देहरादून: दिवाली से पहले राज्य सरकार, दुग्ध उत्पादक किसानों को उनके लंबित बकाए का पूरा भुगतान कर देगी। पशुपालन, दुग्ध विकास, मत्स्य पालन मंत्री सौरभ बहुगुणा ने इसकी जानकारी देते हुए, बताया कि आंचल द्वारा राज्य के छह स्थानों पर दिवाली मेले का भी आयोजन किया जा रहा है।
जिसमें आंचल के उत्पादों की बिक्री की जाएगी। आज सोमवार को सचिवालय में आयोजित पत्रकार वार्ता में पशुपालन, दुग्ध विकास, मत्स्य पालन मंत्री श्री सौरभ बहुगुणा ने कहा कि मुख्यमंत्री पुष्कर सिंह धामी के नेतृत्व में प्रदेश सरकार लगातार पशुपालकों के हित में कार्य कर रही है। इसके लिए सरकार किसानों को कई तरह से प्रोत्साहन दे रही है।
बहुगुणा ने बताया कि किसानों का दुग्ध संघों पर करीब साढ़े 12 करोड़ रुपए बकाया चल रहा है। इसी तरह दुग्ध प्रोत्साहन राशि के रूप भी 5.89 करोड़ रुपए का बकाया चल रहा है। उक्त सभी बकाया राशि का भुगतान दिवाली से पहले कर दिया जाएगा। इसका लाभ करीब 53 हजार दुग्ध उत्पादक किसानों को मिलेगा।
बहुगुणा ने बताया कि सरकार ने गत ढाई साल में दूध के दाम को आठ से 11 रुपए प्रति लीटर तक बढ़ाया है, जबकि पहले सालाना औसत बढ़ोत्तरी एक से सवा रुपए प्रति लीटर तक होती थी। इसके फलस्वरूप अब दुग्ध उत्पाद किसान, आंचल के जरिए दूध की बिक्री के लिए प्रोत्साहित हो रहे हैं। यही कारण है कि दुग्ध संघ का टर्नओवर दो साल में 20.94 करोड़ रुपए से बढ़कर, 43.78 करोड रुपए पहुंच गया है। जबकि लाभ 2.71 करोड़ रुपए से बढ़कर 7.23 करोड़ रुपए पहुंच गया है।
बहुगुणा ने बताया कि सरकार किसानों की आय को बढ़ाने के लिए कई योजना चला रही है। इसके लिए गंगा गाय योजना में गाय या भैंस खरीदने के मानकों में पहाड़ी क्षेत्रों के अनुसार बदलाव किए गए हैं। साथ ही सरकार साइलेज पर भी सब्सिडी को 50 प्रतिशत से बढ़ाकर 75 प्रतिशत कर चुकी है। बहुगुणा ने कहा कि 2022 में एक बार भूसे का रेट 1600 प्रति कुंतल तक पहुंच गया था, इसके बाद सरकार भूसे पर 50 प्रतिशत सब्सिडी प्रदान कर रही है।
बहुगुणा ने कहा कि आंचल को लाभप्रद बनाने के लिए नए उत्पाद लांच किए गए। उन्होंने बताया कि आंचल के जरिए किसानों की आय बढ़ाने के लिए विभाग की ओर से नैनीताल, यूएसनगर, देहरादून, हरिद्वार, चम्पावत और चमोली में दिवाली से पहले अलग अलग तिथियों पर दो दिवसीय दिवाली मेला का आयोजन किया जा रहा है, जिसमें आंचल के उत्पाद बिक्री के लिए उपलब्ध होंगे। इन मेलों में विभागीय प्रचार प्रसार के स्टॉल भी लगाए जाएंगे।
विभागीय मंत्री ने बताया कि सरकार मत्स्य पालन, कुक्कुट पालन, बकरी पालन के जरिए भी स्वरोजगार को प्रोत्साहन देते हुए, पलायन रोकथाम का प्रयास कर रही है। उन्होंने बताया कि आज सोमवार को ही केंद्रीय गृह मंत्री अमित शाह की ओर से गुजरात में उत्तराखंड के बद्री घी की लांचिंग की जा रही है, इससे बद्री घी को राष्ट्रीय स्तर पर पहचान मिल सकेगी। उन्होंने कहा कि केंद्र सरकार के सहयोग से सितारगंज में एक्वा पार्क का भी निर्माण किया जा रहा है।
इससे राज्य के मत्स्य पालकों को लाभ मिलेगा । इस मौके पर विभागीय सचिव डॉ. बीवीआरसी पुरुषोत्तम ने बताया कि उक्त सभी घोषणाएं रुद्रप्रयाग जिले को छोड़कर शेष सभी जिलों में तत्काल प्रभाव से लागू होंगी।
