्र में प्रथम छमाही में गत वर्ष की तुलना में 70 प्रतिशत की वृद्धि हुई है। जो कुल वार्षिक लक्ष्य का 52 प्रतिशत प्राप्त हो गया है। एस.जी.एस.टी., परिवहन, आबकारी, वानिकी, ऊर्जा जैसे क्षेत्रों में राजस्व वृद्धि के लिए और प्रयासों पर मुख्यमंत्री ने बल दिया। उन्होंने कहा कि मितव्ययता के बहुत से आयाम हैं। सुदृढ़ कानून व्यवस्था से जहां एक ओर निवेश बढ़ता है, आर्थिक गतिविधियां भी बढती हैं। राज्य के कर एवं करेत्तर आय में वृद्धि होती है। इसी प्रकार पालिसी इन्टरवेंशन से भी राज्य की आय में वृद्धि हो सकती है तथा मितव्ययता सुनिश्चित की जा सकती हैं।

मुख्यमंत्री ने अधिकारियों को निर्देश दिये कि यह सुनिश्चित किया जाए कि राज्य सरकार द्वारा बनाई गई नई नीतियों और जिन नीतियों में संशोधन किया गया है उनका असर उत्तराखण्ड की अर्थव्यवस्था पर स्पष्ट रूप से दिखे। नीतियों के सफल क्रियान्वयन के लिए होलिस्टिक एप्रोच के साथ कार्य किये जाएं। उन्होंने कहा कि मितव्ययता से आशय यह नहीं है कि हम कल्याणकारी राज्य की अवधारणा से समझौता करें। हमारी रणनीति होगी कि हम लोक कल्याण के कार्यों को और बेहतर ढंग से कर सकें। महत्वाकांक्षी परियोजनाओं तथा लोक कल्याणकारी कार्यों को करने के लिए आवश्यक है कि हम राज्य के संसाधनों में वृद्धि करें, बड़ी परियोजनाओं का सही ढ़ंग से लागत और लाभ का विश्लेषण करें। मितव्ययता के लिए उत्पादकता में सुधार, अनावश्यक व्यय में कटौती, और संसाधनों का सही उपयोग करना है।

बैठक में राज्य राजस्व संसाधनों में वृद्धि के लिये किये जा रहे प्रयासों, प्रतिबद्ध और गैर प्रतिबद्ध व्यय की प्रवृत्ति, महत्वपूर्ण योजनाओं के लिए पर्याप्त संसाधनों की उपलब्धता,राजकोषीय संसाधनों का बेहतर तरीके से उपयोग आदि विषयों पर चर्चा की गई। बैठक में डी.पी.आर. बनाने से लेकर परियोजना पूरा करने तक पूंजीगत परियोजनाओें के कार्य की ई-मानीटरिंग, ई-गवर्नेंस का उपयोग और राजस्व स्रोतों की डिजिटल निगरानी, रिकार्ड, दस्तावेज और सेवाएं देने हेतु पेपरलेस विधि का उपयोग,ई-वाहन को बढ़ावा देने पर भी चर्चा की गई। मुख्यमंत्री ने निर्देश दिये कि जिन योजनाओं में केन्द्रांश और राज्यांश क्रमशः 90 और 10 के अनुपात में हो उनको अधिक प्राथमिकता दी जाए। नाबार्ड द्वारा वित्त पोषित सार्वजनिक कार्यों में तेजी लाने के निर्देश दिये।

बैठक में नवाचार और टेक्नोलॉजी के उपयोग, पब्लिक ऐसेट मैनेजमेंट और मोनेटाइजेशन, सार्वजनिक अधिप्राप्ति में बचत एवं मितव्ययिता, पीएसयू में सुधार, योजनाओं के पुनरुद्धार, अनावश्यक व्यय की पहचान कर उसका निराकरण करने पर भी विचार विमर्श किया गया।
