देहरादून: शहर को बाल भिक्षावृत्ति से मुक्त करने की कवायद परवान चढते दिख रही है, इसी परिपेक्ष्य में जिलाधिकारी सविन बंसल की अध्यक्षता में ऋषिपर्णा सभागार कलेक्टेªट में भिक्षावृत्ति उन्मूलन को लेकर महत्वपूर्ण बैठक आयोजित की गई।

मुख्य शिक्षा अधिकारी एवं जिला प्रोबेशन अधिकारी द्वारा विगत सप्ताह से भिक्षावृत्ति से रेस्क्यू किये जाने वाले बच्चों हेतु तैयार किये गए माइक्रो प्लान को जिलाधिकारी ने अनुमोदन दे दिया है। इसी दौरान रेस्क्यू किये जाने वाले बच्चों को इन्टेंसिव केयर शैल्टर में उचित माहौल उपलब्ध कराने हेतु 03 सामाजिक संगठनों आसरा, सरफीना, समर्पण से जिला प्रशासन का एमओयू हस्ताक्षर कर आपस में अंतरित हो गया है।

जिलाधिकारी ने कार्यभार ग्रहण करने के उपरान्त ही जिला बाल कल्याण और संरक्षण समिति (डीसीडब्ल्यूपीसी) एवं बाल कल्याण समिति (सीडब्ल्यूसी) व चाईल्ड हेल्पलाईन बैठक लेते हुए स्पष्ट निर्देश दिए कि उनके जनपद में कोई भी बच्चा भिक्षावृत्ति करते न दिखे, बच्चों का स्थान स्कूलों में सड़कों पर भिक्षावृत्ति करना नही।

इसके लिए उन्होंने मुख्य शिक्षा अधिकारी एवं बाल विकास अधिकारी को प्रभावी माइक्रोप्लान तैयार करने के निर्देश दिए गए थे, उनके द्वारा इसकी नियमित समीक्षा की जा रही है। अब इस माइक्रोप्लान को डीएम ने अनुमोदन कर दिया है।

विगत दिवस शिक्षा मंत्री जी ने इस मॉडल को केबिनेट में लाने पर भी जोर दिया है, जिससे राज्य भर में ऐसे बच्चों के भविष्य को संवारा जा सके। भिक्षावृत्ति से रेस्क्यू किये जाने वाले बच्चों के लिए साधूराम इण्टर कालेज में इन्टेंसिव केयर शैल्टर का कार्य प्रारम्भ हो गया है, जो कि जल्द पूर्ण हो जाएगा।

बच्चों को रेस्क्ूय करने हेतु 03 वाहन जिला प्रोबेशन अधिकारी को मिल गए हैं, जिनकों इस आपरेशन के लिए मॉडिफाई किया जा रहा है तथा वाहन चालकों के साक्षात्कार हो गए है। जिसे मुख्यमंत्री जी इसी माह हरी झण्डी दिखाकर रवाना किया जाएगा, जो जनपद में पेट्रोलिंग करते हुए भिक्षावृत्ति करते पाए जाने वाले बच्चों को रेस्क्यू कर इन्टेंसिव केयर शैल्टर में लाएंगे।

भिक्षावृत्ति के दौरान रेस्क्यू किये गए बच्चों को इन्टेंसिव केयर शैल्टर लाया जायेगा जहां उनके विभिन्न एक्टिविटी के माध्यम से उनके व्यवहार को परिवर्तन करते हुए मुख्यधारा शिक्षा से जोड़ा जाएगा। उन्होंने सामाजिक संगठनों से इस पुनीत कार्य में जुड़ते हुए भिक्षावृत्ति दंश से बच्चों को उभारते हुए उनका भविष्य को रोशन करने के लिए सहयोग की अपेक्षा की हे।

इनेसेटिव केयर शेल्टर में प्रथम चरण 03 कक्ष तैयार कर रहे हैं जल्द ही मल्टी एक्टीविटी हॉल भी तैयार किया जा रहा है जिसमें खेल से लेकर बेस लर्निंग एक्टिविटी से बच्चों को मुख्य धारा में जोड़ा जाएगा।

जिलाधिकारी ने कहा कि जनहित के इस महत्वाकांशी प्रोजेक्ट को अपर जिलाधिकारी प्रशासन जयभारत सिंह, मुख्य शिक्षा अधिकारी प्रदीप रावत एवं जिला प्रोबेशन अधिकारी मीना बिष्ट तथा ईई आरडब्ल्यूडी विनीत कुरीन ने इस योजना को धरातल पर उतारने के लिए महत्वपूर्ण भूमिका निभा रहे हैं, जिलाधिकारी ने उनके कार्यों की सराहना की।

वर्तमान में भिक्षावृत्ति पर रोक लगाने हेतु निरंतर आपरेशन चलाते हुए बच्चों को रेस्क्यू किया जा रहा है, 12 होमगार्ड की अलग-2 चौराहों पर रोस्टरवार ड्यूटी लगाई गई है, वाहन द्वारा भिक्षावृत्ति करते बच्चों को रेस्क्यू किया जा रहा है।

बैठक में मुख्य विकास अधिकारी अभिनव शाह, अपर जिलाधिकारी प्रशासन जयभारत सिंह, अपर नगर आयुक्त नगर निगम बीर सिंह बुदियाल, मुख्य चिकित्साधिकारी डॉ संजय जैन, जिला बाल किवास अधिकारी मीना बिष्ट, पुलिस क्षेत्राधिकारी, आसरा, सर्फिना, समर्पण एनजीओं के पदाधिकारी, जिला बाल कल्याण और संरक्षण समिति (डीसीडब्ल्यूपीसी) एवं बाल कल्याण समिति (सीडब्ल्यूसी) व चाईल्ड हेल्पलाईन के पदाधिकारी/प्रतिनिधि सहित सम्बन्धित अधिकारी, कार्मिक उपस्थित रहे।
