देहरादून: जिला प्रशासन देहरादून के तत्वाधान में आज आईआरडीटी ऑडिटोरियम में ‘‘डिस्ट्रिक्ट फोरम ऑफ दून, फॉर दून’’ साझा मंच कार्यशाला का आयोजन किया गया।
कार्यशाला का शुभारम्भ बतौर मुख्य अतिथि आयुक्त गढवाल मण्डल विनयंकर पाण्डेय एवं पदमश्री कल्याण सिंह रावत, पदमश्री प्रेमचन्द्र शर्मा, पदमश्री माधुरी बड़थ्वाल, जिलाधिकारी सविन बंसल, मुख्य नगर आयुक्त गौरव कुमार, मुख्य विकास अधिकारी अभिनव शाह द्वारा दीपप्रज्वलित कर किया।
कार्यशाला में विभिन्न कार्य क्षेत्रों से जुड़े समाजसेवी संगठनों, प्रतिष्ठित/प्रबुद्ध व्यक्तियों द्वारा प्रतिभाग किया गया। कार्यशाला का उद्देश्य जनपद में विभिन्न व्यवस्थाओं के सुधार तथा योजनाओं, स्थानीय लोक कला संस्कृति, उद्योग, जल संरक्षण पर्यावरण, कृषि, रोजगार, पर्यटन स्थलों में सुगम व्यवस्था इकोटूरिज्म, कानून एवं यातायात व्यवस्था सुधार, पिछड़े वर्गों, वृद्धजनों, दिव्यांगजनों, महिला कल्याण आदि विषयों को एक मंच पर लाकर जनमानस एवं प्रतिष्ठित व्यक्तियों से संवाद के माध्यम से और अधिक प्रभावी रूप से व्यवस्थाओं एवं योजनाओं को धरातल पर लाना है।
गोष्ठी के मुध्य अतिथि आयुक्त गढवाल मण्डल विनय शंकर पाण्डेय ने जिलाधिकारी की इस पहल को सराहाते हुए कहा कि इस प्रकार के कार्यक्रम जिनमें आमने-सामने संवाद एवं सुझाव होते है यह महत्वपूर्ण होते हैं, उन्होंने जिलाधिकारी को इस फोरम को ‘जिला एडवायजरी फोरम’ स्थायी बनाते इसका सोसायटी एक्ट में पंजीकरण कराने का सुझाव दिया, ताकि इस फोरम के माध्यम से विभिन्न कार्यक्रमों को स्थानीय सस्कृति, भौगौलिक परिस्थति तथा क्षेत्र लोककला, प्राकृतिक एवं वैज्ञानिकता का समन्वय कर जनकल्याण को कार्य धरातल पर किए जा सकें।
उन्होंने कहा कि इस कार्यक्रम में प्रत्येक वक्ता की बात सुनी जाएगी तथा उनपर प्रभावी अमल भी किया जाएगा। उन्होंने कहा माननीय मुख्यमंत्री जी द्वारा राज्य में विकास तथा नौनिहालों के भविष्य को संवारने के प्रति निरंतर कार्य किये जा रहे हैं।
जिलाधिकारी सविन बसंल ने अपने सम्बोधन में कहा कि विभिन्न क्षेत्रों से जुड़े व्यक्तियों, समाजिक संगठनों, बुद्धिजीवियों, विशेषज्ञों को एक मंच पर लाने का उद्देश्य यही है कि उनके अनुभवों एवं सुझावों को लाभ लेते हुए राज्य एवं जनपद के कल्याण एवं उत्थान तथा विभिन्न योजनाओं को वैज्ञानिक एवं प्राकृतिक ढंग से धरातल पर उतारते हुए राज्य के प्राकृतिक एवं भौतिक संसाधनों में वृद्धि करते हुए अंतिम व्यक्ति को सरकार की योजना से लाभान्वित करना है।
उन्होंने कहा कि जो भी सुझाव बुद्धिजीवियों, सामजिक संगठनों से जुड़े व्यक्तियों एवं जनमानस द्वारा दिए जा रहे हैं उन सभी पर विचार किया जाएगा तथा बेहतर व्यवस्था एवं कार्ययोजना तैयार की जाएगी।
