मुख्यमंत्री ने पुनः माणा हिमस्खलन की घटना का देर रात राज्य आपदा परिचालन केन्द्र पहुंचकर राहत एवं बचाव कार्यों की समीक्षा की

देहरादून: मुख्यमंत्री पुष्कर सिंह धामी ने चमोली जिले के माणा गांव के पास हुए हिमस्खलन की जानकारी लेते हुए राहत एवं बचाव कार्यों की समीक्षा की। मुख्यमंत्री ने शुक्रवार को देर रात राज्य आपातकालीन परिचालन केंद्र, आईटी पार्क पहुंचकर अधिकारियों के साथ बैठक कर समीक्षा की और रेस्क्यू अभियान में तेजी लाने के निर्देश दिए।

जोशीमठ में भी की जाए आपदा कंट्रोल रूम की स्थापना

मुख्यमंत्री ने अधिकारियों को निर्देश दिए हैं कि सर्च ऑपरेशन तेजी से चलाए जाए। उन्होंने कहा जोशीमठ में भी आपदा कंट्रोल रूम की स्थापना की जाए। उन्होंने कहा एनडीआरएफ, एस.डी.आर.एफ ,आईटीबीपी सेना आपसी सहयोग से बर्फ हटाने का कार्य तेजी से करें। जिन श्रमिकों को निकाला गया है उनका विशेष ख्याल रखा जाए। उन्होंने माणा स्थित हेलीपैड को प्राथमिकता से खोले जाने के निर्देश दिए। मुख्यमंत्री ने जोशीमठ स्थित आर्मी अस्पताल, जिला अस्पताल, एम्स ऋषिकेश तक सभी अस्पतालों में पर्याप्त व्यवस्था करने के भी निर्देश दिए। उन्होंने कहा एम-आई 17 की मदद से घायलों को लिफ्ट करने की भी पूरी तैयारी की जाए।

33 लोगों को निकाला गया सुरक्षित।

अब तक 33 लोगों को निकाला जा चुका है एवं अन्य लोगों को खोजबीन जारी है। जिसमें से 4 लोगों को आईटीबीपी सेना अस्पताल में रखा गया है। बी.आर.ओ स्नो कटर एवं अन्य मशीनों के माध्यम से निरंतर बर्फ हटाने का कार्य कर रही है। कल सुबह एम आई 17 हेलीकॉप्टर भी माणा क्षेत्र को रवाना होंगे।

रेस्क्यू अभियान में तेजी लाने के निर्देश

मुख्यमंत्री ने अधिकारियों को घटनास्थल पर आवागमन सुनिश्चित करने को कहा और समीप के हेलीपैड को शीघ्र सक्रिय करने के निर्देश दिए, जिससे राहत एवं बचाव कार्यों में तेजी लाई जा सके। उन्होंने ड्रोन एवं हेलीकॉप्टर की मदद से निगरानी और रेस्क्यू अभियान को और प्रभावी बनाने पर ध्यान देने को कहा। मुख्यमंत्री ने निर्देश दिए कि जरूरत पड़ने पर घायलों को एयर एंबुलेंस के माध्यम से एम्स ऋषिकेश लाया जाए। जिला प्रशासन से निरंतर समन्वय बनाए रखने और प्रभावितों को हरसंभव सहायता प्रदान करने के निर्देश भी मुख्यमंत्री ने दिए।

हिमस्खलन प्रभावितों की सुरक्षा सर्वोच्च प्राथमिकता

मुख्यमंत्री ने मीडिया से बातचीत में बताया कि आईटीबीपी, सेना, जिला प्रशासन, वायु सेना और अन्य एजेंसियां राहत एवं बचाव कार्य में जुटी हुई हैं। खराब मौसम और कम विजिबिलिटी के कारण हेलीकॉप्टर का संचालन फिलहाल संभव नहीं है, लेकिन स्नो एक्सपर्ट्स की सेवाएं ली जा रही हैं। आईटीबीपी की विशेष टीमें लगातार कार्य कर रही हैं। उन्होंने कहा कि सरकार की सर्वोच्च प्राथमिकता हिमस्खलन में फंसे लोगों को सुरक्षित निकालना है। प्रभावित लोगों के परिजनों के लिए हेल्पलाइन नंबर भी जारी किया जा रहा है।

