मुख्यमंत्री पुष्कर सिंह धामी ने शनिवार को ननूरखेड़ा, देहरादून में होमगार्ड्स स्थापना दिवस पर आयोजित कार्यक्रम में रैतिक परेड का निरीक्षण किया। मुख्यमंत्री ने इस अवसर पर होमगार्ड्स जवानों के मेधावी बच्चों को छात्रवृत्ति की धनराशि के चेक भी प्रदान किये। होमगार्ड्स एवं नागरिक सुरक्षा विभाग की स्मारिका 2024 और विभागीय कलेण्डर 2025 का भी मुख्यमंत्री ने किया विमोचन।
इस अवसर पर उन्होंने घोषणा की कि 9 हजार फिट से अधिक ऊचांई पर ड्यूटीरत होमगार्ड्स स्वयंसेवकों को पुलिस कार्मिकों एवं एस०डी०आर०एफ० की भांति प्रति जवान को 200 रू. प्रतिदिन अतिरिक्त प्रोत्साहन राशि दी जायेगी। एस०डी०आर०एफ० जवानों के साथ प्रशिक्षित होमगार्ड्स को तैनाती होने पर 100 रुपए प्रति जवान को प्रतिदिन प्रोत्साहन राशि अनुमन्य की जाएगी।
होमगार्ड्स विभाग के राजपत्रित एवं अराजपत्रित अधिकारियों एवं कर्मचारियों को प्रत्येक 3 वर्ष में दिये जाने वाले वर्दी भत्ता को प्रतिवर्ष किया जाएगा। 60 वर्ष की अधिवर्षता आयु पूर्ण करने वाले प्रत्येक होमगार्ड्स को होमगार्ड्स कल्याण कोष से दी जाने वाली अनुग्रह राशि में 50 हजार रुपए की बढ़ोत्तरी की जाएगी।
मुख्यमंत्री ने सभी जवानों को शुभकामनाएं देते हुए कहा कि राष्ट्रसेवा का अद्वितीय उदाहरण अगर कहीं स्पष्ट देखने को मिलता है तो वह जवानों के मध्य आकर देखने को मिलता है। होमगार्ड्स संगठन राज्य में सामाजिक सुरक्षा और व्यवस्था नियंत्रण के लिए सक्रिय रूप से काम करता है। हर स्थिति में अपने दायित्वों को पूरा करने के लिए तत्पर रहते हैं।
होमगार्ड्स जवान कानून – व्यवस्था को बनाए रखने, यातायात नियंत्रित करने, चारधाम यात्रा, कुम्भ मेला एवं कांवड़ यात्रा जैसे धार्मिक आयोजनों में भी अपनी महत्वपूर्ण भूमिका निभाते हैं। प्राकृतिक आपदाओं के समय भी आवश्यकता पड़ने पर हमेशा तैयार रहते हैं। हमारे ये जवान “जहां कम वहां हम“ की भावना से कार्य करते हैं।
मुख्यमंत्री ने कहा कि हमारे इन जवानों के हौंसले और समर्पण को सम्मान देते हुए राज्य सरकार ने उनके कल्याण और संगठन के उत्थान के लिए अनेक निर्णय लिये हैं। प्रेमनगर, देहरादून में एक अत्याधुनिक इंडोर फायरिंग रेंज का निर्माण किया जा रहा है, जो हमारे होमगार्ड्स को शस्त्र प्रशिक्षण में लाभ पहुंचाएगी। होमगार्ड्स के लिए सेना के जवानों की तर्ज पर सीएसडी कैंटीन की सुविधा भी प्रारंभ की है।
होमगार्ड्स जवानों को 12 आकस्मिक अवकाश देने का निर्णय भी हमारी सरकार द्वारा ही लिया गया है। महिला होमगार्ड्स को प्रसूति अवकाश प्रदान करने का ऐतिहासिक निर्णय भी हमारी सरकार ने ही लिया। प्रदेश के 9 स्थानों पर कंपनी कार्यालय-ट्रांजिट कैंप और इमरजेंसी सर्च एवं रेस्क्यू सेंटर स्थापित करने की योजना बनाई गई है। 13 करोड़ से अधिक की वित्तीय स्वीकृति से इन केंद्रों का निर्माण हो रहा है, ये केंद्र उत्तराखंड को आपदा प्रबंधन के क्षेत्र में मजबूत करेंगे।
इस अवसर पर विधायक उमेश शर्मा काऊ, खजान दास, पूर्व मेयर सुनील उनियाल गामा, श्रीमती अनिता मंमगांई, सचिव शैलेश बगोली, डीजीपी दीपम सेठ, कमांडेंट जनरल होमगार्ड पी.वी.के. प्रसाद, मुख्य राज्य सूचना आयुक्त विवके शर्मा एवं अन्य अधिकारी उपस्थित थे।
