मुख्यमंत्री ने कहा कि पत्रकारिता को संविधान का चौथा स्तंभ कहा जाता है। पत्रकार और पत्रकारिता सिर्फ राजनीतिक और सामाजिक विषयों के प्रचार-प्रसार का माध्यम मात्र नहीं बल्कि लोकतंत्र को जीवित रखने का एक साधन भी है। आम जनता को सरकार की विभिन्न लाभकारी योजनाओं से परिचित कराना हो या उनकी समस्याओं से सरकार को अवगत कराना हो, इन दोनों महत्वपूर्ण दायित्वों का भार मीडिया पर होता है। पत्रकार समाज का वो दर्पण है, जो सरकार और उसके पूरे तंत्र को, उसके कार्यों के धरातल पर होने वाले प्रभावों से अवगत कराता है। जब कभी राष्ट्र को विकट परिस्थितियों का सामना करना पड़ता है तो हमारे पत्रकार बंधु, हमारे वीर जवानों की भांति उस विकट परिस्थिति में सरकार और जनता के साथ कंधे से कंधा मिलाकर कार्य करते हैं।

मुख्यमंत्री ने कहा कि प्रधानमंत्री श्री नरेंद्र मोदी के नेतृत्व में भारत में अभिव्यक्ति की स्वतंत्रता को सशक्त बनाने की दृष्टि से मीडिया जगत को एक महत्वपूर्ण स्थान दिया गया है। उत्तराखंड सरकार भी पत्रकार बंधुओं की समस्याओं के प्रति संवेदनशील है। हमने जहां एक ओर पत्रकारों की पेंशन में वृद्धि की, वहीं विभिन्न जिलों से देहरादून आने वाले पत्रकारों को पूर्व की भांति सूचना विभाग के जरिये प्रदेश की राजधानी में रहने की उचित व्यवस्था में सहयोग करने की भी घोषणा की। मुख्यमंत्री पत्रकार पेंशन योजना के तहत पत्रकार कल्याण कोष में 2 करोड़ रुपए की बढ़ोतरी भी की गई। मुख्यमंत्री ने कहा कि दिवंगत पत्रकार श्री दुर्गा नौटियाल के परिवारजनों को पत्रकार कल्याण कोष से 05 लाख रूपये दिये जायेंगे।
