देहरादून, 14 फरवरी । जिला प्रशासन की रिपोर्ट पर शासन ने बड़ी कार्रवाई करते हुए ऋषिकेश के उप निबंधक को निलंबित कर मुख्यालय से संबद्ध कर दिया है। साथ ही उनके विरुद्ध अनुशासनात्मक कार्यवाही भी प्रारंभ कर दी गई है। यह कार्रवाई जिलाधिकारी सविन बंसल द्वारा किए गए औचक निरीक्षण में सामने आई गंभीर अनियमितताओं के आधार पर की गई।
निरीक्षण के दौरान पाया गया कि उप निबंधक की अनुपस्थिति में निबंधक लिपिक द्वारा अवैधानिक रूप से विलेखों का पंजीकरण किया जा रहा था। इतना ही नहीं, फर्जी कार्मिकों से भी अनधिकृत रूप से रजिस्ट्रियों का काम कराया जा रहा था। कार्यालय में पंजीकृत दस्तावेज महीनों और कई मामलों में वर्षों तक लंबित पाए गए। आमजन के मूल अभिलेख निर्धारित समय सीमा के भीतर वापस नहीं किए गए, जबकि नियमानुसार तीन दिन में लौटाना अनिवार्य है। अर्जेंट नकल, जो 24 घंटे में दी जानी चाहिए, वह भी लंबे समय से लंबित मिली।
फरियादियों ने मौके पर डीएम को अपनी आपबीती सुनाते हुए बताया कि रजिस्ट्री की नकल और मूल दस्तावेज पाने के लिए उन्हें बार-बार चक्कर लगाने पड़ रहे थे। निरीक्षण में यह भी सामने आया कि संपत्ति मूल्यांकन संबंधी नियमों की अनदेखी कर बड़े पैमाने पर स्टांप शुल्क की चोरी की गई। औद्योगिक उपयोग की भूमि को आवासीय दरों पर छोटे-छोटे भूखंडों में पंजीकृत करने के कई मामले पकड़े गए, जिससे सरकार को करोड़ों रुपये के राजस्व नुकसान की आशंका है।
जिला प्रशासन ने संयुक्त जांच आख्या के आधार पर शासन को निलंबन की संस्तुति भेजी थी, जिस पर त्वरित निर्णय लेते हुए यह कार्रवाई अमल में लाई गई। प्रशासन ने स्पष्ट किया है कि राजस्व हितों से खिलवाड़, भ्रष्टाचार और अनियमितताओं के मामलों में जीरो टॉलरेंस की नीति अपनाई जाएगी। अन्य उप निबंधक कार्यालयों में भी औचक निरीक्षण आगे जारी है ।