वरिष्ठ पुलिस अधीक्षक ने कहा कि कानून एवं यातायात व्यवस्था सुधाराना पुलिस की जिम्मेदारी है, उन्होनें अभिभावकों से कहा कि पुलिस को इसके लिए सहयोग देते अभिभावक अपने नाबालिग बच्चों को वाहन न पकड़ाये तथा बच्चों को आते-जाते समय जरूर पूछ़ें की कहां जा रहे हैं तथा वाहन की स्पीड के लिए बच्चों से टोका-टोकी करनी आवश्यक है हेलेमेट पहने के लिए जरूर कहें तथा विद्यालय बिना हेलेमेट के स्कूल आने वाले बच्चों को शिक्षक द्वारा टोकना आवश्यक है। उन्होंने कहा राज्य बनने तक जनपद में 4500 वाहन थे जो अब बड़कर 9 लाख हो गए हैं, जबकि हमारे संसाधन अभी सीमित ही हैं।
मुख्य विकास अधिकारी अभिनव शाह ने गोष्ठी का शुभारंभ करते हुए कहा कि इस गोष्ठी का उद्देश्य सतत विकास तथा कला एवं संस्कृति को बढावा देना तथा शिक्षा व्यवस्था, उद्योग, मूलभूत व्यवस्थाओं में सुधार करते हुए योजनाओं का लाभ धरातल पर पंहुचाना है तथा स्थानीय लोगों हेतु स्वास्थ्य, रोजगार सहित तमाम पहलुओं पर संचालित योजनाओं को सुनियोजित तरीके से धरातल पर लाना है।
जनपद में शिक्षा की गुणवत्ता, सुधार एवं शत्प्रतिशत् बच्चों को स्नातक करना, ड्रापआउट बालिकाओं को पुनः प्रवेश करवाना, शिक्षा को व्यवसायों से जोड़ने की कार्ययोजना विषय पर शिक्षा विभाग के पैनल मुख्य शिक्षा अधिकारी विनोद कुमार, प्रधानाचार्य राईका बाड़वाला, शैलेश श्रीवास्तव, , जिला शिक्षा अधिकारी प्रा0शि0 देहरादून प्रेमलाल भारती, सेनि, प्राचार्य डायट राकेश जुगरान विजन इण्डिया देहरादून पंकज कोठारी, आसरा ट्रस्ट सिया चौहान, अजीम प्रेमजी फाउंडेशन सोबन सिंह नेगी पैनलिस्ट शामिल रहे।
बालश्रम व भिक्षावृत्ति के उन्मूलन, भिक्षावृत्ति में सलंग्न महिलाओं एवं बच्चों एवं अनाथ बच्चों के पुर्नवास हेतु सार्थक रणनीति के विषय पर जिला प्रोबेशन अधिकारी मीना बिष्ट, उप श्रमायुक्त दीपक कुमार, दीपिका पंवार, बचपन बचाओ से सुरेश उनियाल, से0नि0 वैज्ञानिक वाडिया हिमालय भूविज्ञान संस्थान डॉ0 टीएन जौहर, लतिका राय फांडेशन से सुनिता नंदा, आसरा ट्रस्ट से देवाशीष पाण्डे, संगीता थपलियाल पैनलिस्ट शामिल रहे।
नगर में जलभराव की समस्या अतिक्रमण, प्रदूषण, घुमतु पशु प्रबन्धन एवं पशु क्रूरता, पर्यावरण संरक्षण, पेयजल एवं स्वच्छता, कूड़ा निस्तारण हेतु रणनीति विषय पर उप नगर आयुक्त गोपालराम बिनवाल, वरिष्ठ पशु चिकित्साधिकारी डा0 डीसी तिवारी, अधि.अभियंता रचना पयाल, कर अधीक्षक राहुल कैन्थोला, गौरव भसीन उपनगर आयुक्त प्रदूषण, अधि.अभि जल संस्थान आशीष भट्ट, नगर आयुक्त पेयजल स्वच्छता राजबीर चौहान, अरबन एवं सालिड वेस्ट/प्लास्टिक वेस्ट मैनेजमेंट एक्सपर्ट अनूप नौटियाल, नवीन सडाना पैनलिस्ट शामिल रहे।
