मुख्यमंत्री पुष्कर सिंह धामी की पहल पर विदेशों में रहने वाले प्रवासियों के लिए चलाए जा रहे, गांव को गोद लें (एडोप्ट ए विलेज) कार्यक्रम में रुचि दिखाते हुए, कई प्रवासियों ने अपने लिए गांव चिन्हित कर लिए हैं। साथ ही राज्य सरकार के सामने चिन्हित गांवों के लिए विकास का रोडमैप भी प्रस्तुत किया है।
गांव को गोद लें (एडोप्ट ए विलेज) कार्यक्रम का विचार, गत 05 मार्च, को मुख्यमंत्री पुष्कर सिंह धामी द्वारा विभिन्न देशों में रहने वाले प्रवासी उत्तराखंडियों के साथ हुए संवाद में निकल कर आया। जिसमें मुख्यमंत्री ने प्रवासियों से राज्य में एक या एक से अधिक गाँवों को गोद लेने की अपील की। इसके बाद कई प्रवासियों ने गांव चिन्हित करते हुए, राज्य सरकार के सामने यहां किए जाने वाले कार्यां का रोडमैप प्रस्तुत किया है।
चीन निवासी देव रतूड़ी ने टिहरी जिले में सुनार गांव और कमैरा सौड़ गांव में सोलर लाइट लगाने, युवाओं को चीन की होटल इंडस्ट्री में रोजगार प्राप्त और शिक्षा के क्षेत्र में सहयोग करने की इच्छा जाहिर करते हुए, प्रोजेक्ट पर काम शुरू कर दिया है।
इसी तरह वर्तमान में अमेरिका में निवासरत उद्यमी शैलेश उप्रेती ने अल्मोड़ा जिले में स्थित मनान गांव में अपनी कंपनी का इंडिया कॉरपोरेट ऑफिस खोलने और एनर्जी स्टोरेज सेंटर खोलने की दिशा में काम प्रारंभ कर दिया है।
सीमांत गांव का चयन
वर्तमान में यूएई में निवासरत टिहरी जिले के मूल निवासी विनोद जेठूड़ी ने उत्तरकाशी जिले के सीमांत ओसला गांव में स्किल ट्रेनिंग और पिथौरागढ़ निवासी गिरीश पंत ने बजेट और बरसायत गांवों में शिक्षा, कम्प्यूटर एजूकेशन के साथ ही स्थानीय उतपादों का बढ़ावा देने की दिशा में काम करने की इच्छा जाहिर की है।
पौड़ी जिले के निवासी डॉ एके काला, थाईलैंड में उद्यमी हैं, उन्होंने पौड़ी जिले के किसी एक गांव के मेधावी छात्रों की शिक्षा में मदद करने की इच्छा जाहिर है। जबकि वर्तमान में ब्रिटेन में निवारसत, नैनीताल जिले की नीरू अधिकारी ने नौकुचियाल के निकट एक्वा टोक में किवी उत्पादन, ध्यान योग केंद्र की स्थापना के साथ ही देहरादून जिले के सभावाला गांव कौशल विकास का प्रशिक्षण देने की योजना प्रस्तुत की है।
क्या है गांव को गोद लें कार्यक्रम
योजना का उद्देश्य प्रवासी उत्तराखंडियों की विशेषज्ञता, अनुभव और वित्तीय सहायता से गांव का सर्वागींण विकास करना है। यह प्रक्रिया पूर्ण रूप से स्वैच्छिक है, प्रवासीजन अपने या किसी भी गांव का चयन इसके लिए कर सकते हैं। राज्य सरकार प्रवासियों के साथ चर्चा कर आपसी सहमति के आधार पर गांव के विकास के लिए आरम्भिक 2-3 वर्षों के लिए एक रोडमैप तैयार करती है।
इसके लिए प्रवासियों एवं स्थानीय प्रशासन के मध्य एमओयू भी सम्पादित किया जाने का प्रावधान है। प्रवासियों द्वारा चिन्हित गांव में शिक्षा, इंटरनेट कनैक्टिविटी, छात्रवृत्ति, उद्यमिता और स्वरोजगार को बढ़ावा देने जैसे कार्य किए जा सकते हैं। निर्माण गतिविधियाँ केवल अपरिहार्य एवं आवश्यक परिस्थितियों में ही किए जाने का प्रावधान है। जिलाधिकारी चिन्हित गांव में चल रहे कार्यक्रमों की निगरानी करते हुए, इसे मॉडल गांव के तौर पर विकसित करेंगे।
प्रवासी उत्तराखंडियों ने ‘गांव को गोद लें’, कार्यक्रम में रुचि दिखाते हुए, अपने प्रस्ताव सरकार के सामने प्रस्तुत किए हैं। चिन्हित गांवों के लिए प्रवासियों के सुझाव पर विस्तृत विकास योजना बनाई जा रही है। उक्त गांव, विकास के रोल मॉडल बनते हुए, दूसरे प्रवासियों के लिए भी प्रेरणा का काम करेंगे।
