उत्तराखंड के सीमांत जिलों में स्थित आईटीबीपी की बटालियनें अक्तूबर, 2024 तक मटन, चिकन, फिश सप्लाई के लिए बड़े शहरों पर निर्भर थीं। लेकिन अब उत्तराखंड पशुपालन विभाग ने आईटीबीपी का अनुबंध सीधे स्थानीय पशु पालकों से करा दिया है। इसके बाद शुरुआती पांच महीने में ही, चार सीमांत जिलों के 253 किसान आईटीबीपी के साथ 2.6 करोड़ का कारोबार कर चुके हैं।
पशुपालन विभाग ने गत 30 अक्तूबर को इस योजना को लेकर आईटीबीपी के साथ विधिवित अनुबंध किया। इसके तहत पिथौरागढ़, चमोली, उत्तरकाशी और चम्पावत जनपद के 10 सहकारी समितियों और एफपीओ से जुड़े 253 किसान आईटीबीपी की नजदीकी बटालियन को जिंदा मटन, चिकन, फिश की आपूर्ति कर रहे हैं।
योजना के शुरुआती पांच महीने में ही ये किसान, आईटीबीपी को कुल मिलाकर 79,530 किलो (42,748 किलो जिंदा भेड़- बकरी, 29,407 किलो चिकन और 7,374 किलो ट्राउट फिश) की सप्लाई कर चुके हैं। इस तरह उन्होंने आईटीबीपी के साथ कुल 2.6 करोड़ रुपए का कारोबार कर लिया है।
सालाना 20 करोड़ रुपए कारोबार की उम्मीद
पशुपालन विभाग के सचिव डॉ बीवीआरसी पुरुषोत्तम ने बताया कि योजना के तहत किसानों को सप्लाई के 24 घंटे के भीतर, डीबीटी के जरिए भुगतान किया जा रहा है। इसके लिए विभाग ने पांच करोड़ रुपए के रिवाल्विंग फंड की व्यवस्था की हुई है। उन्होंने बताया कि योजना के तहत आईटीबीपी को सालाना 800 मीट्रिक टन मटन, चिकन, फिश सप्लाई की उम्मीद है, इससे किसानों का कुल करीब 20 करोड़ का कारोबार होगा। जो सीमांत किसानों की आजीविका में बड़ा बदलाव लाएगा।
*इस योजना के बेहद सकारात्मक परिणाम आए हैं, सीमांत के किसानों की आय बढ़ने से गांवों में पलायन भी कम होगा। साथ ही वो आईटीबीपी के साथ मिलकर, देश की रक्षा पंक्ति को मजबूत करने का काम करेंगे। आईटीबीपी को भी ताजा खाद्य सामग्री की आपूर्ति होगी।*

सफल किसानों की कहानी
पिथौरागढ़ जिले में मूनाकोट ब्लॉक के बड़ालू गांव के निवासी नरेंद्र प्रसाद भी जनवरी से आईटीबीपी को चिकन सप्लाई कर रहे हैं। 40 वर्षीय नरेंद्र प्रसाद बताते हैं कि उन्होंने 2022-23 में पशुपालन की कुक्कुट पालन योजना के तहत मुर्गी पालन का काम शुरू किया, अब वो प्रति माह करीब 16 कुंतल चिकन की सप्लाई करते हैं, जिससे आईटीबीपी को भी तीन कुंतल सप्लाई होती है। इसी तरह मूनाकोट ब्लॉक में ही देवदार गांव के निवासी प्रकाश कोहली भी जनवरी 2025 से आईटीबीपी को 11 कुंतल बकरी सप्लाई कर चुके हैं। जिससे उन्हें 50 हजार का फायदा हुआ है। योजना का फायदा देखते हुए अब वो गोट वैली में भी आवेदन कर रहे हैं।