राज्य और केंद्र सरकार में समन्वय

मुख्यमंत्री ने बताया कि राज्य सरकार लगातार केंद्र सरकार से संपर्क में है और प्रधानमंत्री कार्यालय, गृह मंत्री एवं रक्षा मंत्री से भी बातचीत हो रही है। उन्होंने आश्वासन दिया कि रेस्क्यू अभियान में यदि किसी अतिरिक्त एजेंसी की आवश्यकता होगी, तो उनकी मदद तुरंत ली जाएगी। अब तक 32 लोगों को आईटीबीपी अस्पताल में भर्ती कराया गया है। लगातार बर्फबारी के कारण मार्ग अवरुद्ध हो रहे हैं, लेकिन मौसम में सुधार के साथ रेस्क्यू कार्य और तेज किया जाएगा। सभी राहत दलों के बीच समन्वय सुनिश्चित किया गया है, और माणा हेलीपैड को भी सक्रिय किया जा रहा है। एम्स ऋषिकेश, श्रीनगर मेडिकल कॉलेज और गोपेश्वर जिला अस्पताल को भी तैयार रखा गया है।

मुख्यमंत्री ने जिलाधिकारी से ली पूरी जानकारी

मुख्यमंत्री ने वर्चुअल माध्यम से चमोली के जिलाधिकारी श्री संदीप तिवारी से घटना की विस्तृत जानकारी ली। जिलाधिकारी ने बताया कि हिमस्खलन बद्रीनाथ धाम से 6 किमी आगे हुआ, जहां सीमा सड़क संगठन के अंतर्गत बर्फ हटाने वाले मजदूर मौजूद थे। तुरंत आईटीबीपी, एनडीआरएफ और एसडीआरएफ की टीमें राहत कार्यों में जुट गईं। आपदा प्रबंधन विभाग के अनुसार, अब तक 32 लोगों को सुरक्षित निकाला जा चुका है, जबकि शेष लोगों को बचाने का अभियान जारी है।

मुख्यमंत्री रात 8 बजे फिर पहुंचे आपदा कंट्रोल रूम

मुख्यमंत्री श्री पुष्कर सिंह धामी ने रात 8 बजे दोबारा आपदा कंट्रोल रूम पहुंचकर हालात का जायजा लिया। वे लगातार रेस्क्यू कार्यों पर नजर बनाए हुए हैं और अधिकारियों के साथ नियमित स्थिति की समीक्षा कर रहे हैं।मुख्यमंत्री ने कहा कि राज्य सरकार हर प्रभावित व्यक्ति की सुरक्षा और सहायता के लिए पूरी तरह प्रतिबद्ध है। सभी एजेंसियां युद्ध स्तर पर राहत एवं बचाव कार्यों में लगी हुई हैं, और जल्द ही सभी फंसे लोगों को सुरक्षित निकाल लिया जाएगा।

आपदा के दृष्टिगत रिस्पॉन्स टाईम को कम से कम रखे जाने के दिए निर्देश

मुख्यमंत्री ने वर्तमान में प्रदेश मे हो रही भारी वर्षा एवं ऊंचाई वाले क्षेत्रों में हो रहे हिमपात के दृष्टिगत भी निरन्तर सभी जिलाधिकारियों से समन्वय बनाए रखे जाने के भी निर्देश दिए ताकि किसी भी आपदा की स्थिति का त्वरित ढ़ंग से सामना किया जा सके। किसी भी आपदा के दृष्टिगत रिस्पॉन्स टाईम को कम से कम रखे जाने के भी निर्देश मुख्यमंत्री ने अधिकारियों को दिए हैं।
