सभी वैज्ञानिक संस्थानों के साथ भूस्खलन न्यूनीकरण की समस्याओं के निराकरण पर चर्चा

देहरादून: मुख्य सचिव आनन्द बर्द्धन ने मंगलवार को वाडिया हिमालय भू विज्ञान संस्थान, जीएसआई, इंडियन इंस्टीट्यूट ऑफ रिमोट सेंसिंग, सेंट्रल वॉटर कमीशन आदि राष्ट्रीय स्तर के संस्थानों के साथ लैंड स्लाइड न्यूनीकरण के सम्बन्ध में बैठक की। बैठक के दौरान सभी वैज्ञानिक संस्थानों के साथ भूस्खलन न्यूनीकरण की समस्याओं के निराकरण पर चर्चा हुई।

मुख्य सचिव ने सभी वैज्ञानिक संस्थानों को प्रदेश के अंतर्गत भूस्खलन संभावित क्षेत्रों का चिन्हीकरण कर एक प्रिडिक्शन मॉडल तैयार किए जाने की बात कही। उन्होंने कहा कि हमें एक इस प्रकार के मैकेनिज्म को तैयार किए जाने की आवश्यकता है, जो सैटेलाइट इमेज और धरातल परीक्षण के बाद तैयार मॉड्यूल के आधार पर यह पूर्वानुमान लगा सके कि कितनी वर्षा होने पर किसी विशेष स्थान के भूस्खलन की संभावना है, ताकि हम निचले स्थानों को खाली कर सुरक्षित स्थानों तक पहुंचा सकें।

मुख्य सचिव ने इसके लिए इंडियन इंस्टीट्यूट ऑफ रिमोट सेंसिंग, जियोलॉजिकल सर्वे ऑफ इंडिया, वाडिया हिमालय भू विज्ञान संस्थान एवं सेंट्रल बिल्डिंग रिसर्च इंस्टीट्यूट को मिलकर इस दिशा पर कार्य किए जाने के निर्देश दिए। उन्होंने कहा कि इस दिशा में वृहत स्तर पर और तत्काल कार्य किए जाने की आवश्यकता है।

मुख्य सचिव ने प्रदेश की 13 ग्लेशियर झीलों में सेंसर लगवाए जाने हेतु वाडिया हिमालय भू-विज्ञान संस्थान को जिम्मेदारी दी। उन्होंने कहा कि शुरुआत में प्रदेश की 6 संवेदनशील झीलों का सैटेलाइट एवं धरातलीय परीक्षण कर सेंसर स्थापित किए जाएं। उन्होंने कहा कि संवेदनशील झीलों की संवेदनशीलता किस प्रकार से कम की जा सकती है, इस दिशा में भी कार्य किए जाना है। उन्होंने कहा कि वाडिया हिमालय भू-विज्ञान संस्थान को इंडियन इंस्टीट्यूट ऑफ रिमोट सेंसिंग, जियोलॉजिकल सर्वे ऑफ इंडिया, सेंट्रल वॉटर कमीशन, यू-सैक आदि आवश्यक वैज्ञानिक संस्थानों की सहायता भी उपलब्ध कराई जाएगी। उन्होंने वाडिया संस्थान को आश्वासन दिया कि इस कार्य के लिए आवश्यक फंड्स की किसी प्रकार से कमी नहीं होने दी जाएगी और उपलब्ध करायी जाएगी।

मुख्य सचिव ने कहा कि यह एक मल्टी इंस्टीट्यूशनल टास्क है। इसे हम सभी को गंभीरता के साथ तत्काल इस दिशा में कार्य किए जाने की आवश्यकता है।

इस अवसर पर सचिव श्री विनोद कुमार सुमन, आईजी एसडीआरएफ श्री अरुण मोहन जोशी, महानिदेशक यूकॉस्ट प्रो. दुर्गेश पंत, वाडिया हिमालय भू-विज्ञान संस्थान, इंडियन इंस्टीट्यूट ऑफ रिमोट सेंसिंग, जियोलॉजिकल सर्वे ऑफ इंडिया, सेंट्रल वॉटर कमीशन के वैज्ञानिक एवं अन्य वरिष्ठ अधिकारी उपस्थित थे।
