प्रधानमंत्री मोदी किया हेली एम्बुलेंस का शुभारम्भ, सीएम धामी ने कहा 108 की तर्ज पर चलेगी सेवा…

प्रधानमंत्री नरेंद्र मोदी ने मंगलवार को धन्वंतरि जयंती के अवसर पर, एम्स ऋषिकेश के जरिए देश की पहली हेली एम्बुलेंस सेवा का शुभारंभ किया। दिल्ली के अखिल भारतीय आयुर्वेद संस्थान में आयोजित समारोह में प्रधानमंत्री मोदी ने देश भर के लिए कुल 12850 करोड़, रुपए लागत वाली स्वास्थ्य क्षेत्र की विभिन्न परियोजनाओं का शुभारंभ, उद्धाटन और शिलान्यास किया। उत्तराखण्ड के मुख्यमंत्री श्री पुष्कर सिंह धामी एम्स ऋषिकेश से इस कार्यक्रम में वर्चुअल माध्यम से शामिल हुए।

मुख्यमंत्री पुष्कर सिंह धामी ने अपने संबोधन में कहा कि एम्स ऋषिकेश में हेली एम्बुलेंस सेवा शुरू होने से राज्य की स्वास्थ्य सेवाएं मजबूत और आधुनिक बन सकेंगी, हेली एम्बुलेंस संकट के समय लोगों के लिए संजीवनी का काम करेगी।

कई बार जहां सड़क मार्ग से पहुंचना संभव नहीं होता, हेली एम्बुलेंस ऐसे स्थानों पर भी आसानी से पहुंच कर लोगों की सहायता करेगी। मुख्यमंत्री ने उत्तराखण्ड को हेली एम्बुलेंस और ड्रोन की सुविधा प्रदान करने के लिए प्रधानमंत्री नरेंद्र मोदी, केंद्रीय स्वास्थ्य मंत्री जेपी नड्डा और नागर विमानन मंत्री राम मोहन नायडू का आभार व्यक्त किया।

मुख्यमंत्री ने कहा कि इस सेवा का राज्य को लंबे समय से इंतजार था, अब एम्स ऋषिकेश से देश की पहली सरकारी हेली एम्बुलेंस शुरू हो रही है। यह सेवा 108 एम्बुलेंस की तर्ज पर चलेगी, जिसके जरिए राज्य के कौने-कौने से मरीजों को एम्स लाया जा सकेगा। यह सेवा निशुल्क उपलब्ध होगी।

सीएम ने कहा कि विषम भौगोलिक परिस्थितियों वाले राज्य में कई बार मरीज को बड़े अस्पताल तक पहुंचाने में मुश्किलों का सामना करना पड़ता है। ऐसे में सभी जीवनरक्षक सुविधा से युक्त हेली एम्बुलेंस दूर दराज के मरीजों के लिए जीवन दायनी का काम करेगी।

जल्द ही इसका टोल फ्री नंबर जारी होगा, जिसे सभी 13 जिलों के जिला आपदा प्रबंधन कंट्रोल से जोड़ा जाएगा। किसी भी आपदा की स्थिति में जिला आपदा प्रबंधन कार्यालय की सिफारिश पर तत्काल हेली एम्बुलेंस उपलब्ध कराएगी जाएगी। इसी तरह ड्रोन के प्रयोग से भी दूर दराज के क्षेत्रों से ब्लड सैम्पल लाने और दवा पहुंचाने में मदद मिलेगी। सीएम ने कहा कि ट्रायल दौरान एम्स ऋषिकेश से टिहरी तक मात्र 30 मिनट में दवा पहुंचाई जा चुकी है।

मुख्यमंत्री ने कहा कि प्रधानमंत्री श्री नरेंद्र मोदी के कुशल नेतृत्व में भारत 2047 तक विकसित राष्ट्र बनने की दिशा में आगे बढ़ रहा है। देश के सभी क्षेत्रों में आज नवाचार हो रहे हैं, डिजिटल भुगतान के मामले में देश ने दुनिया के सामने नई लकीर खींची है।

उन्होंने कहा कि आजादी के पहले 70 साल में महज सात एम्स खोले गए, लेकिन प्रधानमंत्री के नेतृत्व में अब एम्स की संख्या तीन गुना हो चुकी है। इसी तरह आयुष्मान योजना भी प्रधानमंत्री नरेंद्र मोदी की देन है। प्रदेश के लोगों को भी इस सेवा का लाभ मिल रहा है।

उन्होंने कहा कि उत्तराखंड में योजना शुरु किए जाने के समय इस पर 40 से 50 करोड़ रुपए खर्च आने का अनुमान था, लेकिन अब इस पर एक हजार करोड़ का खर्च आ रहा है। अब 70 साल से अधिक उम्र के लोगों को अतिरिक्त लाभ देने से उत्तराखण्ड के छह लाख बुजुर्गों लोगों को इसका लाभ मिलेगा।

प्रत्येक जिले में मेडिकल कॉलेज

सीएम ने कहा कि प्रदेश सरकार प्रत्येक जिले में एक मेडिकल कॉलेज खोलने की दिशा में काम कर रही है। किच्छा में एम्स ऋषिकेश के सेटेलाइट सेंटर पर भी तेजी से काम चल रहा है। प्रदेश सरकार वर्तमान 207 प्रकार की निशुल्क पैथालॉजी जांच की सुविधा दे रही है, पर सरकार यहीं पर रुकने वाली नहीं है। सीएम ने कहा कि उत्तराखण्ड में हवाई यातायात की सुविधा बढ़ाने में भी केंद्रीय नागर विमानन मंत्रालय का सहयोग मिल रहा है। केंद्रीय मंत्री ने जौलीग्रांट, पंतनगर एयपोर्ट के विस्तार के साथ ही आरसीएस योजना में पूरा सहयोग का आश्वासन दिया है।

राज्य को हवाई सेवाओं में सहयोग मिलेगा-

इस मौके पर केंद्रीय नागर विमान मंत्री राम मोहन नायडू ने कहा कि हेली एम्बुलेंस का प्रयोग पहाड़ी राज्य के लिए महत्वपूर्ण साबित होगा। इसी तरही ड्रोन के जरिए भी एम्स की सेवाओं को घर घर तक पहुंचाया जा सकेगा। उन्होंने कहा कि केंद्र सरकार उत्तराखण्ड में हवाई सेवाओं को विस्तार देने का प्रयास कर रही है, ताकि देश विदेश के यात्री उत्तराखण्ड आकर यहां की शक्ति अनुभव कर सकें। 10 साल में उत्तराखंड में तेजी से विकास हुआ है।

इस अवसर पर पूर्व सीएम और हरिद्वार सांसद त्रिवेंद्र सिंह रावत, वित्त मंत्री प्रेमचंद अग्रवाल, स्वास्थ्य मंत्री डॉ. धन सिंह रावत, एम्स की निदेशक प्रो. मीनू सिंह भी उपस्थित थे।
