आयुक्त/सचिव मा. मुख्यमंत्री दीपक रावत ने सोमवार को काठगोदाम स्थित सर्किट हाउस सभागार में जमींदारी विनाश एवं भूमि व्यवस्था अधिनियम की कुमाऊं मंडल की समीक्षा की।
आयुक्त रावत ने कुमाऊं मण्डल के पर्वतीय एवं मैदानी क्षेत्रों में जमीन की खरीद फरोख्त को लेकर सभी जिलों के उपजिलाधिकारी एवं तहसीलदारों को भूमि क्रय करते समय जो प्रयोजन बताया गया था, वह प्रयोजन हो रहा है उस की जांच की जाए।
उन्होंने कहा कि कुमाऊं मंडल में जिन लोगों ने भूमि धार्मिक प्रयोजन के लिए ली है लेकिन उसका प्रयोग होटल, रिसॉर्ट आदि में हो रहा है तो उसकी जांच कर कार्रवाई की जाए।
कुमाऊं के जनपद नैनीताल में 74, अल्मोडा 24, ऊधम सिंह नगर में 41, बागेश्वर में 4 मामले भूमि प्रयोजन उल्लंघन के मामले पाये गये है जबकि जनपद चम्पावत व पिथौरागढ में अभी तक कोई मामला सामने नहीं आया है।
आयुक्त ने कहा अमूमन शिकायत मिलती है कि कृषि प्रयोजन के लिए भूमि ली है लेकिन उसका इस्तेमाल कृषि के बजाय होटल, रिसोर्ट आदि में कामर्शियल इस्तेमाल किया जा रहा है जो उचित नहीं है। इस भूमि का उपयोग सिर्फ कृषि में ही होना चाहिए। ऐसे प्रकरणों की गहनता से जांच होनी चाहिए। यदि नियमों का उल्लंघन मिलता है तो उक्त भूमि को राज्य सरकार के अधीन की जाए।
बैठक में उपजिलाधिकारी एवं तहसीलदारों ने भूमि के दुरूपयोग को रोकने के लिए सुझाव दिए। जिसमें सभी ने सर्व सम्मति से बाहरी लोगों को 250 वर्ग मीटर आवासीय भूमि क्रय करने के प्रशासन की अनुमति अनिवार्य करने का सुझाव दिया ताकि ऐसे लोगों की प्रोफाइलिंग की जा सके । क्योंकि एक ही परिवार के लोग आसपास में ही 250- 250 वर्ग मीटर भूमि क्रय कर उसपर रिसॉर्ट व होटल बना लेते हैं।
इससे भविष्य में कहीं और भूमि नहीं क्रय कर सके एवं अधिनियम का वायलेशन नहीं हो। इसके अलावा शासन स्तर पर राज्यव्यापी नहीं बल्कि जिलेवार भूमि की उपलब्धता को देखते हुए नीति बनाई जाए। क्योंकि कई ऐसे जिले व स्थान हैं जहां भूमि क्रय पर रोक लगना अनिवार्य है।
आयुक्त ने कहा कि बैठक मेे इस कानून के सम्बन्ध में आ रही कठिनाईयों के सम्बन्ध में शासन को अवगत कराया जायेगा।
बैठक में अपर आयुक्त जीवन सिंह नगन्याल,मुख्य नगर आयुक्त रूद्रपुर नरेश दुर्गापाल, काशीपुर विवेक राय, उपजिलाधिकारी पारितोष वर्मा, प्रमोद कुमार, रेखा कोहली,संजय कुमार,रविन्द्र सिंह, केएन गोस्वामी, कौस्तुभ मिश्रा,राहुल साह, तुषार सैनी, तहसीलदार सचिन कुमार,कुलदीप पाण्डे,मनीषा बिष्ट,पूजा शर्मा, मनीषा मरकाना आदि उपस्थित थे।
