देहरादून 11 फरवरी । मुख्यमंत्री पुष्कर सिंह धामी ने राज्य में प्रस्तावित और निर्माणाधीन रेल परियोजनाओं की समीक्षा करते हुए अधिकारियों को निर्देश दिए कि टनल के साथ बनने वाले एस्केप टनल को भविष्य में समानांतर सड़कों (पैरेलल रोड्स) के रूप में विकसित करने की व्यवस्था बनाई जाए। उन्होंने ऋषिकेश–कर्णप्रयाग रेल लाइन में निर्मित एस्केप टनल के संभावित उपयोग पर विस्तृत कार्ययोजना तैयार करने को कहा। साथ ही कर्णप्रयाग से बागेश्वर तक रेल लाइन के विस्तार की संभावना पर भी काम करने के निर्देश दिए।
बुधवार को सचिवालय में आयोजित समीक्षा बैठक में मुख्यमंत्री ने टनकपुर–बागेश्वर रेल लाइन परियोजना को गति देने पर जोर दिया। उन्होंने कहा कि विभिन्न वैकल्पिक मार्गों का परीक्षण किया जाए, ताकि अधिक से अधिक क्षेत्र और जनता को इसका लाभ मिल सके। अल्मोड़ा और सोमेश्वर को इस रेल मार्ग से जोड़ने की संभावनाओं पर भी गंभीरता से कार्य करने को कहा गया।
मुख्यमंत्री ने कहा कि केंद्र सरकार से टनकपुर–बागेश्वर रेल परियोजना को राष्ट्रीय परियोजना घोषित करने का आग्रह किया जाएगा। इससे परियोजना के निर्माण में तेजी आएगी और वित्तीय व प्रशासनिक सहयोग बेहतर मिलेगा।
मुख्यमंत्री ने ऋषिकेश–कर्णप्रयाग परियोजना के अंतर्गत बनने वाले स्टेशनों के लिए इंटीग्रेटेड प्लान तैयार करने के निर्देश दिए। उन्होंने कहा कि स्टेशनों के आसपास स्थानीय लोगों के लिए बाजार विकसित किए जाएं। स्वयं सहायता समूहों और राज्य के स्थानीय उत्पादों की बिक्री के लिए विशेष व्यवस्था हो, ताकि रेल नेटवर्क स्थानीय रोजगार का बड़ा माध्यम बन सके।
उन्होंने अधिकारियों से कहा कि प्रस्तावित स्टेशनों के आसपास अभी से लोगों को स्वरोजगार, होमस्टे और अन्य योजनाओं के प्रति जागरूक किया जाए। आसपास के गांवों, कस्बों, धार्मिक और पर्यटन स्थलों के विकास का रोडमैप भी तैयार किया जाए, जिससे भविष्य में बढ़ने वाले यातायात को सुगम बनाया जा सके।
बैठक में जानकारी दी गई कि इस परियोजना का 72.5 प्रतिशत कार्य पूरा हो चुका है, जबकि टनल निर्माण का 95.30 प्रतिशत काम पूर्ण हो गया है। कुल 28 टनल बन रही हैं, जिनमें 16 मुख्य और 12 एस्केप टनल हैं। विभिन्न स्टेशनों का निर्माण अलग-अलग थीम पर किया जा रहा है—शिवपुरी नीलकंठ महादेव, ब्यासी महर्षि वेदव्यास, देवप्रयाग समुद्र मंथन, जनासु उत्तराखंड संस्कृति, मलेथा वीर माधो सिंह भंडारी, श्रीनगर मां राजराजेश्वरी, धारी देवी मां धारी देवी, तिलनी केदारनाथ, घोलतीर पांच महादेव, गौचर बाल गोविंद कृष्ण और कर्णप्रयाग बद्रीनाथ व राधा-कृष्ण थीम पर विकसित होगा।
अधिकारियों ने बताया कि इस परियोजना के लिए रेलवे की ओर से तीन सर्वे विकल्प प्रस्तावित हैं। साथ ही अल्मोड़ा और सोमेश्वर को जोड़ने वाले अतिरिक्त मार्गों पर भी अध्ययन जारी है।
बैठक में मुख्य सचिव आनंद बर्द्धन, प्रमुख सचिव आर.के. सुधांशु, आर. मीनाक्षी सुंदरम, सचिव ब्रजेश कुमार संत, पंकज पांडे, मुख्य परियोजना प्रबंधक हिमांशु बडोनी सहित अन्य अधिकारी मौजूद रहे। रेलवे के अधिकारी वर्चुअल माध्यम से जुड़े।
