मिलावटखोरी रोकने के लिए डिकॉय आपरेशन, इंफोर्समेंट और सर्विलांस की भी ली जाएगी मदद :- ताजबर जग्गी

देहरादून: होली पर आम जनता तक शुद्ध और सुरक्षित खाद्य उत्पाद उपलब्ध कराने के लिए खाद्य संरक्षा एवं औषधि प्रशासन ने प्रदेशभर में मिलावटखोरों के खिलाफ सख्त अभियान छेड़ दिया है। खासतौर पर दूध, मावा, पनीर और खोया जैसे उत्पादों की जांच की जा रही है।

देहरादून, हरिद्वार और ऊधम सिंह नगर जैसे संवेदनशील जिलों में विशेष सतर्कता बरती जा रही है। देहरादून के आशारोड़ी बॉर्डर पर बाहर से आने वाले दूध और उसके उत्पादों की सख्त जांच की जा रही है।

खाद्य संरक्षा एवं औषधि प्रशासन के आयुक्त डा. आर राजेश कुमार ने कहा कि इसको लेकर एक विस्तृत SOP जारी कर दी गई है। सम्बंधित अधिकारियों को मिलावटखोरों के ख़िलाफ़ कड़ी कार्रवाई के निर्देश जारी किए गए हैं। उन्होंने बताया खाद्य सैम्पलों की प्राथमिकता से जांच होगी और दोषी पाए जाने वाले मिलावटखोरों और विक्रेताओं के खिलाफ कानूनी कार्रवाई की जाएगी। इसके लिए 05 लाख तक जुर्माना और 06 साल तक की कैद हो सकती है।

आयुक्त डा. आर राजेश कुमार ने बताया कि खाद्य संरक्षा एवं औषधि प्रशासन प्रदेश भर में मिलावटखोरी को रोकने के लिए लगातार अभियान चलाता है। यह अभियान मुख्यमंत्री पुष्कर सिंह धामी और स्वास्थ्य मंत्री डा. धन सिंह रावत के मार्गदर्शन में चल रहा है। इसके तहत अब होली के मद्देनजर विभाग ने व्यापक कार्ययोजना तैयार की है।

सख्त SOP जारी, नहीं बच पाएंगे मिलावटखोर

फूड सेफ्टी विभाग ने सख्त SOP जारी की है। राज्य के सभी जिलाधिकारियों, समस्त प्रभारी/अभिहित अधिकारियों को दिशा निर्देश जारी किए गए हैं। डॉ आर राजेश कुमार ने कहा SOP में खाद्य सुरक्षा मानक अधिनियम-2006 एवं नियम 2011 के प्राविधानों के अंतर्गत मिलावटी खाद्य पदार्थ निर्माताओं/ थोक विक्रेता/आपूर्तिकर्ता/ फुटकर विक्रेताओं के विरूद्ध सख्त कार्यवाही के लिए कहा गया है।

होली के अभियान की अवधि में की गयी प्रवर्तन कार्यावाहियों की समीक्षा की जायेगी। खाद्य कारोबारी जो नियमों का उल्लंघन करते हुये गये एवं जो नियमित रूप से उल्लंघन कर्ता हैं को चिन्हित करते हुये कड़ी कानूनी कार्यवाही की जायेगी। डॉ आर राजेश कुमार ने कहा आदेशों का तत्काल कड़ाई से अनुपालन सुनिश्चित करते हुए प्रत्येक कार्य दिवस की गयी कार्यवाही ई-मेल के माध्यम से कार्यालय खाद्य संरक्षा एवं औषधि प्रशासन उत्तराखण्ड को अवगत कराई जाएगी। इस विस्तृत SOP में हर पहलू का ध्यान रखा गया है।

प्रदेश के जनपदों को तीन श्रेणियों में बांटा

खाद्य संरक्षा एवं औषधि प्रशासन के अपर आयुक्त ताजबर सिंह जग्गी ने बताया कि होली को देखते हुए मिलावटखोरों से निपटने के लिए प्रदेश को तीन श्रेणियों में विभाजित किया गया है। ऊधमसिंह नगर, नैनीताल, हरिद्वार, देहरादून, टिहरी और पौड़ी जिलों को एक श्रेणी में शामिल किया गया है। इसके अलावा चम्पावत, बागेश्वर और अल्मोड़ा को एक श्रेणी में बांट गया है। इन जिलों के लिए विभाग ने सचल खाद्य लैब की व्यवस्था की है। ये टीमें त्योहारी सीजन में अचानक कहीं भी छापेमारी कर सैंपलिंग कर सकती हैं।

