उत्तराखंड परिवर्तन पार्टी ने उत्तराखंड में तेज़ी से बढ़ रही बेरोजगारी व नशे के सवाल पर कांग्रेस पार्टी द्वारा शुरू किए *नशा नहीं नौकरी दो* आंदोलन का स्वागत किया है। पार्टी के केंद्रीय अध्यक्ष पी सी तिवारी ने कहा कि हमारे गांव बसभीड़ा (चौखुटिया अल्मोड़ा) से 2 फरवरी 1984 को शुरू हुए प्रखर *नशा नहीं रोज़गार दो काम का अधिकार दो* आंदोलन के महत्व को समझने में इस पार्टी को 41 वर्ष लग गए जिससे थोड़ी चिंता होती है।
उपपा के केंद्रीय अध्यक्ष पी सी तिवारी ने कहा कि हमारे पूर्ववर्ती संगठन उत्तराखंड संघर्ष वाहिनी व उत्तराखंड के तमाम मुद्दों के लिए संघर्षरत साथियों ने चिपको, वन बचाओ, नशा नहीं रोज़गार दो एवं उत्तराखंड निर्माण के जनांदोलनों में लड़ते हुए उत्तराखंड राज्य की अवधारणा की ओर सोच विकसित की थी लेकिन कांग्रेस, भाजपा जैसी राष्ट्रीय पार्टियों ने पिछले 24 वर्षों में इस हिमालयी राज्य की कैसी दुर्दशा की है यह किसी से छिपा नहीं है। सवाल चाहे नशे का हो या बेरोजगारी, प्राकृतिक संसाधनों, जमीनों की लूट, सरकारी नौकरियों को समाप्त कर ठेके की नौकरियों को शुरू करने का हो, इसमें उत्तराखंड की सत्ता में बैठी पार्टियों की नीतियों व सोच में कोई अंतर नहीं रहा है।
राज्य बनने के पहले व राज्य बनने के बाद इन लोगों ने अपना हक़ व न्याय मांगने वाले लोगों को दबाने व कुचलने की भरपूर कोशिश की है। उत्तरप्रदेश में कांग्रेस की सत्ता के दौरान नशा नहीं रोज़गार दो आंदोलन हो या पहाड़ में भू माफियाओं की कारगुजारियां प्राकृतिक संसाधनों पर यहां के समाज के पहले अधिकार को मान्यता देने को लेकर संघर्ष करने वालों को सत्ता का क्रूर दमन, मुकदमें व जेलों में रहना पड़ा है। इस ऐतिहासिक तथ्य को याद किए बिना हम सत्ता व वोटों के लिए राजनीतिक नारे बदलने वाली पार्टियों का चरित्र नहीं समझ पाएंगे।
उपपा अध्यक्ष ने कहा कि सवाल नशे का हो या राज्य में सशक्त भू कानून की ज़रूरत यहां के संतुलित विकास की अवधारणा का हो राष्ट्रीय दलों ने साबित किया है कि उनके नेता भले ही स्थानीय हों लेकिन उनकी नीतियां स्थानीय लोगों के हित में नहीं हैं और उत्तराखंड की वर्तमान हालत में जब बेरोज़गारी, नशे व उत्तराखंड की अस्मिता, अवधारणा को लेकर गंभीर प्रश्न खड़े हो रहे हैं, यही प्रश्न हमें इस हिमालयी राज्य में जनपक्षीय राजनीतिक बदलाव का रास्ता दिखा सकते हैं।
उपपा ने कहा कि काले धन, बाहुबल व चुनावी तिकड़मों से सत्ता प्राप्त करने वाले उत्तराखंड जैसे राज्य को केवल बर्बाद कर सकते हैं इसके लिए जनता को स्वयं आकर जनसंघर्षों से बदलाव की भूमिका तैयार करने वाली क्षेत्रीय राजनीति को मज़बूत करना होगा तभी उत्तराखंड की अस्मिता व उसकी अवधारणा साकार हो सकती है।
