देहरादून: भीमताल की पहाड़ियों में फैली ठंडी हवा और मधुमक्खियों की हल्की गुनगुनाहट — इन्हीं के बीच पंकज पांडे अपने परिवार द्वारा चलाए जा रहे मधुमक्खी पालन केंद्र के छत्तों से शहद से भरा लकड़ी का फ्रेम सावधानी से उठाते हैं। कुछ साल पहले तक उनके इस मधुमक्खी पालन के छोटे से काम द्वारा घर का खर्च चलाना भी काफी मुश्किल था। लेकिन कुमाऊँ विश्वविद्यालय के एमबीए छात्र पंकज के जीवन में एक नया मोड़ तब आया, जब उन्होंने देवभूमि उद्यमिता योजना (डीयूवाई) के तहत आयोजित दो-दिवसीय बूट कैंप में हिस्सा लिया। यह योजना उत्तराखंड सरकार के उच्च शिक्षा विभाग की पहल है, जिसे भारतीय उद्यमिता विकास संस्थान (EDII), अहमदाबाद द्वारा लागू किया गया है।
इस प्रशिक्षण शिविर ने पंकज के भीतर एक नई सोच जगाई — कि पारिवारीक पारंपरिक शहद उत्पादन व्यवसाय एक आधुनिक और ब्रांडेड उद्यम बन सकता है। मेंटर्स के मार्गदर्शन में उन्होंने अपना बिज़नेस मॉडल कैनवस तैयार किया। उनकी लगन और दृष्टि को देखते हुए, डीयूवाई के मेंटर्स ने उन्हें 12-दिवसीय उद्यमिता विकास कार्यक्रम (EDP) के लिए चुना, जहाँ पंकज ने अपने व्यावसायिक विचारों को और निखारा और आगे बढने की ठोस दिशा पाई।

इसी तरह, उत्तराखंड के जंगलों में लगने वाली आग से होने वाले नुकसान को देखते हुए, ज़ैनब सिद्दीकी ने एक नया समाधान खोजने का निश्चय किया। सरकारी पीजी कॉलेज, न्यू टिहरी से वनस्पति विज्ञान में स्नातकोत्तर ज़ैनब ने ‘इको नेक्सस इनोवेशन प्राइवेट लिमिटेड’ की स्थापना की — जो सूखी चीड़ की पत्तियों से कम्पोज़िट बोर्ड बनाती है। डीयूवाई के प्रशिक्षण ने ज़ैनब को अपने विचार को ओर सशक्त और व्यवहारिक रूप देने में मदद की। इससे उन्होंने पेटेंट और ट्रेडमार्क दर्ज कराया और वित्तीय सहयोग भी प्राप्त किया —उत्तराखंड सरकार से ₹75,000, हीरो मोटोकॉर्प के सीएसआर फंड से ₹1,00,000, और आईआईएम काशीपुर से ₹5,00,000 का समर्थन मिला।
देहरादून के मालदेवता निवासी प्रिंस मंडल ने जब देवभूमि उद्यमिता योजना (DUY) से जुड़ने का निर्णय लिया, तो उनका इरादा वेंडिंग मशीनें बनाने का था। लेकिन मेंटर्स के मार्गदर्शन में उन्होंने अपने विचार को नया मोड़ दिया और ‘इमोजीज़ कैफ़े’ नाम से एक अनोखा उद्यम शुरू किया, जहाँ वे 21 दिन तक ताज़ा (फ्रेश) रहने वाले ग्लास कपकेक तैयार करते हैं। उनके नवाचार को देखते हुए उन्हें ₹75,000 की प्रारंभिक सहायता (सीड फंड) प्रदान की गई। अब प्रिंस का लक्ष्य है कि वे अपने उद्यम में ज़ीरो-वेस्ट किचन मॉडल अपनाएँ, जिसमें सोलर ड्राइंग और प्रोसेसिंग तकनीक का उपयोग होगा — ताकि उनका व्यवसाय पर्यावरण-अनुकूल (ग्रीन प्रैक्टिस) मॉडल के रूप में विकसित हो सके।
देवभूमि उद्यमिता योजना के तहत, अब गाँव धीरे-धीरे अवसरों के नए केंद्र बनते जा रहे हैं। जो युवा कभी रोज़गार की तलाश में घर छोड़ने का सपना देखते थे, वे अब अपने ही गाँवों में उद्यम खड़ा कर रहे हैं — जहाँ परंपरा और नवाचार का संगम दिखता है। ये युवा अपने प्रयासों से पहाड़ों में सफलता की नई परिभाषा लिख रहे हैं।
सितंबर 2023 में शुरू हुई देवभूमि उद्यमिता योजना (DUY) ने उत्तराखंड में उद्यमिता की नई किरण उत्पन्न की है। इस योजना के अंतर्गत 124 परिसरों में ‘देवभूमि उद्यमिता केंद्रों’ की स्थापना की गई है, जिनके माध्यम से 14,260 विद्यार्थियों को उद्यमिता को करियर के रूप में अपनाने के लाभों के प्रति जागरूक किया गया है। इस पहल की स्थिरता और निरंतरता बनाए रखने के लिए 185 फैकल्टी मेंटर्स का एक प्रशिक्षित समूह भी तैयार किया गया है। अब तक लगभग 8,901 विद्यार्थियों को न्यू एंटरप्राइज़ क्रिएशन और एंटरप्राइज़ स्केलिंग अप जैसे विषयों पर विशेष प्रशिक्षण प्रदान किया गया है। इन सभी गतिविधियों को एक ऐसे पाठ्यक्रम के अंतर्गत संचालित किया गया है, जिसे भारतीय उद्यमिता विकास संस्थान (EDII) ने विशेष रूप से इस दृष्टि से तैयार किया कि इससे निरंतरता, स्थायित्व और दीर्घकालिक प्रभाव सुनिश्चित हो सके।