डिकॉय आपरेशन, इंफोर्समेंट और सर्विलांस की ली जाएगी मदद

अपर आयुक्त ताजबर जग्गी ने बताया कि मिलावटखोरी रोकने के लिए डिकॉय आपरेशन, इंफोर्समेंट और सर्विलांस की मदद भी ली जाएगी। साथ ही विभाग की ये टीमें उपभोक्ताओं को भी मिलावटी वस्तुओं के बारे में जागरूक करेंगी। अभिसूचना से मिली जानकारी के आधार पर छापेमारी की जाएगी। संभावित विरोध को देखते हुए खाद्य संरक्षा एवं औषधि प्रशासन की टीमें पुलिस प्रशासन का भी सहयोग लेगी। अपर आयुक्त ताजबर जग्गी ने बताया कि उत्तरकाशी, पिथौरागढ़ और चमोली जिलों में भी यह अभियान चलेगा।

दूध से बने उत्पादों पर पैनी नज़र
दूध से बने उत्पाद और अन्य पदार्थों की सैंपलिंग होगी और इसे लैब में भेजा जाएगा। मानको का अनुपालन न करने वालों के खिलाफ खाद्य सुरक्षा एवं मानक अधिनियम 2006 के तहत कार्रवाई की जाएगी। बिना लाइसेंस के उत्पाद करने वाले कारोबारियों के खिलाफ सख्त कानूनी कार्रवाई की जाएगी। अपर आयुक्त जग्गी ने बताया कि सभी सैंपलों की जांच प्राथमिकता के आधार पर होगी। यदि सैंपल में मिलावट पाई गयी तो मिलावटी वस्तुओं का उत्पादन करने वाले और मिलावटी वस्तुओं की बिक्री करने वाले लोगों के खिलाफ सख्त कानूनी कार्रवाई की जाएगी।

बॉर्डर इलाकों में भी मिलावटखोरों पर नजर

अपर आयुक्त एवं ड्रग कंट्रोलर ताजबर जग्गी ने बताया कि उत्तर प्रदेश से सटे बॉर्डर इलाकों में भी मिलावटखोरों पर नजर रखी जा रही है। विभाग ने सैंपल टेस्ट वाहनों के जरिए ऑनस्पॉट सैंपल टेस्टिंग की व्यवस्था की है ताकि मिलावट का तुरंत पता लगाया जा सके। ऐसे में मिलावट की गई चीज़ें पहचान में आ जाएंगी।

संयुक्त टीमों के साथ छापेमारी

खाद्य संरक्षा विभाग ने मिलावटखोरों पर शिकंजा कसने के लिए संयुक्त टीमें बनाई हैं ये टीमें जिलों के नोडल अधिकारियों के साथ मिलकर प्रतिष्ठानों में छापेमारी कर रही हैं। विभाग की ओर से विजिलेंस सेल का गठन किया गया है, जो शिकायत मिलने पर त्वरित कार्रवाई करती है. साथ ही सर्विलांस के जरिए भी मॉनिटरिंग की जा रही है. गौरतलब है कि बड़े स्तर पर होली की मिठाई में ज़हर घोलने वालों पर लगाम लगाई जा रही है।

ऊधम सिंह नगर-हरिद्वार में सबसे ज्यादा सैंपलिंग
अपर आयुक्त ताजबर जग्गी ने बताया कि सबसे ज्यादा शिकायतें ऊधम सिंह नगर और हरिद्वार जिलों से मिलती हैं। इन जिलों में विशेष चेकिंग अभियान चलाकर खाद्य पदार्थों की सैंपलिंग की जा रही है। सभी जिलों में फूड इंस्पेक्टर लगातार प्रतिष्ठानों का निरीक्षण कर रहे हैं. आमतौर पर त्योहारों के दौरान मिठाई समेत कई खाद्य पदार्थों में मिलावट का खेल शुरु हो जाता है। इसको ध्यान में रखते हुए हम इस बार बड़े स्तर पर पूरे प्रदेश में ऐसी कार्रवाई को अंज़ाम दे रहे हैं, जिससे प्रदेश में मिलावटखोरों का अस्तित्व ही खत्म हो जाए।
