देहरादून: हिमालयन सोसायटी ऑफ जियोसाइंटिस्ट और आपदा प्रबंधन विभाग के अंतर्गत संचालित उत्तराखण्ड भूस्खलन न्यूनीकरण एवं प्रबंधन केंद्र (यू.एल.एम.एम.सी) के संयुक्त तत्वावधान में पर्वतीय क्षेत्रों में जोखिम मूल्यांकन और चुनौतियां विषय पर irdt सभागार में एक राष्ट्रीय सेमिनार का आयोजन किया गया।
सम्मेलन में बतौर मुख्य अतिथि सचिव आपदा प्रबंधन एवं पुनर्वास श्री विनोद कुमार सुमन ने कहा कि आपदाओं के लिहाज से उत्तराखंड समेत अन्य हिमालयी राज्य बेहद संवेदनशील हैं और यहां के संवेदनशीलता को ध्यान में रखते हुए कार्य करने की आवश्यकता है।
उन्होंने कहा कि आपदा के तीन चरण होते हैं, जिसमें सबसे महत्वपूर्ण चरण आपदा पूर्व तैयारी का है। आपदाओं का सामना करने के लिए हमारी जितनी अच्छी तैयारी होगी, प्रभाव उतना ही कम होगा। चाहे मानव संसाधनों की क्षमता विकास करना हो, चाहे खोज एवं बचाव से संबंधित आधुनिक उपकरण क्रय करने हों, अर्ली वार्निंग सिस्टम पर काम करना हो, यह सबसे उपयुक्त समय है।
उन्होंने कहा कि आपदाओं का सामना करने के लिए गोल और रोल दोनों स्पष्ट होने जरूरी है। भारत सरकार ने आईआरएस सिस्टम बनाया है, जिसे अपनाकर यह दोनों लक्ष्य हासिल किए जा सकते हैं।
उन्होंने कहा कि उत्तराखण्ड में विभिन्न आपदाओं से लड़ने में रिस्पांस टाइम कम हुआ है। हम पिछले दस साल की आपदाओं का अध्ययन कर रहे हैं, जिससे यह पता चल सके कि हमने कहां बेहतर किया और कहां कमियां रहीं, ताकि भविष्य में आपदाओं से लड़ने के लिए बेहतर प्लानिंग की जा सके।
यू.एस.डी.एम.ए के अपर मुख्य कार्यकारी अधिकारी-क्रियान्वयन डीआईजी श्री राजकुमार नेगी ने कहा कि आपदा प्रबंधन सिर्फ एक विभाग का कार्य नहीं है। अलग-अलग विभाग एक साथ, एक मंच पर आकर एक लक्ष्य की पूर्ति के लिए कार्य करते हैं और वह लक्ष्य है कम से कम जन-धन की हानि हो। अधिक से अधिक जिंदगियों को बचाया जा सके।
उन्होंने कहा कि उत्तराखण्ड राज्य में आपदा प्रबंधन में आधुनिकतम तकनीक का प्रयोग किया जा रहा है और उत्तराखण्ड राज्य को आपदा प्रबंधन के क्षेत्र में मॉडल स्टेट के रूप में देखा जाता है।
हिमालयन सोसायटी ऑफ जियोसाइंटिस्ट के अध्यक्ष तथा पूर्व महानिदेशक जी.एस.आई श्री आर.एस. गरखाल ने कहा कि हाल के वर्षों में हिमालयी क्षेत्र सबसे अधिक प्राकृतिक आपदाओं से प्रभावित हुआ है। इस सम्मलेन का उद््देश्य विभिन्न चुनौतियों के प्रति अपनी समझ को बढ़ाना और जोखिमों को प्रभावी रूप से कम करने के लिए रणनीति विकसित करना है।
यू.एल.एम.एम.सी के निदेशक श्री शांतनु सरकार ने कहा कि यू.एल.एम.एम.सी विभिन्न केंद्रीय संस्थानों के साथ मिलकर आपदा सुरक्षित उत्तराखंड के निर्माण की दिशा में कार्य कर रहा है। प्रमुख पर्वतीय शहरों का संपूर्ण जियो टेक्निकल, जियो फिजिकल तथा जियोलॉजिकल अध्ययन की दिशा में कार्य किया जा रहा है। साथ ही लिडार सर्वे भी किया जा रहा है।
