उत्तरकाशी: सांसद टिहरी गढ़वाल श्रीमती माला राज्य लक्ष्मी शाह की अध्यक्षता में बुधवार को जिला विकास समन्वय एवं निगरानी समिति (दिशा) की महत्वपूर्ण बैठक हुई। जिला सभागार में आयोजित बैठक में सांसद ने केंद्र सरकार द्वारा संचालित योजनाओं एवं कार्यक्रमों की वित्तीय एवं भौतिक प्रगति की विस्तृत समीक्षा की तथा विकास कार्यों में तेजी लाने और समन्वय के साथ कार्य करने के निर्देश अधिकारियों को दिए।

सांसद श्रीमती शाह ने कहा कि केंद्र सरकार की योजनाएं जनहित से जुड़ी है तथा इनकी क्रियान्वयन प्रक्रिया में जनप्रतिनिधियों की सहभागिता सुनिश्चित की जाए और समयबद्ध व गुणवत्तापूर्ण कार्य को प्राथमिकता दी जाए। उन्होंने पूर्व में आयोजित दिशा की बैठक में दिए गए निर्देशों की अनुपालन स्थिति की भी जानकारी ली। मुख्य विकास अधिकारी एसएल सेमवाल ने बैठक में पावर प्वाइंट प्रेजेंटेशन (पीपीटी) के माध्यम से सांसद द्वारा पूर्व बैठक में दिए गए निर्देशों के अनुपालन की विस्तृत रिपोर्ट प्रस्तुत की। उन्होंने विभिन्न विभागों द्वारा की गई कार्रवाई,परियोजनाओं की स्थिति तथा समाधानात्मक प्रयासों की जानकारी साझा की।

प्रधानमंत्री ग्राम सड़क योजना (पीएमजीएसवाई) की समीक्षा करते हुए सांसद ने निर्माणाधीन सड़क मार्गों और मोटर पुलों के कार्यों में अपेक्षित प्रगति न होने पर चिंता व्यक्त करते हुए कार्यों में तेजी लाने के निर्देश दिए। बैठक में गंगोत्री विधायक ने जामक,ब्याणा,स्याबा मोटर पुलों के साथ ही निर्माणाधीन सड़क मार्गों की अद्यतन स्थिति तथा गंगोत्री विधानसभा क्षेत्र में पीएमजीएसवाई के अंतर्गत स्वीकृत नई सड़कों की प्रगति के बारे में जानकारी चाही। पुरोला विधायक ने जखोल-लिवाड़ी सड़क मार्ग सहित सालरा,कलाप,सौड़,ओसला और मुंगरसन्ति सड़क परियोजनाओं की वर्तमान स्थिति से अवगत कराते हुए निर्माण कार्यों में तेजी लाने की मांग की। अधिशासी अभियंता द्वारा अवगत कराया गया कि जिले में कुल 15 मोटर पुलों का निर्माण कार्य किया जा रहा है जिसमें 5 पुल पूर्ण हो चुके हैं। जिले में 126 सड़क मार्ग स्वीकृत हुए है।

जिसमें भटवाड़ी में 40, चिन्यालीसौड़ में 20 और पुरोला में 46 सड़कें शामिल हैं। उन्होंने बताया कि सड़क निर्माण कार्यों के चलते जिन किसानों की भूमि अधिग्रहित की गई थी उनके प्रतिकर की प्रक्रिया पूर्णता की ओर है। अब तक ₹40 करोड़ की आवंटित धनराशि के सापेक्ष ₹35 करोड़ की प्रतिपूर्ति किसानों को की जा चुकी है। विधायक एवं जनप्रतिनिधियों द्वारा जर्जर और झूलती विद्युत लाइनों,तिरछे विद्युत पोलों के सर्वेक्षण एवं उनके प्रतिस्थापन की मांग की गई। साथ ही शहरी क्षेत्रों में विद्युत लाइनों को भूमिगत करने के लिए योजना तैयार करने का सुझाव भी दिया गया ताकि नागरिकों की सुरक्षा सुनिश्चित की जा सके। मनरेगा योजना की समीक्षा के दौरान जनपद उत्तरकाशी को राज्य में प्रथम स्थान प्राप्त होने पर सांसद ने संबंधित विभाग की सराहना की। इसके अतिरिक्त जनप्रतिनिधियों द्वारा प्रधानमंत्री आवास योजना के तहत पात्र लाभार्थियों की सही पहचान हेतु पुनः सत्यापन कराने की आवश्यकता पर बल दिया। बैठक में जल जीवन मिशन के अंतर्गत कुमराडा,दिचली,सारी गाड़-कंडारी,धारी क्लोगी, देवराना आदि ग्रामीण क्षेत्रों में लंबित पम्पिंग योजनाओं को शीघ्र पूर्ण कराने हेतु ठोस रणनीति बनाए जाने पर भी विस्तृत विचार-विमर्श किया गया। साथ ही दूरस्थ क्षेत्रों में शिक्षकों एवं चिकित्सकों की तैनाती की आवश्यकता पर भी जोर दिया गया। विधायक एवं जनप्रतिनिधियों द्वारा बागवानी और पशुपालन को बढ़ावा देने के उद्देश्य से बगीचों की घेरबाड़ और गौशाला निर्माण के लिए बजट बढ़ाने पर भी बल दिया।
