वन नेशन वन इलेक्शन पर दृढ़ता से अपने विचार रखते हुए सीएम धामी ने कहा कि एक राष्ट्र-एक चुनाव केवल प्रशासनिक सुधार नहीं है, बल्कि देश के लोकतंत्र को और अधिक सशक्त, प्रभावी और समावेशी बनाने की दिशा में महत्वपूर्ण पहल है। यह देशहित में क्रान्तिकारी कदम है |

भारत जैसे विशाल लोकतांत्रिक देश में चुनाव लोकतंत्र का पर्व होते हैं, लेकिन जब प्रत्येक वर्ष, कभी इस राज्य में, कभी उस राज्य में, बार-बार चुनाव होते हैं, तो यह प्रक्रिया बोझ बन जाती है। उन्होंने कहा कि बार-बार आचार संहिता लगने से विकास कार्य ठप पड़ जाते हैं और अर्थव्यवस्था पर नकारात्मक प्रभाव पड़ता है।

मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि बार-बार चुनाव होने से चुनाव प्रक्रिया के दौरान प्रत्येक स्तर पर बार-बार संसाधनों का अपव्यय होता है व सरकारी ख़ज़ाने पर नकारात्मक असर पड़ता है। मुख्यमंत्री ने स्पष्ट किया कि चुनावो के दौरान बड़ी संख्या में राज्य के शिक्षकों, विभिन्न विभागों के अधिकारियों, पुलिस बल और केंद्रीय बल के जवानों को उनके मूल कार्य से हटाकर चुनाव ड्यूटी में लगाना पड़ता है, जिससे उनके मूल कार्य पर नकारात्मक प्रभाव पड़ता है। एक राष्ट्र एक चुनाव को लेकर सबको एकजुटता दिखानी होगी|

इस अवसर पर उत्तराखंड आए भाजपा के राष्ट्रीय महामंत्री व एक राष्ट्र एक चुनाव के राष्ट्रीय प्रभारी श्री सुनील बंसल का स्वागत करते हुए मुख्यमंत्री श्री पुष्कर सिंह धामी ने कहा कि प्रधानमंत्री नरेंद्र मोदी जी का लगभग 11 वर्षों का कार्यकाल ऐतिहासिक उपलब्धियों से भरा रहा है। प्रधानमंत्री नरेंद्र मोदी जी ने नेतृत्व में पिछले एक दशक में जहां एक ओर देश में विकास और आर्थिक प्रगति के नए प्रतिमान स्थापित हुए, वहीं अनेकों ऐतिहासिक निर्णयों के माध्यम से भारत के लोकतंत्र को और भी अधिक मज़बूती मिली। चाहे जीएसटी लागू करना हो, तीन तलाक़ की समाप्ति हो,कश्मीर से धारा 370 खत्म करना हो, सीएए-एनआरसी का क़ानून बनाना हो, नारीशक्ति वंदन अधिनियम पारित करना हो या फिर भारतीय न्याय संहिता, भारतीय नागरिक सुरक्षा संहिता और भारतीय साक्ष्य अधिनियम को लागू करना हो। इन सभी ऐतिहासिक निर्णयों ने भारत को एक नई दिशा दी है।

मुख्यमंत्री श्री पुष्कर सिंह धामी ने कहा कि प्रधानमंत्री श्री नरेंद्र मोदी जी के नेतृत्व में *एक राष्ट्र-एक चुनाव* के रूप में ऐतिहासिक क़ानून बनाने की दिशा में कार्य किया जा रहा है। नीति आयोग की रिपोर्ट के अनुसार यदि एक बार में चुनाव हों तो 12 हजार करोड़ रूपए तक की बचत होगी। हज़ारों करोड़ों की इस धन राशि को देश में शिक्षा, स्वास्थ्य और बुनियादी सुविधाओं को मज़बूत करने में लगाया जा सकेगा। इसके साथ ही, केंद्र और राज्य सरकारों के बीच बेहतर समन्वय रहेगा तो सभी कार्य निश्चित समय पर पूरे होंगे।

मुख्यमंत्री ने कहा कि एक बार में चुनाव होने से वोटिंग टर्नआउट में भी बढ़ोत्तरी देखने को मिलेगी, क्योंकि बहुत सारे लोग जो दूसरे राज्यों में रहते हैं वो बार-बार वोट देने के लिए अपने गृह राज्य में जाने से कतराते हैं लेकिन जब तीनों स्तर के चुनाव एक साथ होंगे तो वो वोट देने अवश्य जाएँगे। अब समय आ गया है कि हम आधुनिक तकनीक, चुनाव आयोग की पारदर्शिता और जनता के सहयोग से इस संतुलन को पुनः स्थापित करें | मुख्यमंत्री ने कहा कि जब अमेरिका, जापान, ब्राज़ील और स्वीडन जैसे देशों में एक साथ चुनाव की व्यवस्था हो सकती है तो क्या भारत जैसे विश्व के सबसे बड़े लोकतांत्रिक देश में ये व्यवस्था नहीं हो सकती?

आदरणीय प्रधानमंत्री श्री मोदी जी जैसे दृढ़ और संकल्पित प्रधान सेवक हमारे पास हैं तो देश हित का कोई काम रुक जाए, ऐसा हो नहीं सकता| प्रधानमंत्री जी के मार्गदर्शन में तैयार किया गया जो ड्राफ़्ट लोक सभा में पेश किया गया, वो बहुत ही गहन शोध और विश्लेषण के बाद तैयार किया गया है।

इस ड्राफ्ट में एक-एक परिस्थिति का ध्यान रखा गया है कि कैसे सभी राज्यों में ये व्यवस्था लागू करनी है और लागू करने के बाद यदि किसी राज्य की सरकार बीच में भंग हो गई तो उस स्थिति में कैसे चुनाव होंगे। फ़िलहाल इस क़ानून को व्यापक विचार विमर्श हेतु संयुक्त संसदीय समिति को भेजा गया है, मुख्यमंत्री ने कहा कि उनको पूर्ण विश्वास है कि एक दिन ये *एक राष्ट्र-एक चुनाव* की व्यवस्था भारत में अवश्य लागू होगी और यह कानून भारत में लोकतंत्र को और अधिक मज़बूत करने में सहायक सिद्ध होगा।