जो भी डाटा मिलेगा उसे रेखीय विभागों के साथ शेयर किया जाएगा ताकि वे उसके अनुरूप कार्य कर सकें। उन्होंने कहा कि एन.डी.एम.ए ने उत्तराखण्ड में 13 ग्लेशियल झीलें चिन्हित की हैं, जिनमें से पांच अत्यंत जोखिम वाली हैं। उनका भी अध्ययन किया जा रहा है ताकि भविष्य में उनसे होने वाले संभावित जोखिम को कम किया जा सके।
सराहनीय सेवाओं के लिए वैज्ञानिक सम्मानित
देहरादून। इस मौके पर देशभर में विभिन्न बांधों के निर्माण में सराहनीय योगदान के लिए श्री सुभाष चंद्र गुप्ता को लाइफ टाइम अचीवमेंट अवार्ड, मुंबई-पुणे एक्सप्रेस हाइवे पर महज तीन साल में नौ किमी लंबी टनल बनाने वाली एजेंसी के प्रतिनिधि श्री सुरेश कुमार को बेस्ट टनलिंग अवार्ड तथा श्री एस.के. गोयल को बेस्ट माइक्रोपाइलिंग अवार्ड से सम्मानित किया गया।
लैंडस्लाइड डैम और ग्लेशियर झीलें बड़ा खतराः पाटनी
सम्मेलन के संयोजक श्री बी.डी. पाटनी ने कहा कि हिमालयी राज्यों के सामने दो नई चुनौतियों ने दस्तक दे दी है। एक है लैंडस्लाइड डैम और दूसरा खतरा हैं ग्लेशियर झीलें। अगर समय रहते इन्हें कंट्रोल नहीं किया गया तो भविष्य में ये बड़ी त्रासदी का सबब बन सकती हैं। उन्होंने कहा कि हमारे बुजुर्गों का हिमालय संरक्षण को लेकर पारंपरिक ज्ञान बहुत उच्चकोटी का था। पहले लोग नदी से पांच सौ मीटर ऊपर घर बनाते थे और आज नदी किनारे बसने की होड़ से मची है। होटल हों, कैंप हों, घर हों, बाजार हों, भविष्य में सबसे बड़ा खतरा इन्हीं को है। उन्होंने नैनीताल के बलियानाला समेत राज्य के अन्य प्रमुख भूस्खलन क्षेत्रों में उपचार के प्रभावी तरीके भी सुझाए।
आपदाओं से सीख लेना जरूरीः कानूनगो
सी.बी.आर.आई के मुख्य वैज्ञानिक डॉ. डीपी कानूनगो ने कहा कि आपदा के बाद राहत और बचाव कार्य करने में हमने महारत हासिल कर ली है, लेकिन हमें आपदा से पूर्व की तैयारियों को लेकर काफी कुछ करना और सीखना है। उन्होंने कहा कि वैज्ञानिक समुदाय को यदि कहीं कोई आपदा का खतरा महसूस होता है तो उन्हें बिना किसी भय के मजबूती के साथ अपनी बात को शासन-प्रशासन के सम्मुख रखना चाहिए ताकि वे सही समय पर सही एक्शन ले सकें। कम्यूनिकेशन गैप नहीं होना चाहिए।
इसके साथ ही गोदावरी रिवर मैनेजमेंट बोर्ड के पूर्व चेयरमैन श्री एच.के साहू तथा श्री राघवेंद्र कुमार गुप्ता ने बांधों की सुरक्षा पर व्याख्यान दिया। उन्होंने डैम सेफ्टी एक्ट के विभिन्न प्रावधानों के बारे में जानकारी दी। आई.आई.टी रुड़की के वैज्ञानिक डॉ. एसपी प्रधान ने हिमालयी राज्यों में स्लोप कटिंग के विभिन्न पहलुओं तथा उनके उपचार पर प्रकाश डाला।
