देहरादून। उपनल के माध्यम से विभिन्न विभागों में तैनात लगभग 23 हजार उपनल कार्मिकों के हित को ध्यान में रखते हुए पंजाब नेशनल बैंक (पीएनबी) एवं उत्तराखण्ड पूर्व सैनिक कल्याण निगम लिमिटेड (उपनल) के मध्य एक अनुबन्ध पर हस्ताक्षर हुए। अब किसी भी उपनल कार्मिक की दुर्घटना में मृत्यु होने पर उनके आश्रित को रूपये 50 लाख का सहायता राशि प्रदान की जायेगी।
बुधवार को देहरादून में सैनिक कल्याण मंत्री के कैम्प कार्यालय में अनुबंध पर हस्ताक्षर कार्यक्रम आयोजित हुआ, जिसमें सैनिक कल्याण मंत्री गणेश जोशी उपस्थित रहे। कार्यक्रम में उपस्थित पूर्व सैनिकों को संबोधित करते हुए सैनिक कल्याण मंत्री गणेश जोशी ने कहा कि प्रदेश के मुख्यमंत्री पुष्कर सिंह धामी के नेतृत्व में राज्य सरकार सैनिकों पूर्व सैनिकों और उनके आश्रितों के कल्याण के लिए अनेकों योजनाओं के माध्यम से लाभांवित किया जा रहा है और यह कदम पूर्व सैनिकों और उनके आश्रितों के कल्याण की प्रतिबद्धता का प्रमाण है।
सैनिक कल्याण मंत्री ने बताया कि उपनल कार्मिक की व्यक्तिगत दुर्घटना में मृत्यु होने पर 50 लाख रुपये की एकमुश्त धनराशि उसके आश्रित को प्रदान की जायेगी। साथ ही, एक वित्तीय वर्ष के अन्तराल में कार्मिको को उनके वेतनानुसार 40 से 100 चैक की सुविधा के लिए कोई अतिरिक्त शुल्क नहीं लिया जायेगा। एक महीने के अन्तराल में कार्मिको को उनके वेतनानुसार 2 से 5 आरटीजीएस, एनआईएफटी एवं डिमांड ड्राफ्ट की सुविधा भी निःशुल्क प्रदान की जायेगी। उन्होंने बताया कि उपनल कार्मिकों को मकान, वाहन एवं व्यक्तिगत ऋण लेने पर, बैंक द्वारा लिए जाने वाले प्रोसेसिंग शुल्क में पचास प्रतिशत की छूट एवं बोनान्जा ऑफर के अन्तर्गत 100 प्रतिशत तक की छूट प्रदान की जायेगी।
उन्होंने कहा कि देश की रक्षा करने वाला हर पांचवा सैनिक उत्तराखंड से होता है। यह वीरों की भूमि है, राष्ट्र भक्तों की भूमि है, उत्तराखंड सैनिक बाहुल्य प्रदेश है। उपनल का गठन पूर्व सैनिकों और उनके आश्रितों के कल्याण के लिए किया गया है। उन्होंने कहा कि प्रदेश में 22 हजार से अधिक कार्मिक उपनल के माध्यम से सेवाएं दे रहे है। मंत्री ने कहा कि इस अनुबंध के उपरांत प्रदेश के विभिन्न कार्यालयों और प्रदेश से बाहर भी उपनल से हजारों की संख्या में तैनात कर्मचारियों के आश्रितों को लाभ मिलेगा।
