मानसून के दौरान हुए भूस्खलन या राष्ट्रीय राजमार्गाें के निर्माण के दौरान उत्सर्जित मलबे के सुव्यवस्थित निस्तारण हेतु मुख्य सचिव श्रीमती राधा रतूड़ी ने सभी जिलाधिकारियों को डम्पिंग स्थलों हेतु भूमि चिहिन्त कर प्रस्ताव शासन को भेजने हेतु एक सप्ताह की समयसीमा दी है। मुख्य सचिव ने जिलाधिकारियों को डम्पिंग स्थलों हेतु राष्ट्रीय राजमार्गों पर प्राथमिकता से राजस्व भूमि चिहिन्त करने तथा राजस्व भूमि की अनुपलब्धता की दशा में वन भूमि को चिहिन्त करने के निर्देश दिए हैं।
सीएस श्रीमती रतूड़ी ने डम्पिंग से सम्बन्धित एजेंसियों को निर्धारित मक डम्पिंग जोन में ही मलबे के निस्तारण के नियमों को सख्ती से पालन के निर्देश दिए हैं। उन्होंने नियमों की अवहेलना करने वाली एजेंसियों के खिलाफ कड़ी कार्यवाही के निर्देश दिए हैं। मुख्य सचिव ने लोक निर्माण विभाग, बीआरओ तथा एनएचआईडीसीएल के अधीन विभिन्न राष्ट्रीय राजमार्गाे में निर्माण के दौरान उत्सर्जित मलबे के निस्तारण हेतु पूर्व में चिन्हित मक डम्पिंग जोन के संतृप्त होने की दशा में उनके विस्तार की संभावनाओं के अध्ययन के निर्देश दिए हैं। उन्होंने संतृप्त डम्पिंग जोन को कम्प्रेस करने की संभावनाओं पर कार्य करने निर्देश दिए हैं।
मुख्य सचिव श्रीमती राधा रतूड़ी ने जिलाधिकारियों को चिहिन्त मक डम्पिंग स्थलों पर मलबे के जमा के होने के बाद उसके उपयोग को लेकर कार्ययोजना बनाने के निर्देश दिए हैं। उन्होंने ऐसे डम्पिंग स्थलों पर ग्रीन पैच विकसित करते हुए बांस के पौधारोपण के निर्देश दिए हैं। सीएस के निर्देशों के अनुसार ऐसे स्थलों पर तेजी से विकसित होने वाले वृक्षों का रोपण किया जाएगा, जो भविष्य में क्रैश बैरियर के रूप में उपयोगी सिद्ध होंगे।
मुख्य सचिव श्रीमती राधा रतूड़ी ने मक डम्पिंग जोन की आवश्यकता के सम्बन्ध में लोक निर्माण विभाग, बीआरओ तथा एनएचआईडीसीएल को अपनी रिपोर्ट के सम्बन्ध में जिलाधिकारियों के साथ समन्वय तथा सयुंक्त निरीक्षण के निर्देश दिए हैं। सीएस ने एजेंसियों को डम्पिंग के सम्बन्ध में अगले पांच वर्षों की आवश्यकताओं को ध्यान में रखते हुए चिन्हित भूमि के प्रस्ताव भेजने के निर्देश दिए हैं। उन्होंने कार्यदायी संस्थाओं, राजस्व विभाग एवं वन विभाग द्वारा जिला स्तर पर मक डम्पिंग हेतु स्थल चयनित किये जाने में जिलाधिकारियों को प्रभावी समन्वय एवं सयुंक्त निरीक्षण के निर्देश दिए हैं।
डंपिंग से सम्बन्धित उक्त कार्यदायी संस्थाओं द्वारा उत्तराखण्ड में अगले पांच वर्षों की आवश्यकताओं को ध्यान में रखते हुए कुल 81.99 हेक्टेयर भूमि की मांग रखी गई है। जिसमें वर्तमान में 55.69 हेक्टेयर भूमि तथा अगले पांच वर्षों में 26.30 हेक्टेयर भूमि शामिल है।
बैठक में सचिव श्री पंकज कुमार पाण्डेय सहित लोक निर्माण विभाग, बीआरओ, एनएचआईडीसीएल एवं अन्य सम्बन्धित विभागों के अधिकारी तथा जिलाधिकारी रूद्रप्रयाग, चमोली, उत्तरकाशी, पिथौरागढ़, टिहरी मौजूद रहे।
